Jewish groups opposed that bill because they said it would have punished charities that operate in settlements, but do not advance settlement activity, such as volunteer ambulances, and would have effectively stripped nonprofit status from a swath of Jewish organizations.<\/p>\n
The far left has made inroads in New York since then, and Democrats have increasingly turned against Israel.<\/p>\n
The bill, and Mamdani\u2019s support for the effort, will likely further strain ties<\/a> between mainstream Jewish organizations and the mayor and energize the anti-Zionist movement in New York.<\/p>\n \n\t\t\tGet The Times of Israel’s Daily Edition \t\t\t\tBy signing up, you agree to the terms<\/a><\/p>\n With the new bill announced during the Shavuot holiday, there was no immediate response from Jewish groups.<\/p>\n The new legislation<\/a>, also called Not on our Dime, is led by representatives Diana Morena in the State Assembly and Jabari Brisport in the State Senate<\/a>.<\/p>\n Morena is a democratic socialist like Mamdani and represents Mamdani\u2019s former district in Queens, and Brisport is a leftist ally of the mayor who, alongside him, sponsored the previous attempt to pass the legislation.<\/p>\n Moreno said in a statement that the new bill will \u201cbar New York nonprofits from funding Israeli war crimes.\u201d<\/p>\n \u201cNew Yorkers have a basic responsibility to ensure that our tax dollars aren\u2019t funding war crimes and human rights violations,\u201d she said.<\/p>\n No Israelis have been convicted of war crimes, but allegations of war crimes are often used as a cudgel<\/a> against Jewish groups for their connections to the Jewish state.<\/p>\n Mamdani backed Moreno, saying in a statement that he was \u201cgrateful\u201d that Moreno and Brisport \u201care carrying this work forward.\u201d<\/p>\n The new bill is largely the same as Mamdani\u2019s 2023 legislation, and another attempt he made to pass the legislation<\/a> in early 2025. Both those bills failed to pass into law.<\/p>\n \t The text says the measure will \u201cprohibit not-for-profit corporations from engaging in unauthorized support of Israeli settlement activity\u201d by changing the state\u2019s not-for-profit corporation law.<\/p>\n The bill defines support of settlement activity as \u201caiding and abetting\u201d any settlement activity by Israeli armed forces, the Israeli government, or Israeli citizens.<\/p>\n The legislation would allow the state attorney general to dissolve the nonprofit status of groups that are \u201cknowingly engaging in unauthorized support of Israeli settlement activities\u201d and fine them $1 million.<\/p>\n Palestinians who said they were harmed by a violation would also be allowed to sue the nonprofits.<\/p>\n The legislation considers East Jerusalem, which includes the Old City, as \u201coccupied territory,\u201d as well as the West Bank and Gaza.<\/p>\n When Mamdani introduced the original bill, he was a little-known state representative, and the effort was swiftly rebuked by other state lawmakers and never came to a vote.<\/p>\n State lawmakers in 2023 called<\/a> the original bill a \u201cplot to demonize Jewish charities with connections to Israel\u201d in a joint letter, and the speaker of the state assembly at the time dismissed the effort as a \u201cnon-starter.\u201d<\/p>\n Critics of that bill included<\/a> leftist Jews who oppose the Israeli government.<\/p>\n
