One member of the state Board of Regents, Hasoni Pratts, said during a public meeting this month that her own child is unclear on whether they need to pass the exams.

“Teachers are going to need time to figure out what the requirements are and how to translate that,” said Robert Effinger, a teacher at the Bronx High School of Business. Right now, he said, “There’s no information.”

State officials have been planning for years to transition away from the Regents, exit exams that date back to the mid-1800s. In their place, state officials have outlined a list of six high-level attributes students must have to graduate, known as the “portrait of a graduate,” such as effective communication skills and critical thinking. Students will be able to demonstrate those skills in a wider variety of ways, such as research projects and internships, state officials have said.

Many educators have cheered the move away from graduation exams, which research suggests do little to promote student learning and have fallen out of favor across the country. The move could free them up to ditch test prep and pursue more creative learning experiences and hands-on projects. Several also hope it will help quell some students’ test anxiety.

Educators pointed to existing models of how to assess students in other ways. Some schools have waivers from the state Regents exams and rely on performance-based assessments, where students give presentations — but those efforts, educators say, require lots of planning and buy-in. International baccalaureate schools also have a well-developed system of assessments and emphasizes collaboration with peers and applying learning to real-world contexts. Again, that approach requires extensive teacher training and support.

Samantha Schmoeger, the principal at The Boerum Hill School for International Studies, which uses the IB curriculum, said she appreciates that the state is planning to allow students to demonstrate knowledge in a variety of ways, and she feels confident that the IB framework aligns with the state’s changes.

“That said, the uncertainty around future graduation requirements does present challenges,” she wrote in an email. “Long-term planning for curriculum, assessment systems, staffing, counseling, and student pathways requires clarity.”

State is slow to share details on graduation changes

State officials have emphasized that the transition away from Regents exams will be gradual — and local districts may continue to use them as one possible graduation pathway even after the new requirements take hold.

A state Education Department spokesperson indicated that officials will reveal more details about the standards early next school year and are collecting input from stakeholders this summer.

The new graduation measures — along with overhauled credit requirements — will fully take effect for students who enter high school in 2029.

State officials recently suggested that schools should begin experimenting with different ways of assessing students and boosting access to opportunities like work-based learning, even before the actual graduation requirements are available.
