{"id":261530,"date":"2026-06-10T04:24:52","date_gmt":"2026-06-10T04:24:52","guid":{"rendered":"https:\/\/www.newsbeep.com\/us-ny\/261530\/"},"modified":"2026-06-10T04:24:52","modified_gmt":"2026-06-10T04:24:52","slug":"citys-queens-waterfront-greenway-plan-seems-tailor-made-to-placate-vickie-paladino","status":"publish","type":"post","link":"https:\/\/www.newsbeep.com\/us-ny\/261530\/","title":{"rendered":"City\u2019s Queens Waterfront Greenway Plan Seems Tailor-Made to Placate Vickie Paladino"},"content":{"rendered":"<p class=\"wp-block-paragraph\">The city won\u2019t add protected bike paths in northeastern Queens as part of its new waterfront greenway plan, more than a year after local Council Member Vickie Paladino <a href=\"https:\/\/nyc.streetsblog.org\/2024\/10\/28\/anti-bike-queens-pol-sows-chaos-at-queens-planning-session-then-walks-out\" target=\"_blank\" rel=\"noreferrer noopener nofollow\">hijacked<\/a> a community meeting about the 16-mile-long project \u2014 a stunt that <a href=\"https:\/\/docs.google.com\/forms\/d\/e\/1FAIpQLScaMJevyRyf71LicTW74zWLZuALocGZSR9q3ihdHHFV5dnguw\/viewform\" target=\"_blank\" rel=\"noreferrer noopener nofollow\">forced<\/a> the city to create a \u201ccode of conduct\u201d for its public workshops.<\/p>\n<p class=\"wp-block-paragraph\">The Department of Transportation plans to fill in various gaps between existing protected two-way bike paths along or near the Queens waterfront, starting at Long Island City and continuing north around Astoria and east to East Elmhurst. But further east, in neighborhoods like College Point and Whitestone, the agency downgraded its designs to mere shared lane markings \u2013 also known as sharrows \u2013 according to the much-anticipated <a href=\"https:\/\/www.nyc.gov\/html\/dot\/downloads\/pdf\/queens-waterfront-greenway-selected-full-route-spring2026.pdf\" target=\"_blank\" rel=\"noreferrer noopener nofollow\">Queens Waterfront Greenway plan<\/a> released last week.<\/p>\n<p class=\"wp-block-paragraph\">\u201cUnlike the other segments, the eastern section only has minor improvements, since a small outspoken group is turning bike lanes into a culture wars issue, ensuring that kids in College Point won\u2019t be as protected on the greenway as children in Chelsea,\u201d said the co-founder of Eastern Queens Greenway, John Kelly. \u201cThe Queens Waterfront Greenway will be incredibly popular a few years after implementation, if we really do it right now. But half measures won\u2019t make a real impact.\u201d <\/p>\n<p class=\"wp-block-paragraph\">The timid proposals, while still \u201cconceptual designs,\u201d according to DOT, will leave the suburban parts of the World\u2019s Borough less safe in Paladino\u2019s district, and local advocates expressed disappointment that the Mamdani administration gave in to the bike-lash.<\/p>\n<p class=\"wp-block-paragraph\">DOT has not set a timeline for implementing these projects, and officials first want to come back to local community boards with more detailed proposals, according to spokesman Vincent Barone. In-house projects generally take one to two years, the rep added.<\/p>\n<p class=\"wp-block-paragraph\">\u201cThe plan basically gets way less ambitious the minute you step into Flushing and eastern Queens,\u201d said John Surico, an Astoria resident who chairs the 31st Avenue Open Street Collective and\u00a0<a href=\"https:\/\/nyc.streetsblog.org\/author\/johnsurico\" target=\"_blank\" rel=\"noreferrer noopener nofollow\">contributes to Streetsblog<\/a>. \u201cI hope to see some more of that ambition stretched to the east. To really get people cycling you also have to have that level in car dependent areas.\u201d<\/p>\n<p class=\"wp-block-paragraph\">Paladino has vehemently <a href=\"https:\/\/nyc.streetsblog.org\/2023\/01\/20\/op-ed-council-member-decries-the-livable-streets-movement-as-radicals\" target=\"_blank\" rel=\"noreferrer noopener nofollow\">opposed<\/a> street redesigns that undo car-dominance. In late 2024, she shouted down officials and advocates at a heated community workshop about the greenway that <a href=\"https:\/\/nyc.streetsblog.org\/2024\/10\/28\/anti-bike-queens-pol-sows-chaos-at-queens-planning-session-then-walks-out\" target=\"_blank\" rel=\"noreferrer noopener nofollow\">nearly devolved into violence<\/a>. Before that raucous meeting, the Republican pol posted a <a href=\"https:\/\/www.facebook.com\/watch\/?v=574692954900027\" target=\"_blank\" rel=\"noreferrer noopener nofollow\">call-to-action video<\/a> in which she claimed the city was going to \u201ctake\u201d residents\u2019 streets.