{"id":278660,"date":"2026-06-26T04:33:11","date_gmt":"2026-06-26T04:33:11","guid":{"rendered":"https:\/\/www.newsbeep.com\/us-ny\/278660\/"},"modified":"2026-06-26T04:33:11","modified_gmt":"2026-06-26T04:33:11","slug":"fdny-brass-lobby-against-bronx-harlem-river-greenway","status":"publish","type":"post","link":"https:\/\/www.newsbeep.com\/us-ny\/278660\/","title":{"rendered":"FDNY Brass Lobby Against Bronx Harlem River Greenway"},"content":{"rendered":"<p class=\"wp-block-paragraph\">Top Fire Department leaders are trying to kill a Harlem River greenway segment of protected bike lanes in the Bronx as part of an ongoing effort by agency chiefs to extinguish decades of city street safety policy, Streetsblog has learned.<\/p>\n<p class=\"wp-block-paragraph\">FDNY\u2019s Chief of Fire Operations and <a href=\"https:\/\/nyc.streetsblog.org\/2026\/02\/26\/mamdanis-fdny-spews-anti-street-safety-talking-points-at-bizarre-council-hearing\" target=\"_blank\" rel=\"noreferrer noopener nofollow\">vocal bike lane skeptic<\/a> Kevin Woods penned a letter to Department of Transportation leadership in April opposing a proposed section of two-way bike lanes on Sedgwick Avenue. <\/p>\n<p class=\"wp-block-paragraph\">DOT made adjustments to the project \u2014 only for a local battalion chief to testify in uniform against the proposal at a community meeting last week, putting public pressure on transportation officials to kill the bike lane segment.<\/p>\n<p class=\"wp-block-paragraph\">Both senior firefighters claimed without evidence that the bike lane will endanger New Yorkers by slowing down response times and blocking rescue access. Bronx bike advocates worried the pushback from the top ranks of New York\u2019s Bravest \u2014 who seem to ignore the relationships between reducing traffic injuries and emergency response times \u2014 would kneecap the most ambitious bike infrastructure for the Boogie Down in decades.<\/p>\n<p class=\"wp-block-paragraph\">\u201cIt really feels like that opposition in the Bronx can really stop a project, so I\u2019m very concerned about the position that was made at the community board,\u201d said Chauncy Young, the coordinator of the Harlem River Coalition. \u201cWe\u2019re getting more protected bike lanes in the Bronx but we have been far behind the other boroughs and part of it is opposition like this.\u201d<\/p>\n<p class=\"wp-block-paragraph\">The backlash marks the latest instances of firefighters and FDNY leaders undermining the City Hall\u2019s support for bike lanes and the urban design expertise of officials at the city Department of Transportation. <\/p>\n<p class=\"wp-block-paragraph\">FDNY has increasingly become a clearinghouse for knee-jerk criticism of bike lane projects, a trend that threatens to stymie Mayor Mamdani\u2019s agenda of making the Big Apple\u2019s streets the \u201c<a href=\"https:\/\/www.youtube.com\/shorts\/69h0m6eiuxc\" target=\"_blank\" rel=\"noreferrer noopener nofollow\">envy of the world<\/a>.\u201d<\/p>\n<p class=\"wp-block-paragraph\">In the Bronx, the fear of losing street safety goes deep, as Young recalled that a decade ago, the FDNY <a href=\"https:\/\/nyc.streetsblog.org\/2016\/03\/17\/citing-fdny-concerns-dot-removes-two-block-protected-bike-connection\" target=\"_blank\" rel=\"noreferrer noopener nofollow\">got DOT to erase<\/a> a small-but-key protected bike lane on 170th Street connecting to the car-free High Bridge.<\/p>\n<p class=\"wp-block-paragraph\">\u201cI\u2019ve got like three, four generations back of firefighting, I respect firefighters, but I also believe in Vision Zero and having safe places for families to bike,\u201d Young said.<\/p>\n<p class=\"wp-block-paragraph\">That intra-governmental battle surfaced at a <a href=\"https:\/\/nyc.streetsblog.org\/2026\/02\/26\/mamdanis-fdny-spews-anti-street-safety-talking-points-at-bizarre-council-hearing\" target=\"_blank\" rel=\"noreferrer noopener nofollow\">shocking City Council hearing<\/a> in February where Woods said FDNY opposed protected bike lanes \u2014 to cheers from conservative car-first politicians and as DOT leaders sat right next to him. Woods later walked back his statement after Streetsblog asked the FDNY\u2019s press team about it \u2014 insisting that FDNY opposed only some bike lanes.