The home was covered in animal feces, had no visible source of water and had excessive heat due to a lack of electrical service and air conditioning.

One of the cats was observed panting heavily and drooling, which police said was consistent with heat-related distress.

The cats were removed from the home and taken to the Finger Lakes SPCA in Bath for an evaluation and treatment.

The investigation determined that Ashley A. Wright, 41, of Bath, owned the cats and left them inside the residence after being evicted, according to state police.

Wright was arrested and charged with two counts of overdriving, torturing and injuring animals; failure to provide proper sustenance, which is a misdemeanor.
