NEW ROCHELLE, NY (July 12, 2026) \u2014 The New York State Department of Taxation and Finance filed a tax warrant against Robert P. Rubicco in 2011, records show, more than a decade before he became known in Westchester County as the operator of Anna & Jack\u2019s Treehouse.<\/p>\n
The warrant (Warrant ID E-029175751-W007-3), issued by the department\u2019s Civil Enforcement Division in Albany, lists Rubicco\u2019s last known address as 1926 Tomlinson Ave., Apt. 1, Bronx, NY 10461-1354. It was docketed in Bronx County on Nov. 30, 2011, under Article 22 of the state Tax Law, which governs personal income tax.<\/p>\n
The underlying assessment (Assessment ID L-035939438-9) covered a tax period ending Dec. 31, 2007, and itemized as follows:<\/p>\n
\u2013 Tax: $81.06<\/p>\n
\u2013 Penalty: $1.60<\/p>\n
\u2013 Interest: $24.19<\/p>\n
\u2013 Total assessment: $106.85<\/p>\n
The warrant states the total amount due carried an interest rate of 7.50% per year from Nov. 26, 2011. The document was issued to a Department of Taxation and Finance officer identified as K. Arkison, directing that the warrant be filed with the Bronx County Clerk for entry in the judgment docket and that the amount be collected from Rubicco\u2019s property.<\/p>\n
A tax warrant functions as a money judgment: once filed with a county clerk, it creates a lien against the debtor\u2019s real and personal property in that county, enforceable the same as a civil judgment, without a separate court proceeding.<\/p>\n
