New York City Mayor Zohran Mamdani swept into office promising to tackle one of the city’s most punishing problems: the cost of keeping a roof over your head. <\/p>\n

But six months into his administration, renters looking for a new apartment are facing an even tougher market. <\/p>\n

Manhattan’s median monthly rent climbed to a record $5,295 in June, up 8% from a year earlier and 3% from the previous record set just one month before, according to a new report from real estate brokerage Corcoran (1). In Brooklyn, the median reached an all-time high of $4,350, also up 8% year over year. <\/p>\n

The numbers prompted an unusually urgent warning from New York City Comptroller Mark Levine. <\/p>\n

“Rents in NYC have just hit an all-time high. NYC’s housing affordability crisis is at DEFCON 1,” Levine wrote on X (2). <\/p>\n

“We need to push harder on every front to address our housing shortage. Update zoning, invest more City $ in affordable units, lower the time & cost City bureaucracy imposes on construction, get 1000s of vacant regulated units back on the market. We need bold action. This is a crisis.” <\/p>\n

That raises an obvious question for a mayor who made affordability the centerpiece of his campaign: Is Mamdani’s plan working? <\/p>\n

Renters are fighting over a shrinking pool of homes <\/p>\n

The record rents reflect a market where demand remains strong, and supply is extremely limited. <\/p>\n

Manhattan had 5,260 active rental listings in June, down 16% from a year earlier and the borough’s lowest June inventory in three years. <\/p>\n

The vacancy rate slipped to 1.49%, down from 1.87% in June 2025. The typical apartment took just 36 days to find a tenant, 29% less time than a year earlier. <\/p>\n

Brooklyn renters did not have much more breathing room. Inventory was essentially flat from a year ago, while apartments spent 30% fewer days on the market. One-bedroom rents averaged $4,297, and two-bedroom units averaged $5,740, with both categories rising 10% annually. <\/p>\n

In other words, renters are not only paying more. They often have less time to decide and less negotiating power when a suitable apartment appears. <\/p>\n

Mamdani delivered the rent freeze \u2014 but it has not started yet <\/p>\n

Mamdani has already fulfilled one of his most recognizable housing promises. <\/p>\n

On June 25, the city’s Rent Guidelines Board voted (3) 7-1 to freeze rents on both one- and two-year leases for approximately one million rent-stabilized apartments. The 0% adjustment applies to (4) qualifying leases beginning between October 1, 2026, and September 30, 2027. <\/p>\n

That could provide meaningful relief for affected tenants, but the policy’s scope is limited. <\/p>\n

Freezing a stabilized tenant’s renewal rent may help that person remain in their home. But it does not cap asking rents for market-rate apartments or add more homes to the city’s limited supply. <\/p>\n

That distinction, along with the timing of the freeze, helps explain how Mamdani could deliver on his rent-freeze promise while the broader rental market continues breaking records. <\/p>\n

To be sure, Mamdani’s broader strategy does include a major effort to expand housing supply. His administration’s “Block by Block (5)” plan calls for building 200,000 new affordable homes and preserving another 200,000 over the next decade. <\/p>\n

However, to Levine’s point, that does little to relieve the current supply-demand mismatch. <\/p>\n

For New Yorkers, record rents are a painful reminder of just how expensive housing has become. <\/p>\n
