NYCHA staff eventually brought him to his apartment, but his wheelchair remained outside.<\/p>\n<p class=\"EkqkG IGXmU nlgHS yuUao lqtkC eTIW sUzSN \">NYCHA says elevator mechanics are responding to developments across the city where elevator service has been affected by low voltage conditions.