<\/p>\n<p>\t\t\tRecommended<\/p>\n<p>          \t\t<a href=\"https:\/\/nyc.streetsblog.org\/2024\/10\/28\/anti-bike-queens-pol-sows-chaos-at-queens-planning-session-then-walks-out\" class=\"w-full\" aria-hidden=\"true\" rel=\"nofollow noopener\" target=\"_blank\"><br \/>\n            \t<img loading=\"lazy\" decoding=\"async\" width=\"1024\" height=\"634\" src=\"https:\/\/www.newsbeep.com\/us-ny\/wp-content\/uploads\/2026\/06\/paladino-at-the-eastern-queens-greenway-meetinmg.png\" class=\"object-cover wp-post-image\" alt=\"Anti-Bike Queens Pol Sows Chaos at Queens Planning Session, Then Walks Out\"  \/><br \/>\n          \t\t<\/a><\/p>\n<p class=\"wp-block-paragraph\">\u201cThey\u2019re going to take your streets and make it a two-way bike lane to connect us to Astoria,\u201d Paladino said at the time. \u201cNo can do, I will not allow it, but you won\u2019t allow it either. Not allowed to happen in District 19 \u2013 I forbid it.\u201d<\/p>\n<p class=\"wp-block-paragraph\">Mayor Mamdani and his DOT Commissioner Mike Flynn vowed to turn the Big Apple\u2019s streets into the <a href=\"https:\/\/www.youtube.com\/shorts\/69h0m6eiuxc\" target=\"_blank\" rel=\"noreferrer noopener nofollow\">\u201cenvy of the world,\u201d<\/a> but <a href=\"https:\/\/usa.streetsblog.org\/2016\/01\/14\/study-sharrows-dont-make-streets-safer-for-cycling\" target=\"_blank\" rel=\"noreferrer noopener nofollow\">studies have shown<\/a> that sharrows alone won\u2019t achieve that objective, since they do little to encourage more bike ridership or improve safety, while protected bike lanes cut injuries and deaths by double-digit percentages.<\/p>\n<p>Wide roads, doughnut hellholes<\/p>\n<p class=\"wp-block-paragraph\">DOT\u2019s redesign for Whitestone and College Point proposes sharrows on about six miles of roads \u2014 which the DOT counts as 12 miles because the paths are two-way. The route connects the marvelous existing waterfront greenway on Joe Michael\u2019s Mile at Fort Totten Park and goes around the two suburban neighborhoods down to Flushing.<\/p>\n<p><img loading=\"lazy\" decoding=\"async\" height=\"675\" width=\"1024\" src=\"https:\/\/www.newsbeep.com\/us-ny\/wp-content\/uploads\/2026\/06\/Eastern-Queens-Greenway-1.png\" alt=\"\" class=\"wp-image-593177\"  \/>The greenway bike connectors (in purple) in College Point and Whitestone won\u2019t be protected.  Map: DOT<\/p>\n<p class=\"wp-block-paragraph\">The agency will add some painted curb extensions, but otherwise won\u2019t reclaim street space from motorists, who still get four lanes to drive and store their cars. The sharrows are supposed to encourage motorists to share the 13-foot two-way driving lanes that the agency <a href=\"https:\/\/www.nyc.gov\/html\/dot\/downloads\/pdf\/queens-waterfront-greenway-selected-full-route-spring2026.pdf\" target=\"_blank\" rel=\"noreferrer noopener nofollow\">described<\/a> as \u201clow-stress\u201d and \u201cresidential.\u201d<\/p>\n<p class=\"wp-block-paragraph\">This is what the redesign looks like on Powells Cove Boulevard, between Parsons Boulevard and Utopia Parkway:<\/p>\n<p><img loading=\"lazy\" decoding=\"async\" height=\"624\" width=\"1024\" src=\"https:\/\/www.newsbeep.com\/us-ny\/wp-content\/uploads\/2026\/06\/Whitestone-sharrows.jpg\" alt=\"\" class=\"wp-image-593089\"  \/>Powell\u2019s Cove Boulevard in Whitestone will remain a car-first street. Graphic: DOT<\/p>\n<p class=\"wp-block-paragraph\">Despite DOT\u2019s description of these streets, they are actually wide, hilly and straight throughways with few stop signs or lights \u2013 the perfect setups for drivers to speed:<\/p>\n<p><img loading=\"lazy\" decoding=\"async\" height=\"650\" width=\"1024\" src=\"https:\/\/www.newsbeep.com\/us-ny\/wp-content\/uploads\/2026\/06\/Google-Powells-Cove-Blvd-cyclist.png\" alt=\"\" class=\"wp-image-593144\"  \/>Not much will change for cyclists like this on Powells Cove Boulevard in Whitestone.  