An independent review of New York\u2019s prison system found widespread violence, poor morale and a culture lacking accountability following the deaths of inmates Robert Brooks and Messiah Nantwi.<\/p>\n

The report recommends stronger oversight, expanded training and giving the corrections commissioner greater authority to fire officers for misconduct.<\/p>\n
