Since the start of October, building owners are required to provide heat to tenants, according to 311<\/a>.<\/p>\n More Local News <\/a><\/p>\n Tenant rights<\/p>\n \u201cResidential building owners in New York City are legally required to provide heat and hot water to their tenants,\u201d reads the 311 website.<\/p>\n From October 1 to May 31,\u00a0New York law\u00a0<\/a>requires building owners to set the heat at or above 68 degrees when the temperature falls below 55 degrees between 6 a.m. and 10 p.m. Thermostats must be set at least 62 degrees, regardless of the temperature outside, between 10 p.m. and 6 a.m.<\/p>\n My landlord has not turned on the heat.<\/p>\n You can file a complaint on the Official Website of the City of New York here<\/a>.<\/p>\n The city recommends following these steps to keep your apartment and building warm:<\/p>\n Keep your windows fully closed<\/p>\n Remove your window air conditioning unit<\/p>\n Move your furniture away from radiators to keep the air moving freely<\/p>\n Open the valve on your radiator<\/p>\n Keep hallway and stairwell windows closed<\/p>\n Building owners who fail to regulate their buildings\u2019 temperatures may be subject to fines of hundreds of dollars, according to the\u00a0NYC Department of Housing Preservation and Development<\/a>.<\/p>\n Matthew Euzarraga is a multimedia journalist from El Paso, Texas.