<\/p>\n<p class=\"wp-block-paragraph\">Last month, firefighters in <a href=\"https:\/\/nyc.streetsblog.org\/2026\/05\/22\/firefighters-flex-union-muscle-in-bid-to-keep-deadly-astoria-corridor-unsafe\" target=\"_blank\" rel=\"noreferrer noopener nofollow\">Astoria<\/a> showed up in force and in uniform at a community board meeting to prop up opponents of an embattled protected bike lane on 31st Street, and their union came out in support of a lawsuit that tried to derail the cycling upgrades.<\/p>\n<p class=\"wp-block-paragraph\">The maneuvers fly in the face of comments from <a href=\"https:\/\/nyc.streetsblog.org\/2026\/06\/02\/mamdanis-fdny-commish-lillian-bonsignore-backs-protected-bike-lanes-overriding-bikelash-firefighters\" target=\"_blank\" rel=\"noreferrer noopener nofollow\">FDNY Commissioner Lillian Bonsignore<\/a> earlier this month <a rel=\"noopener noreferrer nofollow\" target=\"_blank\" href=\"https:\/\/nyc.streetsblog.org\/2026\/06\/02\/mamdanis-fdny-commish-lillian-bonsignore-backs-protected-bike-lanes-overriding-bikelash-firefighters\">reaffirming<\/a> to the City Council that the agency does indeed support bike lanes.<\/p>\n<p class=\"wp-block-paragraph\">Bonsignore\u2019s predecessor Laura Kavanagh <a href=\"https:\/\/nyc.streetsblog.org\/2025\/12\/09\/ex-fdny-boss-queens-judge-wrongly-pit-fdny-vs-dot-in-bike-lane-ruling\" target=\"_blank\" rel=\"noreferrer noopener nofollow\">has also spoken out<\/a> against those who try to pit New York\u2019s Bravest and bike lanes against each other, noting that 86 percent of the department\u2019s work is medical emergencies, including traffic violence, which safer street design would drastically curb.<\/p>\n<p class=\"wp-block-paragraph\">Since the vast majority of FDNY\u2019s work is with ambulances, the agency should embrace street redesigns that reduce crashes and injuries, according to advocates.<\/p>\n<p class=\"wp-block-paragraph\">\u201cThe data is clear: protected bike lanes save lives. When we redesign our streets with safety as the priority, there are fewer car crashes \u2014 that means fewer emergencies that FDNY\u2019s EMS crews need to respond to, and fewer deaths and serious injuries,\u201d said Ben Furnas, executive director of Transportation Alternatives. \u201cWhen FDNY vehicles need to get somewhere in a hurry, protected bike lanes are plenty wide, allowing them to skip past any car traffic that would otherwise be blocking the way.\u201d<\/p>\n<p class=\"wp-block-paragraph\">(The agency also has its own history of causing crashes, like a recent firefighter who <a href=\"https:\/\/www.cbsnews.com\/newyork\/news\/fdny-truck-crash-gravesend-brooklyn\/\" target=\"_blank\" rel=\"noreferrer noopener nofollow\">slammed into three cars<\/a>, killing a senior and injuring 10 others in southern Brooklyn in March.)<\/p>\n<p>One-way thinking<\/p>\n<p class=\"wp-block-paragraph\">In the latest governmental dustup, Woods and local firefighters singled out the Transportation Department\u2019s plan to convert a 0.2-mile strip of Sedgwick, between Fordham Road and 183rd Street, into a one-way southbound street to accommodate the cycle path and remove dangerous turning conflicts at Fordham Road.<\/p>\n<p class=\"wp-block-paragraph\">DOT\u2019s proposal marks the next stretch of the planned seven-mile <a href=\"https:\/\/nyc.streetsblog.org\/2025\/03\/26\/off-the-waterfront-bronx-part-of-harlem-river-greenway-will-be-bike-lanes-on-street\" target=\"_blank\" rel=\"noreferrer noopener nofollow\">on-street<\/a> <a rel=\"noopener noreferrer nofollow\" target=\"_blank\" href=\"https:\/\/www.nyc.gov\/html\/dot\/downloads\/pdf\/harlem-river-greenway-implementation-plan.pdf\">Bronx Harlem River greenway<\/a> first launched under former Mayor Eric Adams <a href=\"https:\/\/nyc.streetsblog.org\/2023\/03\/22\/adams-launches-bronx-harlem-river-bridges-greenway-plan\" target=\"_blank\" rel=\"noreferrer noopener nofollow\">in 2023<\/a>, and the agency <a href=\"https:\/\/www.nyc.gov\/html\/dot\/downloads\/pdf\/bailey-sedgwick-aves-w225-st-hall-of-fame-terr-apr2026.pdf\" target=\"_blank\" rel=\"noreferrer noopener nofollow\">unveiled the latest details<\/a> for a 1.1-mile section along Bailey Avenue and Sedgwick Avenue in April, connecting Kingsbridge Heights and University Heights.