It is located within the boundaries of Bronx Community District 7 (Bronx CD7), which covers some or all of the Bronx neighborhoods of Norwood, Bedford Park, Kingsbridge Heights, Fordham, and University Heights.<\/p>\n<p>\u00a0<\/p>\n<p>According to Data USA, the average individual income in Bronx CD7 is $53,785. Specifically, male residents average <a href=\"https:\/\/datausa.io\/profile\/geo\/nyc-bronx-community-district-7-fordham-bedford-park-norwood-puma-ny\" rel=\"nofollow noopener\" target=\"_blank\">$53,785<\/a>, while female residents earn about <a href=\"https:\/\/datausa.io\/profile\/geo\/nyc-bronx-community-district-7-fordham-bedford-park-norwood-puma-ny\" rel=\"nofollow noopener\" target=\"_blank\">$55,599<\/a> on average.\u00a0<\/p>\n<p><a href=\"https:\/\/www.newsbeep.com\/us-ny\/wp-content\/uploads\/2026\/07\/Poverty-rate-Bronx-.png\"><img loading=\"lazy\" decoding=\"async\" class=\"wp-image-135108 size-full\" src=\"https:\/\/www.newsbeep.com\/us-ny\/wp-content\/uploads\/2026\/07\/Poverty-rate-Bronx-.png\" alt=\"\" width=\"1475\" height=\"692\"  \/><\/a>POVERTY RATE IN The Bronx, 2023 <br \/>Source: NYU Furman Center<\/p>\n<p>For comparison, the broader Bronx County has a median household income of roughly $48,700 and a per capita income of $27,421 according to Census.gov. HPD officials say affordable housing is based on a household\u2019s percentage of\u00a0<a href=\"https:\/\/www.nyc.gov\/site\/hpd\/services-and-information\/area-median-income.page\" rel=\"nofollow noopener\" target=\"_blank\">Area Median Income (AMI)<\/a>, which is set by the federal government on a yearly basis.<\/p>\n<p>\u00a0<\/p>\n<p>They said housing is considered affordable if it costs about one-third or less of household income, and is regulated so the rent can\u2019t go up dramatically over time.<\/p>\n<p><a href=\"https:\/\/www.newsbeep.com\/us-ny\/wp-content\/uploads\/2026\/07\/Household-income-Bronx-.png\"><img loading=\"lazy\" decoding=\"async\" class=\"wp-image-135109 size-full\" src=\"https:\/\/www.newsbeep.com\/us-ny\/wp-content\/uploads\/2026\/07\/Household-income-Bronx-.png\" alt=\"\" width=\"1526\" height=\"712\"  \/><\/a>HOUSEHOLD INCOME DISTRIBUTION in The Bronx (2024 $) <br \/>Source: NYU Furman Center<\/p>\n<p>They said in order to be eligible for affordable housing, residents must be 18 years old, and their household income needs to be in a specific range for each affordable housing opportunity. Applicants are required to meet additional guidelines, including\u00a0<a href=\"https:\/\/www.nyc.gov\/assets\/hpd\/downloads\/pdfs\/services\/asset-and-property-limits.pdf\" rel=\"nofollow noopener\" target=\"_blank\">asset limits<\/a>, and\u00a0<a href=\"https:\/\/www.nyc.gov\/assets\/hpd\/downloads\/pdfs\/services\/tenant-selection-criteria.pdf\" rel=\"nofollow noopener\" target=\"_blank\">tenant selection criteria<\/a>\u00a0to qualify.<\/p>\n<p>\u00a0<\/p>\n<p>The AMI for all cities across the country is defined each year by the U.S. Department of Housing and Urban Development (HUD). We\u2019re following up with HUD and will share any further feedback we receive. Forty-four per cent of residents are foreign-born, 52.4% are female, 70% are Hispanic, 17% of residents of 25 years or older have a bachelor\u2019s degree or higher, 7.2% of the estimated 169,400 residents are unemployed, and 30.8% (almost a third) of residents have incomes below the New York City poverty threshold.\u00a0<\/p>\n<p>\u00a0<\/p>\n<p><a href=\"https:\/\/www.newsbeep.com\/us-ny\/wp-content\/uploads\/2026\/07\/Screenshot-2026-07-18-180604.png\"><img loading=\"lazy\" decoding=\"async\" class=\"size-full wp-image-135094\" src=\"https:\/\/www.newsbeep.com\/us-ny\/wp-content\/uploads\/2026\/07\/Screenshot-2026-07-18-180604.png\" alt=\"\" width=\"965\" height=\"721\"  \/><\/a>3547 WEBSTER AVENUE IN Norwood, The Bronx<br \/>Image\u00a0courtesy of NYC Housing Connect<\/p>\n<p>Norwood News had asked different elected representatives and congressional candidates running for office in the past if (if elected where relevant) they would be willing to look into amending the AMI, as defined by HUD, given the cost of living in New York City is higher than in other parts of the country. Most said they would be open to it.<\/p>\n<p>\u00a0<\/p>\n<p>Meanwhile, amenities at the newly opened 3547 Webster Avenue building include a shared laundry room, common area Wi-Fi, and an elevator. The residential units also include air conditioning and name-brand kitchen appliances, countertops, and finishes. Video by S\u00edle Moloney<\/p>\n<p>At 130 percent of the AMI, there are 19 one-bedroom units available with a monthly rent of $2,545 for those on incomes ranging from $92,880 \/ annum to $198,510 \/ annum, and 20 two-bedroom units with a monthly rent of $2,747 for residents with incomes ranging from $101,726 \/ annum to $238,160 \/ annum.<\/p>\n<p>\u00a0<\/p>\n<p>Prospective renters must meet income and household size requirements to apply for these apartments according to HPD, and\u00a0 applications must be postmarked or submitted online no later than Aug. 5.<\/p>\n<p><a href=\"https:\/\/www.newsbeep.com\/us-ny\/wp-content\/uploads\/2026\/07\/IMG_0082.jpeg\"><img loading=\"lazy\" decoding=\"async\" class=\"size-full wp-image-135098\" src=\"https:\/\/www.newsbeep.com\/us-ny\/wp-content\/uploads\/2026\/07\/IMG_0082.jpeg\" alt=\"\" width=\"1000\" height=\"750\"  \/><\/a>A VIEW OF Webster Avenue from East Gun Hill Road and Webster Avenue beside McDonalds which shows a new residential building at 3547 Webster Avenue on the left and the recently opened LIV Hotel on the right in Norwood, The Bronx, as seen on Saturday, July 18, 2026.\u00a0<br \/>Photo by S\u00edle Moloney<\/p>\n<p class=\"font-lg ng-star-inserted\">HPD officials describe the new building as \u201cconveniently located near shopping, dining, parks, public transportation, and neighborhood services,\u201d adding that 3547 Webster Tower provides easy access to everything Norwood has to offer.<\/p>\n<p>\u00a0<\/p>\n<p class=\"font-lg ng-star-inserted\">They added that up to two pets, with a maximum weight of 40 pounds each with breed restrictions applying, are allowed. They also said that rent includes electricity for hot water.<\/p>\n<p>\u00a0<\/p>\n<p class=\"font-lg\">HPD said the new 3547 Webster Avenue residential building was constructed through HPD\u2019s 421a (16) Incentive Program and no deposits or application fees apply. Norwood News was advised that the hotel is fully booked for Saturday night, July 18.
