{"id":239611,"date":"2026-05-21T19:08:25","date_gmt":"2026-05-21T19:08:25","guid":{"rendered":"https:\/\/www.newsbeep.com\/us-ny\/239611\/"},"modified":"2026-05-21T19:08:25","modified_gmt":"2026-05-21T19:08:25","slug":"the-mta-is-finally-checking-fares-without-stopping-buses","status":"publish","type":"post","link":"https:\/\/www.newsbeep.com\/us-ny\/239611\/","title":{"rendered":"The MTA is Finally Checking Fares Without Stopping Buses"},"content":{"rendered":"<p class=\"wp-block-paragraph\">The wheels on the bus go \u2019round and \u2019round, even during fare checks.<\/p>\n<p class=\"wp-block-paragraph\">MTA bus fare enforcement \u201cEAGLE teams\u201d have begun to conduct some fare inspections on moving buses \u2014 departing from the MTA\u2019s longstanding, frustrating practice of forcing riders to wait on stopped buses while fare inspectors check one-by-one if they paid.<\/p>\n<p class=\"wp-block-paragraph\">\u201cEAGLE teams \u2026 are also piloting giving summonses electronically, and part of the pilot will be doing it both while the bus is in motion, as well as what it takes to take people off [the bus],\u201d MTA New York City Transit President Demtrius Crichlow said on Wednesday.<\/p>\n<p class=\"wp-block-paragraph\">\u201cOur goal at the end is to be able to say, here\u2019s the data tied to both sides, can we do it successfully with a bus in motion?\u201d<\/p>\n<p class=\"wp-block-paragraph\">EAGLE teams consist of unarmed officers who stop buses, check fares on buses and give summonses to riders who haven\u2019t paid.<\/p>\n<p class=\"wp-block-paragraph\">For years, the teams have stopped buses in their tracks to check fares and pull off scofflaws. But MTA Chairman and CEO Janno Lieber finally <a href=\"https:\/\/gothamist.com\/news\/mta-chief-vows-fare-evasion-crackdown-on-nyc-buses-once-metrocard-retires\" target=\"_blank\" rel=\"noreferrer noopener nofollow\">teased<\/a> the possibility of \u201cEuropean-style\u201d bus fare validation last year \u2014 nearly a decade after MTA leaders announced plans to bring a digital \u201cmodern fare payment system\u201d to the Big Apple.<\/p>\n<p class=\"wp-block-paragraph\">The MTA still has technology kinks work out when it comes to moving fare checks, however.<\/p>\n<p class=\"wp-block-paragraph\">OMNY has been notorious for <a href=\"https:\/\/www.thecity.nyc\/2025\/05\/20\/omny-complaints-mta-bugs\/\" target=\"_blank\" rel=\"noreferrer noopener nofollow\">charges showing up hours or even days<\/a> after people tapped to pay with their card or phone. The MTA claimed to have taken care of that issue, but frustrations persist with the fare-checking tech employed by EAGLE teams.<\/p>\n<p class=\"wp-block-paragraph\">Lindsay Parme, a professor at Brooklyn College, told Streetsblog that EAGLE team officers removed her and two others from the B44 earlier this month even though they\u2019d all paid. Parme, who has to go to a <a href=\"https:\/\/www.mta.info\/agency\/transit-adjudication-bureau\/fines-violations-hearings\" target=\"_blank\" rel=\"noreferrer noopener nofollow\">hearing<\/a> to prove she paid, said the officer told her the MTA\u2019s system doesn\u2019t always update to include an immediate payment from a phone or card.<\/p>\n<p class=\"wp-block-paragraph\">\u201c[The officer] was acting like it\u2019s a minor inconvenience, but I just got off work, and now I have the stress every time I go to Brooklyn College that this going to happen to me, and I\u2019m going to be late for teaching,\u201d she said. \u201cPeople who are are falsely accused that have set schedules, that have kids can\u2019t spend the hours to fight their ticket.