So It Hits Harder."},"content":{"rendered":"<p class=\"css-ac37hb evys1bk0\">The display of force that Russia rained on Ukraine <a class=\"css-yywogo\" href=\"https:\/\/www.nytimes.com\/2026\/06\/02\/world\/europe\/ukraine-war-russia-kyiv-attack.html\" title=\"\" rel=\"nofollow noopener\" target=\"_blank\">early Tuesday<\/a>, with hundreds of drones and missiles, cannot mask Moscow\u2019s increasing signs of weakness in the four-year war.<\/p>\n<p class=\"css-ac37hb evys1bk0\">Russia\u2019s advance in Ukraine has slowed almost to a halt. It has stepped up coerced mobilization in occupied eastern Ukraine as its <a class=\"css-yywogo\" href=\"https:\/\/www.nytimes.com\/2024\/12\/30\/world\/europe\/russia-ukraine-war-soldiers.html\" title=\"\" rel=\"nofollow noopener\" target=\"_blank\">domestic recruitment efforts fall short.<\/a> Domestic discontent <a class=\"css-yywogo\" href=\"https:\/\/www.nytimes.com\/2026\/05\/11\/world\/europe\/putin-russia-ukraine-war.html\" title=\"\" rel=\"nofollow noopener\" target=\"_blank\">is growing<\/a>, and Europe is providing <a class=\"css-yywogo\" href=\"https:\/\/www.nytimes.com\/2026\/04\/23\/world\/europe\/eu-loan-ukraine.html\" title=\"\" rel=\"nofollow noopener\" target=\"_blank\">new support to Ukraine<\/a>. Peace talks brokered by the United States have <a class=\"css-yywogo\" href=\"https:\/\/www.nytimes.com\/2026\/02\/05\/world\/europe\/russia-ukraine-peace-talks.html\" title=\"\" rel=\"nofollow noopener\" target=\"_blank\">all but ended<\/a>.<\/p>\n<p class=\"css-ac37hb evys1bk0\">All this adds up to a loss of momentum by Russia, analysts say. If it continues, Russia could find itself at a diplomatic disadvantage once cease-fire negotiations restart.<\/p>\n<p class=\"css-ac37hb evys1bk0\">\u201cAlthough drone strikes and shelling remain constant, Russian combat performance is waning,\u201d Jack Watling, a senior research fellow at the Royal United Services Institute, a think tank in London, <a class=\"css-yywogo\" href=\"https:\/\/www.foreignaffairs.com\/ukraine\/ukraine-war-turns-tide\" title=\"\" rel=\"noopener noreferrer nofollow\" target=\"_blank\">wrote in an analysis<\/a> for Foreign Affairs this week.<\/p>\n<p class=\"css-ac37hb evys1bk0\">Some analysts say they believe that Russia\u2019s <a class=\"css-yywogo\" href=\"https:\/\/www.nytimes.com\/2026\/05\/27\/world\/europe\/russia-ukraine-kyiv-attacks.html\" title=\"\" rel=\"nofollow noopener\" target=\"_blank\">fiercer recent strikes<\/a> are an attempt to reclaim an advantage in potential peace talks and to engage the Trump administration, which has become more focused on <a class=\"css-yywogo\" href=\"https:\/\/www.nytimes.com\/2026\/04\/07\/us\/politics\/trump-iran-war.html\" title=\"\" rel=\"nofollow noopener\" target=\"_blank\">the war in Iran<\/a> than the one in Ukraine.<\/p>\n<p class=\"css-ac37hb evys1bk0\">Nonetheless, Mr. Watling said, Ukraine\u2019s battlefield gains had turned the tide in the war. \u201cIn Kyiv, there is a growing optimism that Ukraine can fight Russia to a cease-fire,\u201d he wrote.<\/p>\n<p class=\"css-ac37hb evys1bk0\">That is a stark turnabout from last summer, when President Vladimir V. Putin of Russia was so confident of victory that <a class=\"css-yywogo\" href=\"https:\/\/www.nytimes.com\/2025\/08\/15\/us\/politics\/trump-putin-alaska-ukraine.html\" title=\"\" rel=\"nofollow noopener\" target=\"_blank\">he flew to Alaska<\/a> for a meeting of minds with President Trump on how to end the war. These days, President Volodymyr Zelensky of Ukraine is the one <a class=\"css-yywogo\" href=\"https:\/\/www.kyivpost.com\/post\/77306\" title=\"\" rel=\"noopener noreferrer nofollow\" target=\"_blank\">pushing for a quick end<\/a> to the hostilities, even as he bolsters his arsenal with additional European weapons \u2014 including an arms package worth about <a class=\"css-yywogo\" href=\"https:\/\/nordicdefencesector.com\/en\/article\/finland-sends-new-defence-package-to-ukraine\" title=\"\" rel=\"noopener noreferrer nofollow\" target=\"_blank\">$149 million from Finland<\/a> and <a class=\"css-yywogo\" href=\"https:\/\/www.gov.uk\/government\/news\/major-new-swedish-fighter-jet-deal-to-strengthen-ukraine-and-boost-british-jobs\" title=\"\" rel=\"noopener noreferrer nofollow\" target=\"_blank\">16 Gripen fighter jets from Sweden<\/a>, both announced this past week.