<\/p>\n<p><img loading=\"lazy\" decoding=\"async\" width=\"888\" height=\"810\" src=\"https:\/\/www.newsbeep.com\/us-ny\/wp-content\/uploads\/2026\/06\/DOT-Sedgwick-one-way.png\" alt=\"\" class=\"wp-image-594476\"  \/>What all the fuss is about: DOT plans to convert Sedgwick Avenue into a one-way street to accommodate a two-way bike lane, from Fordham Road to 183rd Street.  Graphic: DOT<\/p>\n<p class=\"wp-block-paragraph\">The greenway effort has drawn official ire before: When the city unveiled the first section going south from Van Cortlandt Park last year, father-and-son pols Assembly Member Jeffrey Dinowitz and Council Member Eric Dinowitz slammed the greenway as an <a href=\"https:\/\/nyc.streetsblog.org\/2025\/07\/08\/anti-car-crusade-dinowitzes-slam-bronx-harlem-river-greenway-bike-lane-touted-by-mayor\" target=\"_blank\" rel=\"noreferrer noopener nofollow\">\u201canti-car crusade.\u201d<\/a><\/p>\n<p class=\"wp-block-paragraph\">Woods in his letter to DOT claimed that redirecting northbound traffic to adjacent roads will delay response times for area firehouses.<\/p>\n<p class=\"wp-block-paragraph\">\u201cConverting Sedgwick to a one-way south only, would dramatically effect [sic] Engine 43\u2019s and Ladder 59\u2019s ability to respond to a highly populated section,\u201d Woods wrote to DOT\u2019s First Deputy Commissioner Margaret Forgione in an April 27 letter obtained by Streetsblog [<a href=\"https:\/\/nyc.streetsblog.org\/wp-content\/uploads\/sites\/9\/2026\/06\/FDNY-Woods-letter-Sedgwick.pdf\" target=\"_blank\" rel=\"noreferrer noopener nofollow\">PDF<\/a>]. \u201cIt is nearly impossible for E43\/L59 to safely travel against traffic to Fordham Road if this change of traffic pattern goes through and we will be forced to take alternate routes that will hinder response times significantly.\u201d<\/p>\n<p class=\"wp-block-paragraph\">Then last week, a local battalion chief echoed those sentiments at a local community board meeting, while testifying to the civic panel in uniform and spreading misinformation claiming the street redesign obstructs first responders\u2019 access.<\/p>\n<p class=\"wp-block-paragraph\">\u201cThis specific proposal to make Sedgwick Avenue a one-way south-bound is gonna cause an issue and I want to say that we\u2019re opposed to it in the interest of safety,\u201d said Battalion Chief 27 Liam Donnelly at Bronx Community Board 8\u2019s Traffic and Transportation Committee meeting on June 18. \u201cWe won\u2019t notice til afterwards, but I can tell you, a half mile through double-parked cars and traffic is going to add time to our response \u2013 potentially minutes.\u201d<\/p>\n<p class=\"wp-block-paragraph\">The corner of Sedgwick Avenue and Fordham Road is an official DOT Vision Zero priority intersection, <a href=\"https:\/\/www.nyc.gov\/html\/dot\/downloads\/pdf\/ped-safety-action-plan-update-2023.pdf\" target=\"_blank\" rel=\"noreferrer noopener nofollow\">meaning it is among<\/a> the most dangerous crossings for pedestrians in the Bronx. A whopping 80 people were hurt in crashes at that corner alone between 2021-2025, according to the agency. DOT also noted in its presentation to CB8 that the one-way redesign preserves car parking.<\/p>\n<p class=\"wp-block-paragraph\">DOT\u2019s proposal included three other routes for drivers can still take if they\u2019re heading north to Fordham Road: Cedar Avenue, Loring Place N., or University Avenue. In response to FDNY, the city also removed a parking lane on Cedar to provide more driving space, a City Hall rep told Streetsblog.<\/p>\n<p><img loading=\"lazy\" decoding=\"async\" width=\"900\" height=\"1010\" src=\"https:\/\/www.newsbeep.com\/us-ny\/wp-content\/uploads\/2026\/06\/DOT-Sedgwick-alternatives.png\" alt=\"\" class=\"wp-image-594451\"  \/>DOT proposed three alternative northbound routes.  