\u201d<\/p>\n<p><img loading=\"lazy\" decoding=\"async\" height=\"577\" width=\"1024\" src=\"https:\/\/www.newsbeep.com\/us-ny\/wp-content\/uploads\/2026\/05\/EAGLE-team-fare-evasion-inspection-mta-bus-1-e1779322727251.jpg\" alt=\"\" class=\"wp-image-591884\"  \/>An unarmed MTA Eagle team officer checks for fares on a stopped bus in the Bronx. Hermann\/MTA<\/p>\n<p class=\"wp-block-paragraph\">Lieber, who took over the agency in 2021, has insisted that \u201cEuropean-style\u201d practices like moving fare checks and <a href=\"https:\/\/nyc.streetsblog.org\/2025\/01\/30\/omnys-fabulous-success-means-nothing-for-all-door-bus-boarding\" target=\"_blank\" rel=\"noreferrer noopener nofollow\">all-door bus boarding<\/a> \u2014 an adjacent OMNY-related policy that also speeds up buses \u2014 depend on full OMNY implementation, since the MTA has no way to check if MetroCard users have paid. The MTA stopped selling MetroCards at the end of 2025, but riders can still use them to pay their fares, and officials have not said when that will change.<\/p>\n<p class=\"wp-block-paragraph\">Generally, European transit agencies allow fare checks on moving buses and simply hand ticket to anyone who hasn\u2019t paid. Other American transit agencies, <a href=\"https:\/\/www.thebolditalic.com\/heres-what-happened-when-i-skipped-muni-fare\/#:~:text=I%20gave%20him%20my%20Clipper%20Card%2C%20the%20machine%20made%20a%20loud%20BRRZZ!%20And%20I%20had%20no%20excuse.%20I%20also%20didn%E2%80%99t%20offer%20one%2C%20I%20just%20gave%20him%20my%20ID%20and%20took%20my%20ticket.%20The%20cops%20got%20off%20two%20stops%20later\" rel=\"nofollow noopener\" target=\"_blank\">such as San Francisco\u2019s MUNI buses<\/a> and Indianapolis\u2019s IndyGo bus rapid transit, have similar policies to ensure riders can get where they\u2019re going in a timely fashion, advocates noted.<\/p>\n<p class=\"wp-block-paragraph\">\u201cThere\u2019s a pretty clear preference for keeping vehicles moving during fare inspections, for obvious reasons,\u201d said Effective Transit Alliance Executive Director Blair Lorenzo. \u201cBoth speed and reliability are key factors that drive ridership, and random, unpredictable stops to inspect everyone on a bus obviously harms both.\u201d<\/p>\n<p class=\"wp-block-paragraph\">Riders Alliance Digital Strategist Derrick Holmes recently <a href=\"https:\/\/x.com\/helplessdelta\/status\/2051355804503007333\" target=\"_blank\" rel=\"noreferrer noopener nofollow\">tweeted<\/a> that fare inspectors who boarded his B44 stopped the bus for five minutes to check if every rider paid. In response, MTA spokesperson Tim Minton <a href=\"https:\/\/x.com\/timmintonny\/status\/2051692526986285507?s=46&amp;t=ob8V9f_uaDCKM3h72t32SQ\" target=\"_blank\" rel=\"noreferrer noopener nofollow\">claimed<\/a> that Transport for London fare inspectors do the same thing, while noting that the United Kingdom is technically no longer part of Europe.<\/p>\n<p lang=\"en\" dir=\"ltr\">Technically it\u2019s no longer Europe, but TfL in London checks fare payments the same as NYC Transit. Should get faster here when we go \ud83d\udcaf tap to ride. <a href=\"https:\/\/t.co\/anWf2rWiEl\" rel=\"nofollow\">pic.twitter.com\/anWf2rWiEl<\/a><\/p>\n<p>\u2014 Tim Minton (@timmintonNY) <a href=\"https:\/\/twitter.com\/timmintonNY\/status\/2051692526986285507?ref_src=twsrc%5Etfw\" rel=\"nofollow noopener\" target=\"_blank\">May 5, 2026<\/a><\/p>\n<p class=\"wp-block-paragraph\">Minton wasn\u2019t completely off-base with his observation that TfL sometimes stops buses to check fares, but the British capital\u2019s \u201cprimary tactic\u201d is to conduct checks without impacting service, according to officials across the pond.<\/p>\n<p class=\"wp-block-paragraph\">\u201cThe primary tactic used by enforcement teams on the bus network is to carry out manual checks of all passengers on board while the bus continues its journey,\u201d TfL spokesperson  Sarika Patel told Streetsblog. \u201cTargeted, intelligence\u2011led operations are also conducted. These include static checks, where buses are held at a stop so officers can check passengers have paid for their journey.