Photo: Google<\/p>\n<p class=\"wp-block-paragraph\">The unprotected paths continue west on to College Point and cut through a notorious starfish intersection in the sub-neighborhood of Malba, where motorists <a href=\"https:\/\/nyc.streetsblog.org\/2025\/11\/24\/street-safety-foe-paladino-joins-the-war-on-cars-after-queens-hot-wheels-mob-turns-violent\" target=\"_blank\" rel=\"noreferrer noopener nofollow\">have staged nighttime takeovers<\/a> to do doughnuts and torch cars. <\/p>\n<p class=\"wp-block-paragraph\">Sharrows can be <a href=\"https:\/\/www.bloomberg.com\/news\/articles\/2016-02-05\/study-sharrows-might-be-more-dangerous-to-cyclists-than-having-no-bike-infrastructure\" target=\"_blank\" rel=\"noreferrer noopener nofollow\">even worse than no bike markings<\/a> at all by giving cyclists a false sense of security, and have been tied to higher injury rates, <a href=\"https:\/\/www.sciencedirect.com\/science\/article\/pii\/S2046043018300583\" target=\"_blank\" rel=\"noreferrer noopener nofollow\">according to research<\/a> out of the Universities of New Mexico and Colorado. Protected bike lanes, meanwhile, reduce people seriously injured or killed in crashes <a href=\"https:\/\/www.nyc.gov\/html\/dot\/downloads\/pdf\/safety-treatment-evaluation-2005-2018.pdf\" target=\"_blank\" rel=\"noreferrer noopener nofollow\">by 18 percent<\/a>, and a whopping <a href=\"https:\/\/www.nyc.gov\/html\/dot\/downloads\/pdf\/pedestrian-safety-older-new-yorkers.pdf\" target=\"_blank\" rel=\"noreferrer noopener nofollow\">39 percent among senior pedestrians<\/a>, according to DOT.<\/p>\n<p class=\"wp-block-paragraph\">The western half of the greenway in more politically-friendly territory will receive protected paths. DOT is even planning to upgrade some sharrows on other parts of the proposed greenway route to protected bike paths.<\/p>\n<p class=\"wp-block-paragraph\">On College Point Boulevard, from 14th Avenue to Northern Boulevard, DOT will add a seven-foot barrier-protected bike lane while narrowing two travel lanes. And on Roosevelt Avenue, from College Point Boulevard to Grand Central Parkway, the agency decided to preserve four travel lanes for cars and trucks, while relegating cyclists to the sidewalk with pedestrians.<\/p>\n<p><img loading=\"lazy\" decoding=\"async\" height=\"644\" width=\"1024\" src=\"https:\/\/www.newsbeep.com\/us-ny\/wp-content\/uploads\/2026\/06\/Roosevelt-Ave.jpg\" alt=\"\" class=\"wp-image-593094\"  \/>Roosevelt Avenue\u2019s roadbed will also remain unchanged, as cyclists and pedestrians will have to share the sidewalk. <\/p>\n<p>Better luck westward <\/p>\n<p class=\"wp-block-paragraph\">DOT saved its bolder designs for East Elmhurst and to the west, with a new center-running bikeway on 23rd Avenue \u2014 removing a car lane each way \u2014 from 81st Street to Malcolm X Promenade, boasting a spacious nine feet in each direction.<\/p>\n<p><img loading=\"lazy\" decoding=\"async\" height=\"501\" width=\"1024\" src=\"https:\/\/www.newsbeep.com\/us-ny\/wp-content\/uploads\/2026\/06\/23rd-Ave-1-1.png\" alt=\"\" class=\"wp-image-593096\"  \/><\/p>\n<p class=\"wp-block-paragraph\">The plan continues to fill in gaps along the Astoria waterfront, adding a two-way protected path on 26th Avenue while turning the car lanes into a one-way road, between Hoyt to 34th Avenues. <\/p>\n<p class=\"wp-block-paragraph\">On Vernon Boulevard, DOT proposed filling in a gap in the existing two-way bike lanes outside Queensbridge Park, while maintaining the current sharrows next to it. Interestingly, Vernon is roughly the same size as the streets in College Point and Whitestone, where DOT plans to install sharrows alone.<\/p>\n<p><img loading=\"lazy\" decoding=\"async\" height=\"575\" width=\"1024\" src=\"https:\/\/www.newsbeep.com\/us-ny\/wp-content\/uploads\/2026\/06\/DOT-Vernon-Boulevard-1.png\" alt=\"\" class=\"wp-image-593148\"  \/>On Vernon Boulevard, DOT decided that sharrows won\u2019t cut it.