Map: DOT<\/p>\n<p class=\"wp-block-paragraph\">But Woods and Donnelly insisted the detours will become impassable if a driver double parks, or are too out-of-the-way.<\/p>\n<p class=\"wp-block-paragraph\">\u201cAll the above streets are difficult for FDNY apparatus to navigate in even ideal traffic conditions. One single double-parked car will prevent any FDNY apparatus from responding to any alarm,\u201d Woods wrote. <\/p>\n<p class=\"wp-block-paragraph\">Similarly, Donnelly told CB8 members that taking alternate routes could be tight for the department\u2019s huge trucks, while adding more than a half a mile of extra travel, setting back response times.<\/p>\n<p class=\"wp-block-paragraph\">\u201cWe just can\u2019t fit some of the rigs down those [streets]. They\u2019re narrow, they\u2019re winding, if that\u2019s two ways and encounter double-parked cars or a truck, we just won\u2019t be able to get through,\u201d Donnelly said.<\/p>\n<p class=\"wp-block-paragraph\">The Bronx smoke eater went on to claim that bike lanes \u201cin general\u201d block access for FDNY ladders to reach upper floors, because fire trucks can\u2019t get as close to the curb \u2014 a claim DOT has already debunked.<\/p>\n<p class=\"wp-block-paragraph\">\u201cIn general, bike lanes, you know, affect our operations in laddering buildings. The further they push us away from the building, the further ladders are \u2013 we just can\u2019t reach the top floor. That\u2019s happened in multiple areas,\u201d Donnelly said.<\/p>\n<p class=\"wp-block-paragraph\">The comments parroted a disproven claim the Uniformed Firefighters Association filed in a letter supporting a <a rel=\"noopener noreferrer nofollow\" target=\"_blank\" href=\"https:\/\/nyc.streetsblog.org\/2026\/05\/22\/firefighters-flex-union-muscle-in-bid-to-keep-deadly-astoria-corridor-unsafe\">lawsuit against the 31st Street bike lane in Astoria<\/a>.<\/p>\n<p class=\"wp-block-paragraph\">A lawyer for the city at the time countered that DOT designs its protected bike lanes wide enough to specifically accommodate emergency vehicles. That means protected bike lanes allow first responders to bypass car traffic and get their vehicles closer to the curb than if there\u2019s a row of parked cars blocking the way \u2013 <a href=\"https:\/\/nyc.streetsblog.org\/2026\/01\/06\/illegally-parked-cars-delayed-fdny-response-to-five-alarm-fire\" target=\"_blank\" rel=\"noreferrer noopener nofollow\">particularly if those drivers<\/a> are blocking hydrants.<\/p>\n<p class=\"wp-block-paragraph\">The ease that these double-duty emergency lanes provide can be seen <a href=\"https:\/\/x.com\/sam_d_1995\/status\/2062527682185719834\" target=\"_blank\" rel=\"noreferrer noopener nofollow\">here<\/a>, <a href=\"https:\/\/x.com\/mspringut\/status\/2066196033596428622?s=20\" target=\"_blank\" rel=\"noreferrer noopener nofollow\">here<\/a>, <a href=\"https:\/\/x.com\/Streetfilms\/status\/2066284141117604093\" target=\"_blank\" rel=\"noreferrer noopener nofollow\">here<\/a> and here:<\/p>\n<p class=\"wp-block-paragraph\">Young, of the Harlem River Coalition, countered that there are many narrower streets in the city that firefighters don\u2019t seem to struggle to navigate in their trucks.<\/p>\n<p class=\"wp-block-paragraph\">\u201cI just don\u2019t understand how it could be more difficult than other parts of the city where this fricking works,\u201d Young said. <\/p>\n<p>Cars are the problem, bike lanes the solution<\/p>\n<p class=\"wp-block-paragraph\">Despite the hysterics, neither FDNY (nor DOT) have ever provided data that proves bike lanes hinder first responders.<\/p>\n<p class=\"wp-block-paragraph\">The FDNY\u2019s criticisms reveal the actual impediment to fast emergency responses: drivers, especially those parking illegally, along with the <a href=\"https:\/\/www.youtube.com\/watch?v=j2dHFC31VtQ\" target=\"_blank\" rel=\"noreferrer noopener nofollow\">FDNY\u2019s oversize rigs<\/a> that struggle to maneuver around anything other than wide open avenues.