Serrano comes one month after 11 people were <a href=\"https:\/\/www.amny.com\/police-fire\/bronx-riot-juvenile-detention-center\/\" target=\"_blank\" rel=\"noopener nofollow\">stabbed<\/a> in a violent clash between residents and officers.
