{"id":293510,"date":"2026-07-11T23:20:20","date_gmt":"2026-07-11T23:20:20","guid":{"rendered":"https:\/\/www.newsbeep.com\/us-ny\/293510\/"},"modified":"2026-07-11T23:20:20","modified_gmt":"2026-07-11T23:20:20","slug":"ny-ag-says-cash-app-exposed-vulnerable-users-to-rampant-fraud","status":"publish","type":"post","link":"https:\/\/www.newsbeep.com\/us-ny\/293510\/","title":{"rendered":"NY AG says Cash App exposed vulnerable users to &#8216;rampant fraud&#8217;"},"content":{"rendered":"<p data-block-key=\"2au3y\">Cash App, the peer-to-peer payment app used by millions across New York and beyond, was so lax with its onboarding controls, according to research cited in class-action <a href=\"https:\/\/www.cohenmilstein.com\/wp-content\/uploads\/2025\/06\/Amended-Complaint-Gonsalves-v-Block-June-18-2025.pdf\" rel=\"noopener nofollow\" target=\"_blank\">court filings<\/a>, a user could successfully clear the hurdle of identity verification by submitting a photo of a Barbie doll.<\/p>\n<p data-block-key=\"9gmcj\">Fake accounts opened under names including Jesus Christ, Elon Musk and Donald Trump successfully conducted transactions \u201cwithout triggering any verification safeguards or identity validation checks,\u201d according to the court papers.<\/p>\n<p data-block-key=\"dqud0\">California-based parent company Block Inc. employed so few safeguards it \u201cactively enabled\u201d fraudsters to scam customers, many of them <a href=\"https:\/\/www.pewresearch.org\/short-reads\/2022\/09\/08\/payment-apps-like-venmo-and-cash-app-bring-convenience-and-security-concerns-to-some-users\/\" rel=\"noopener nofollow\" target=\"_blank\">unbanked or underbanked<\/a>, said New York Attorney General Letitia James, whose office, joined by a coalition of states\u2019 attorneys general, conducted its own investigation of Cash App for alleged violations of business and consumer protection laws.<\/p>\n<p data-block-key=\"2g2ru\">The results of that inquiry form the basis of a new state court <a href=\"https:\/\/ag.ny.gov\/sites\/default\/files\/settlements-agreements\/new-york-v-block-inc-consent-judgment-2026.pdf\" rel=\"noopener nofollow\" target=\"_blank\">settlement<\/a>, announced earlier this week, with James\u2019s office and 45 other state attorneys general. Block agreed to pay some $45 million to the states, including a $1.6 million penalty to New York and nearly $900,000 to New Jersey.<\/p>\n<p data-block-key=\"5ah2r\">\u201cNew Yorkers were promised that Cash App was a safe and secure platform to send money, but in reality, the app exposed them to rampant fraud,\u201d James said in a statement. \u201cFor years, Cash App users lost money to costly scams because Block cared more about profits than protecting its users.\u201d<\/p>\n<p data-block-key=\"fviun\">Block, the technology company run by billionaire Jack Dorsey, did not respond to a request for comment on the <a href=\"https:\/\/ag.ny.gov\/sites\/default\/files\/settlements-agreements\/new-york-v-block-inc-consent-judgment-2026.pdf\" rel=\"noopener nofollow\" target=\"_blank\">agreement<\/a>. Under terms of the consent judgment, Block denied any wrongdoing. The company is a leader in a technology-based payment system that, for an increasing number of consumers, has shifted from bank branches to cellphones.<\/p>\n<p data-block-key=\"amjs\">As part of the agreement, Block also reaffirmed its intention to satisfy a previously determined <a href=\"https:\/\/files.consumerfinance.gov\/f\/documents\/cfpb_block-inc-consent-order_2025-01.pdf\" rel=\"noopener nofollow\" target=\"_blank\">settlement<\/a>, brokered by the federal Consumer Financial Protection Bureau in January 2025, in which it agreed to a payout of $75 million to $120 million to harmed consumers, as well as a $55 million penalty to the bureau.<\/p>\n<p data-block-key=\"5uqbt\">In that action, the Consumer Financial Protection Bureau found Block failed to take \u201ctimely, appropriate, and effective measures\u201d to prevent and detect fraud, or to pay back users. As with the agreement announced by James, Block accepted the terms of the bureau without admitting or denying any of its facts or legal conclusions.<\/p>\n<p data-block-key=\"ea07v\">The inquiry by James and the coalition faulted the company on multiple fronts.<\/p>\n<p data-block-key=\"91ic2\">Cash App accounts didn\u2019t require Social Security numbers or dates of birth to create accounts, and there were no limits on how many accounts a person could open \u2014 allowing one \u201cbad actor to operate an entire network of scam accounts,\u201d according to the AG\u2019s findings.<\/p>\n<p data-block-key=\"7ggpr\">The AG\u2019s office said Block targeted unbanked and underbanked consumers, promoting the direct deposit of paychecks and government benefits. Those who relied on Cash App as their primary financial account were especially vulnerable to fraud, the AG\u2019s office said, yet Block grew its customer base without introducing sufficient security measures.<\/p>\n<p data-block-key=\"76g0r\">\u201cBecause Cash App had no phone number to call for support, users who got locked out of their accounts searched online for a customer service number and often ended up calling fake numbers run by scammers posing as Cash App customer service,\u201d according to the AG\u2019s findings.<\/p>\n<p data-block-key=\"ckq6q\">James\u2019 office also faulted Block for a social media promotion called \u201cCash App Fridays\u201d in which it encouraged users to publicly post their unique Cash App identifier information for a chance to win a weekly cash prize.