<\/p>\n<p>\t\t\tRecommended<\/p>\n<p>          \t\t<a href=\"https:\/\/nyc.streetsblog.org\/2024\/02\/05\/fdny-chief-blames-slower-emergency-response-times-on-more-cars\" class=\"w-full\" aria-hidden=\"true\" rel=\"nofollow noopener\" target=\"_blank\"><br \/>\n            \t<img loading=\"lazy\" decoding=\"async\" width=\"1024\" height=\"637\" src=\"https:\/\/www.newsbeep.com\/us-ny\/wp-content\/uploads\/2026\/06\/fire-truck-in-traffic.jpg\" class=\"object-cover wp-post-image\" alt=\"FDNY Chief Blames Slower Emergency Response Times on More Cars\"  \/><br \/>\n          \t\t<\/a><\/p>\n<p class=\"wp-block-paragraph\">In the case of Sedgwick Avenue, firefighters could, for example, use the two-way bike lane on the one-way stretch in a pinch. However, Woods threw cold water on that in his letter, claiming it would be \u201cnearly impossible\u201d to \u201ctravel against traffic.\u201d<\/p>\n<p class=\"wp-block-paragraph\">Woods also complained that the redesign would worsen \u201cgridlock conditions\u201d outside of the firehouse at the corner of Sedgwick and Burnside Avenue, hampering response times further. <a rel=\"noopener noreferrer nofollow\" target=\"_blank\" href=\"https:\/\/www.google.com\/maps\/@40.8547417,-73.9168313,3a,75y,257.88h,85.72t\/data=!3m7!1e1!3m5!1s67oDio2sJMqS6_238NGolg!2e0!6shttps:%2F%2Fstreetviewpixels-pa.googleapis.com%2Fv1%2Fthumbnail%3Fcb_client%3Dmaps_sv.tactile%26w%3D900%26h%3D600%26pitch%3D4.284483722189023%26panoid%3D67oDio2sJMqS6_238NGolg%26yaw%3D257.8818408637175!7i16384!8i8192?entry=ttu&amp;g_ep=EgoyMDI2MDYyMi4wIKXMDSoASAFQAw%3D%3D\">Google Streetview images<\/a> reveal that much of the streetscape is taken up by illegal parking, as is common outside fire stations, police precincts and other agency buildings due to the proliferation of government parking placards. <\/p>\n<p class=\"wp-block-paragraph\">The next planned phase of DOT\u2019s greenway may very well be the source of FDNY opposition, because it will run outside that firehouse and threatens firefighter parking spots. DOT in the past has rerouted protected bike paths to the far side of the street outside station houses on Sixth Avenue in Lower Manhattan, citing FDNY\u2019s <a href=\"https:\/\/nyc.streetsblog.org\/2024\/10\/01\/city-to-close-bike-lane-gap-in-lower-sixth-ave\" target=\"_blank\" rel=\"noreferrer noopener nofollow\">\u201cunorthodox parking.\u201d<\/a><\/p>\n<p class=\"wp-block-paragraph\">DOT by law has to consult with the FDNY headquarters on every street redesign that exceeds three blocks or 1,000 feet, as part of <a rel=\"noopener noreferrer nofollow\" target=\"_blank\" href=\"https:\/\/nyc.streetsblog.org\/2025\/12\/15\/delay-by-design-major-transportation-law-still-gums-up-street-safety-projects\">a lengthy outside-agency review process<\/a> mandated by the City Council. The agency also has to notify the local firehouses, but Donnelly defended his decision to take the issue public in his comments to CB8.<\/p>\n<p class=\"wp-block-paragraph\">\u201cThe DOT sends us an email with the proposal, and that\u2019s just a box checked that we were notified,\u201d Donnelly said at the CB8 meeting. \u201cHow we object to it, that\u2019s through the inside inner workings of the Fire Department, going to community boards, but we have been notified of the change, but we\u2019re not specifically in conversation.\u201d<\/p>\n<p class=\"wp-block-paragraph\">However, the FDNY provides official feedback to less than <a href=\"https:\/\/nyc.streetsblog.org\/2026\/03\/04\/lawmaker-pushes-fdny-to-get-on-board-with-protected-bike-lanes\" target=\"_blank\" rel=\"noreferrer noopener nofollow\">40 percent of projects<\/a>, Woods previously admitted during a Council oversight hearing. He declined when pressed by lawmakers at the time to set a deadline for reviewing proposals, so DOT doesn\u2019t wait around for their input.<\/p>\n<p class=\"wp-block-paragraph\">Fire and Transportation officials did not comment, but Sam Raskin, a spokesperson for Mayor Mamdani, contested that the former department was actively lobbying against the bike lane.<\/p>\n<p class=\"wp-block-paragraph\">FDNY public pronouncements against the redesign are \u201cexactly how the review process is intended to work,\u201d Raskin said.
