{"id":244240,"date":"2026-05-26T19:17:08","date_gmt":"2026-05-26T19:17:08","guid":{"rendered":"https:\/\/www.newsbeep.com\/us-ny\/244240\/"},"modified":"2026-05-26T19:17:08","modified_gmt":"2026-05-26T19:17:08","slug":"council-member-kevin-riley-promotes-new-content-creator-bill-at-tiktok-small-business-event-bronx-times","status":"publish","type":"post","link":"https:\/\/www.newsbeep.com\/us-ny\/244240\/","title":{"rendered":"Council Member Kevin Riley promotes new content creator bill at TikTok small business event \u2013 Bronx Times"},"content":{"rendered":"<p>Entrepreneurs and content creators from New York City and 19 states gathered May 19 at TikTok\u2019s Manhattan headquarters, where they showcased their unique brands and discussed the power of social media in the independent business ecosystem.\u00a0<\/p>\n<p>City Council Speaker Julie Menin and Bronx Council Member Kevin Riley joined the event in support of TikTok\u2019s ability to help entrepreneurs take their brands to the next level despite high operating costs and other industry challenges.\u00a0<\/p>\n<p>TikTok, the short-form video creation and sharing app with close to 200 million U.S. <a href=\"https:\/\/newsroom.tiktok.com\/150-m-us-users?lang=en\" target=\"_blank\" rel=\"noopener nofollow\">users<\/a>, has survived its own drama.\u00a0<\/p>\n<p>In Jan. 2025, it briefly went dark in the United States under a law passed during the Joe Biden administration that raised national security concerns about TikTok\u2019s Chinese parent company, ByteDance. If the company remained Chinese-owned, it faced a permanent ban.<\/p>\n<p>But when President Trump took office, he immediately signed an executive order to keep TikTok running while a U.S. sale was worked out. Today, the company is now majority-owned by U.S. firms and remains partially owned by ByteDance.\u00a0<\/p>\n<p>At the local level, the app was also banned from city workers\u2019 devices under the Eric Adams administration, but Zohran Mamdani <a href=\"https:\/\/apnews.com\/article\/tiktok-nyc-mamdani-social-media-zohran-ab1d67463ef5ecf3e262a399646e47bd\" target=\"_blank\" rel=\"noopener nofollow\">reversed<\/a> the ban after taking office.<\/p>\n<p>Today, with TikTok apparently here to stay, more entrepreneurs should jump aboard \u2014 and the city should help facilitate, Riley said. \u201cI have seen firsthand how just a viral video can take a business from point A to point Z.\u201d\u00a0<\/p>\n<p>For potential new customers, TikTok has numbers on its side, and TikTok Shop, which allows users to make purchases from within the app, is helping drive a boom in \u201csocial commerce.\u201d Company <a href=\"https:\/\/seller.tiktok.com\/\" target=\"_blank\" rel=\"noopener nofollow\">research<\/a> shows that 3 in 4 users are likely to buy something while scrolling on TikTok, and 70% discover new brands there.\u00a0<\/p>\n<p><img loading=\"lazy\" decoding=\"async\" class=\"size-medium wp-image-144517\" src=\"https:\/\/www.newsbeep.com\/us-ny\/wp-content\/uploads\/2026\/05\/20260519_105358-e1779480249213.jpg\" alt=\"\" width=\"700\" height=\"514\"\/>Council Member Kevin Riley (left) hosted one of the panel discussions at TikTok\u2019s Small Business Showcase on May 19. Photo by Emily Swanson<\/p>\n<p>At the event, TikTok\u2019s headquarters was filled with many creatives who started with in-home microbusinesses and used authentic social videos to promote their brands and connect with customers. Around the country, these entrepreneurs are still showcasing their baked treats, candles, chocolates, florals, hats, hot sauces, leather goods and more using TikTok videos.<\/p>\n<p>Riley, a member of the Economic Development committee, moderated a panel of New York City-area content creators that included Amaruys Grullon of <a href=\"https:\/\/www.tiktok.com\/@thebronxnative?lang=en\" target=\"_blank\" rel=\"noopener nofollow\">Bronx Native<\/a>, whom Riley said \u201cturned Bronx art into viral sensations.\u201d\u00a0<\/p>\n<p>Grullon said social media was key to taking his brand years beyond its originally planned two-week pop-up and that TikTok helps him share his Bronx merch with a wider audience. \u201cI\u2019m a firm believer that the world needs to know who we are,\u201d Grullon said.\u00a0<\/p>\n<p>Others in Riley\u2019s \u201cConcrete Jungle, Digital Dreams\u201d panel were Abbey Kowalec of <a href=\"https:\/\/www.tiktok.com\/@angelbakednyc\" target=\"_blank\" rel=\"noopener nofollow\">Angel Baked NYC<\/a> custom cookies; Melissa Johnson of <a href=\"https:\/\/www.tiktok.com\/@yummytummyskitchen\" target=\"_blank\" rel=\"noopener nofollow\">Yummy Tummy\u2019s<\/a> bakery in Brooklyn; and Brittany Ashley from Long Island, owner of <a href=\"https:\/\/www.tiktok.com\/@pursuitbybrittanyashley\" target=\"_blank\" rel=\"noopener nofollow\">Pursuit<\/a> by Brittany Ashley, a natural skincare line.\u00a0<\/p>\n<p>Riley also spoke about a new bill aimed at helping New York City business owners like them, as well as those on the content creation side.\u00a0\u00a0\n<\/p>\n<p>His bill, <a href=\"https:\/\/legistar.council.nyc.gov\/LegislationDetail.aspx?ID=7862773&amp;GUID=F904166A-C4C0-4A2E-9ECA-BB6C324B9D4D&amp;Options=&amp;Search=\" target=\"_blank\" rel=\"noopener nofollow\">Intro 408<\/a>, would require the city Department of Small Business Services (SBS) to create a pilot program pairing content creators with small business owners who want marketing and advertising assistance.<\/p>\n<p>Under the bill, SBS would conduct public outreach, promote the program, make matches between creators and businesses and submit a report to the council after the pilot concludes.\u00a0<\/p>\n<p>The legislation was co-sponsored by fellow Bronx members Althea Stevens and Elsie Encarnacion, along with several more in Brooklyn, Queens and Manhattan\n<\/p>\n<p>Riley later told the Bronx Times that he brought the idea for the bill to TikTok, not vice versa, and that the company supports it. Records show that TikTok USDS Joint Venture LLC has lobbied council members, including Riley and Menin, in support of the bill on at least two occasions. A company spokesperson said they could not comment on lobbying efforts.<\/p>\n<p>Riley told the Bronx Times that as a TikTok user, he saw firsthand the potential for positive collaboration between local businesses and content creators. The pilot program would employ one creator per borough to start and would likely be a maximum investment of $1 million, he said.\u00a0<\/p>\n<p>At the event, Speaker Menin, former chair of the Small Business Committee, told the group that Riley\u2019s bill could be \u201crevolutionary\u201d in helping local entrepreneurs persist in a challenging environment.\u00a0<\/p>\n<p>Menin said she understood the difficulty firsthand, as the former owner of a restaurant and catering business in lower Manhattan that was \u201ccompletely decimated\u201d by the Sept. 11 attacks.
