{"id":282149,"date":"2026-06-30T11:53:47","date_gmt":"2026-06-30T11:53:47","guid":{"rendered":"https:\/\/www.newsbeep.com\/us-ny\/282149\/"},"modified":"2026-06-30T11:53:47","modified_gmt":"2026-06-30T11:53:47","slug":"brooklyn-tenants-sue-landlord-hpd-to-demand-fixes","status":"publish","type":"post","link":"https:\/\/www.newsbeep.com\/us-ny\/282149\/","title":{"rendered":"Brooklyn Tenants Sue Landlord, HPD to Demand Fixes"},"content":{"rendered":"<p>A landlord with more than 2000 open Housing Preservation &amp; Development violations is in hot water.<\/p>\n<p>At a rally outside Brooklyn housing court Monday, tenants in the Brownsville residential complex Rutland Plaza decried conditions like black mold, broken elevators and raw sewage that they claim landlord Robyn Lucas-Cora neglected to address despite receiving $96 million in state preservation funding in 2016.<\/p>\n<p>The lawsuit filed by the tenants last month also names HPD and New York State Homes &amp; Community Renewal among the respondents, and seeks to compel corrective action at the 438-unit former Mitchell-Lama complex.\u00a0<\/p>\n<p>\u201cInstead of gutting out the building and fixing it thoroughly, they put band-aids and left all the problems behind,\u201d Patricia Walters, a 42-year Rutland Plaza tenant working alongside Housing Organizers For People Empowerment, said. \u201cWhat did you do with $96 million that you couldn\u2019t fix our building thoroughly, so we wouldn\u2019t be going through sewage issues, broken elevators, everything they were supposed to take care of?\u201d<\/p>\n<p>Walters is among a group of tenants withholding rent payments until conditions improve, though not all renters in the building are doing the same for fear of being evicted, according to HOPE organizer Monisa Walker.<\/p>\n<p>A DHCR spokesperson declined to comment whether the state\u2019s 2016 investment came with a regulatory agreement, citing the agency\u2019s policy on pending litigation. An HPD spokesperson didn\u2019t immediately respond to a request for comment.<\/p>\n<p>A backlog of HPD violations have proven to be an albatross across administrations, with more than 450,000 active Class C violations in privately owned buildings, more than 70 percent of which have been outstanding for more than a year, New York Focus first <a href=\"https:\/\/nysfocus.com\/2026\/06\/22\/nyc-hpd-housing-violations-unresolved-complaints\" rel=\"nofollow noopener\" target=\"_blank\">reported<\/a>.\u00a0<\/p>\n<p>The Mamdani administration\u2019s attempt to clear violations more efficiently includes a centralized location for processing mailed-in or hand-delivered applications that property managers still <a href=\"https:\/\/therealdeal.com\/new-york\/2026\/06\/25\/stone-age-system-for-dismissing-nyc-housing-violations\/\" rel=\"nofollow noopener\" target=\"_blank\">can\u2019t file online<\/a>.<\/p>\n<p>\u201cI had half a walkthrough, a quarter of a walkthrough. It was raining inside the building, the stench was unbearable,\u201d Assembly member Monique Chandler-Waterman said. \u201cI stand here with accountability that the city and state have to work together with this owner to make sure we do what\u2019s right.\u201d<\/p>\n<p>A Worst Landlord Watchlist from the Public Advocate\u2019s Office list cites 2101 open HPD violations and 7 DOB violations across Lucas-Cora\u2019s 14 Brooklyn buildings.
