Under an executive order Mamdani signed Monday, each NYC BEST client would receive a dedicated project manager to help identify and apply for required licenses and permits, avoid common delays, and coordinate qualifying pre-opening inspections when appropriate.

Small Business Services would also provide tailored compliance education before certain pre-opening and periodic inspections and help owners understand how to cure, settle or otherwise resolve summonses before an administrative hearing. The advance assistance would not be available before follow-up inspections or inspections prompted by complaints, per the order.

A proposed City Council bill would create a similar coordination program in the City Charter. Intro. 955-A would require the administration to coordinate inspections and plan reviews for businesses seeking to open, specifically including food-service establishments and child care programs. It would also require annual reports comparing opening times for eligible businesses that received assistance with those that did not.

The executive order also establishes a small-business working group that must meet at least quarterly to examine permitting delays, inconsistent enforcement, compliance rates, customer-service feedback and technology improvements.

The reforms arrive against a difficult backdrop for neighborhood businesses. NYCEDC estimated that about 3,540 businesses opened in the second quarter of 2025 while roughly 8,400 closed, producing the weakest quarter of net business formation in five years. The citywide retail vacancy rate later reached 4.4%, compared with a 3.4% average in 2019.

Photo by Michael Appleton/Mayoral Photography Office

Beginning Oct. 1, inspectors from eight city agencies would have to provide a physical copy of an updated Business Owner Bill of Rights at the start of every on-site inspection of a storefront business. Agencies would also have to post the document at public offices and other service locations used by business owners.

Jessica Walker, president and CEO of the Manhattan Chamber of Commerce, called the permanent working group “the smartest piece” of Mamdani’s plan.

“That’s what separates a good launch from lasting change: reform built into how the city works, not a headline it moves on from,” Walker said.

But she also put the package in perspective.

“Fifty is a strong start on a list of six thousand,” Walker said.

Mamdani cited the same figure in January, when he said small businesses must navigate more than 6,000 regulations and ordered seven city agencies to inventory their fees and civil penalties.

OPEN small business reforms mostly target food industry

Food-service and food-retail businesses account for 25 of the reforms. The city will immediately waive mayoral approval for sidewalk cafe applications, while a similar change for roadway dining depends on outdoor-dining legislation being enacted.

The Health Department plans to authorize third-party providers to offer the Food Protection Certificate course and exam at multiple locations and recruit dozens of additional inspectors to conduct more timely visits to restaurants posting B and C grades.

For bodegas and other food retailers, the administration will develop a proposal to repeal the stoop-line stand license required to display items such as fruit, flowers and soft drinks outside a store. It also wants to create cure periods allowing owners to correct three pricing and signage violations before being fined and reduce first-time penalties for some labeling and packaging violations.

Some changes can be made by city agencies. Others require rulemaking, City Council legislation or help from Albany. The report does not provide a single deadline for completing the package or estimate its total savings to businesses.

The Five Borough Jobs Campaign, a coalition of chambers and industry groups, praised the plan but said it intends to keep pushing toward a larger goal Mamdani embraced as a candidate.

Lisa Sorin, president of the Bronx Chamber of Commerce and a coalition member, said the group welcomed reforms that reduce costs “while preserving appropriate health, safety and worker protections.”

She said the campaign would continue working toward “our shared goal of reducing fines and fees by 50%” and creating a regulatory system centered on “clarity, coordination and compliance rather than punishment.”

Mamdani pledged during his mayoral campaign to cut small-business fines and fees in half. Neither the OPEN report nor the new executive order says how far Monday’s package moves the city toward that target or establishes a deadline for reaching it.

The Independent Drivers Guild said it proposed some of the package’s transportation reforms. They include eliminating TLC fines for losing a license, missing the annual drug-test window and failing to complete a vehicle inspection on time. The city would also eliminate replacement fees for up to three lost TLC licenses over three years.

Andrew Greenblatt, the guild’s policy director, said Uber and Lyft drivers remain under serious financial pressure from gas and insurance costs.

“The city’s hardworking for-hire drivers are in financial crisis, and these first steps to remove burdens are welcome news,” Greenblatt said.

“Eliminating these fees will help, but there’s more to do,” he added.

The New York Taxi Workers Alliance struck a similar note in a post on X, saying the TLC currently collects $1 million a year in those fines from TLC-licensed drivers. The alliance called the changes “a significant step in the right direction” but urged the city to eliminate fines for violations that already carry suspensions or revocations, reduce penalties in proportion to driver earnings and expand opportunities for remediation and point reduction.

“We need a total overhaul to further reduce the burden of fines on drivers,” the alliance said.

For the groups backing Mamdani’s plan, the test will be whether City Hall can turn a long list of reforms into shorter waits, fewer penalties and lower costs.

“For years, small businesses have learned that in New York, the city usually shows up with a fine, not a hand,” Walker said. “OPEN for Small Business starts to change that.”

Many NYC business groups cheered Mayor Zohran Mamdani’s plan to cut red tape for small businesses, while cautioning…

[6
76444,114404,114405,114406,114407,114408,54599,9,11,10,114409,31675,114410,14946,114411,114412,114413,82
post-301706","post","type-post","status-publish","format-standard","has-post-thumbnail","category-new-york","tag-bodegas-nyc","tag-business-compliance-nyc","tag-business-permits-nyc","tag-city-inspections-reform","tag-fines-and-fees-reduction","tag-food-service-regulations","tag-manhattan-chamber-of-commerce","tag-new-york","tag-new-york-headlines","tag-new-york-news","tag-nyc-best-program","tag-nyc-economy","tag-nyc-regulations","tag-nyc-small-business","tag-retail-vacancy-nyc","tag-small-business-reforms","tag-tlc-drivers-nyc","tag-zohran-mamdani
["GET