<\/p>\n<p class=\"css-ac37hb evys1bk0\">Analysts with DeepState UA, an open-source intelligence tracker, <a class=\"css-yywogo\" href=\"https:\/\/t.me\/DeepStateUA\/23546\" title=\"\" rel=\"noopener noreferrer nofollow\" target=\"_blank\">reported this week<\/a> that the Russian military appeared to have lost more territory in May than they had gained, their first month with such a loss since Ukraine\u2019s 2023 counteroffensive.<\/p>\n<p class=\"css-ac37hb evys1bk0\">That was despite a 37.5 percent increase in the number of attacks Russian forces launched.<\/p>\n<p class=\"css-ac37hb evys1bk0\">And recent estimates from Western officials suggest that Russia is suffering staggering battlefield casualties. Last week, the British spy chief Anne Keast-Butler said <a class=\"css-yywogo\" href=\"https:\/\/www.nytimes.com\/2026\/05\/26\/world\/europe\/britain-gchq-spying-russia.html\" title=\"\" rel=\"nofollow noopener\" target=\"_blank\">nearly 500,000 Russian soldiers had been killed<\/a> since the war began in February 2022.<\/p>\n<p class=\"css-ac37hb evys1bk0\">\u201cAs we remain steadfast in our support for Ukraine, Putin is going backwards on the battlefield,\u201d Ms. Keast-Butler <a class=\"css-yywogo\" href=\"https:\/\/www.gchq.gov.uk\/speech\/gchq-annual-lecture-2026-as-delivered\" title=\"\" rel=\"noopener noreferrer nofollow\" target=\"_blank\">said in a speech in London<\/a>.<\/p>\n<p class=\"css-ac37hb evys1bk0\">In May, Secretary of State Marco Rubio said that Russia was losing 15,000 to 20,000 soldiers every month. \u201cNot injured \u2014 dead,\u201d Mr. Rubio <a class=\"css-yywogo\" href=\"https:\/\/www.state.gov\/releases\/office-of-the-spokesperson\/2026\/05\/secretary-of-state-marco-rubio-with-sean-hannity-of-fox-news-channel\" title=\"\" rel=\"noopener noreferrer nofollow\" target=\"_blank\">said on Fox News<\/a>. \u201cIt\u2019s a bad war.\u201d<\/p>\n<p class=\"css-ac37hb evys1bk0\">That is why Moscow is trying to get more soldiers from eastern Ukraine.<\/p>\n<p class=\"css-ac37hb evys1bk0\">Students in the occupied Luhansk and Donetsk regions have seen their mobilization deferrals canceled, and the Russian occupation authorities have resorted to mandatory registration, raids and threats of legal punishment to force Ukrainians into the Russian Army, according to Maksym Beznosiuk at the Jamestown Foundation, a policy group in Washington.<\/p>\n<p class=\"css-ac37hb evys1bk0\">\u201cThe Kremlin\u2019s mobilization strategy in the occupied territories aims to fill the personnel gap caused by catastrophic Russian military losses and reshape the demographic balance by removing some Ukrainian residents,\u201d Mr. Beznosiuk, an expert on Russia\u2019s military and E.U.-Ukraine relations, <a class=\"css-yywogo\" href=\"https:\/\/jamestown.org\/russia-steps-up-mobilization-pressure-in-occupied-ukraine\/\" title=\"\" rel=\"noopener noreferrer nofollow\" target=\"_blank\">wrote in an analysis this week<\/a>.<\/p>\n<p class=\"css-ac37hb evys1bk0\">On Tuesday morning, Mr. Zelensky called the latest assault \u201ca large-scale attack and a completely transparent statement from Russia: If Ukraine is not protected from ballistic and other missile strikes, these attacks will continue.\u201d<\/p>\n<p class=\"css-ac37hb evys1bk0\">In his interview on Fox News, Mr. Rubio acknowledged that American efforts to negotiate a peace deal in Ukraine \u201clost some momentum over the last few months, for a variety of reasons.\u201d<\/p>\n<p class=\"css-ac37hb evys1bk0\">\u201cHopefully, we\u2019ll reach a point here soon where both parties re-engage,\u201d Mr. Rubio said. \u201cAnd we\u2019re prepared to play the role to mediate and to bring that to a conclusion.\u201d<\/p>\n<p class=\"css-ac37hb evys1bk0\">He also said that Russia might have recently felt \u201ca little bit optimistic\u201d because profits from the high costs of oil caused by <a class=\"css-yywogo\" href=\"https:\/\/www.nytimes.com\/2026\/05\/28\/world\/middleeast\/iran-us-blockade-strait-hormuz.html\" title=\"\" rel=\"nofollow noopener\" target=\"_blank\">the closed Strait of Hormuz<\/a> had given the Kremlin an economic lifeline to continue supporting the military effort.<\/p>\n<p class=\"css-ac37hb evys1bk0\">Even so, Mr. Rubio said, \u201cthe Ukrainians feel increasingly confident
