On July 17, 2026, the Wyoming County Sheriff\u2019s Office arrested Huang Dong, 37, of Brooklyn, NY, following an investigation into an organized retail fraud scheme targeting Walmart locations throughout New York State.<\/p>\n
The investigation began after Walmart Asset Protection personnel reported that a suspect attempted to return a high-value computer processor for a refund using fraudulent means on July 11, 2026, at the Walmart located in the Town of Warsaw.<\/p>\n
Through the investigation, Sheriff\u2019s Office deputies were able to identify Dong as the suspected individual involved and determined that he had allegedly completed similar fraudulent transactions at multiple Walmart locations throughout New York State, resulting in a pattern of thefts intended to obtain property and money through deception.<\/p>\n
On July 17, 2026, Dong returned to the Warsaw Walmart and was identified as being involved in another fraudulent return transaction. Dong was taken into custody in the parking lot of the business by deputies without incident.<\/p>\n
During a search of Dong\u2019s vehicle, deputies located over $1,000 in cash proceeds from the
returns along with approximately $29,000 worth of real and suspected fraudulent computer
processors,<\/p>\n
As a result of the investigation, Dong was charged with:<\/p>\n
Scheme to Defraud in the First Degree (Class E Felony)<\/p>\n
Criminal Possession of Stolen Property in the Fourth Degree (Class E Felony)<\/p>\n
Petit Larceny (Class A Misdemeanor)<\/p>\n
Criminal Simulation (Class A Misdemeanor)<\/p>\n
Dong was processed and released in accordance with New York State Bail Reform laws. He is scheduled to appear in the Town of Warsaw Court at a later date.<\/p>\n

On July 1st, 2026, at around 12:24am, a deputy with the Wyoming County Sheriff\u2019s Office was patrolling northbound on Rt. 19 in the Town of Gainesville, when a black Honda HRV was observed traveling eastbound on Wethersfield Road approaching the intersection with Rt. 19. <\/p>\n
The deputy recognized that the vehicle was not going to stop at the stop sign and began to slow down. The vehicle failed to stop at the stop sign and made a wide right turn, southbound, onto Rt., 19 crossing into the northbound lane that the deputy was traveling
northbound in. The deputy applied the brakes and moved onto the east shoulder of the roadway to avoid a collision with the vehicle before pursuing the vehicle southbound and initiating a vehicle and traffic enforcement stop on Rt.19 near the Wyoming County Highway Department.<\/p>\n
Paul C. Klein II, 30, of Hamlin, NY, was identified as the driver of the vehicle and while interviewing Klein, he allegedly exhibited signs of impairment, leading to a roadside DWI investigation, which included standardized field sobriety testing.<\/p>\n
Following standardized field sobriety testing, Klein was placed under arrest and charged with Driving While Intoxicated and transported to the Wyoming County Sheriff\u2019s Office where he submitted to a Datamaster DMT breath test. Klein was ultimately charged with Driving While Intoxicated, driving with a .08%BrAC of Greater, Failure to Stop at a Stop Sign, Improper Right Turn at an Intersection and Consuming Alcohol in a Motor Vehicle. <\/p>\n
Klein was processed and released on an appearance ticket and is scheduled to appear in the Gainesville Town Court at a later date.<\/p>\n

On July 13, 2026, the Sheriff\u2019s Office began investigating a case of animal neglect after Wyoming County Animal Control took custody of an emaciated black Rottweiler mix that had been found on Wethersfield Road.<\/p>\n
The dog was transported to Perry Veterinary Clinic, where a licensed veterinarian determined it was
suffering from severe malnourishment consistent with neglect and advised that its condition was life
threatening if left untreated.<\/p>\n
After reviewing the veterinary findings and continuing the investigation, Jacqueline Irwin, 55, of Gainesville, NY, was arrested on July 19, 2026, and charged with Agriculture and Markets Law \u00a7353 \u2013 Overdriving, Torturing and Injuring Animals; Failure to Provide Proper Sustenance (Animal Neglect).<\/p>\n
Irwin was issued an appearance ticket and is scheduled to appear in Gainesville Town Court on at a later date.<\/p>\n

Meaghan Schiavi, 33, of Warsaw, NY, was arrested and charged with Criminal Possession of a Controlled
Substance 7th degree after assisting Probation Officers at her residence on July 14th, 2026.<\/p>\n
While at the residence, deputies located a white crystal substance and a glass smoking device. The white crystal substance was later identified as methamphetamine.<\/p>\n
Schiavi was processed at the Wyoming County Sheriff\u2019s Office and released and is to appear in court at a later date.<\/p>\n

A Wyoming County Jail inmate was charged with (2) counts of Assault in the Second Degree following an incident in the Wyoming County Jail on July 7th, 2026, in which two Wyoming County Correction Officers were injured. <\/p>\n
The two Correction Officers sustained minor injuries during the incident.<\/p>\n
Dillen Powell, 26, of Warsaw, NY, was arraigned in the Village of Warsaw Court and was committed back to the Wyoming County Jail on no bail. Powell is scheduled to appear in the Village of Warsaw Court at a later date. <\/p>\n

Jabra Foster, 27, of Buffalo, NY, was arrested following a traffic stop in the Town of Perry after a seat belt violation was observed.
During the stop, deputies determined that Foster was operating the vehicle with a suspended driver\u2019s license and that the vehicle\u2019s registration was also suspended.<\/p>\n
Foster was processed roadside and charged with Aggravated Unlicensed Operation in the Third Degree and Operating a Motor Vehicle While Registration is Suspended.<\/p>\n
Foster was released at the scene and is scheduled to appear in court at a later date.<\/p>\n

Andrew Moon, 23 of Arcade, NY, was arrested following a traffic stop on Curriers Road in the Town
of Java. Moon was observed traveling south bound on Curriers Road at a high rate of speed on July 17th, 2026.<\/p>\n
Moon was observed traveling at 64-mph in a marked 40-mph zone.<\/p>\n
While speaking with Moon roadside, deputies observed signs of alleged impairment. Moon was asked to perform field sobriety tests, to which he agreed to participate and later performed poorly. Moon was taken to the Wyoming County Sheriff\u2019s Office for a Chemical Breath Test. Moon provided a positive blood alcohol reading.<\/p>\n
Moon was arrested and charged with Driving While Intoxicated (DWI), Aggravated DWI .08 of 1% or more Alcohol in Blood, and Speed in Zone<\/p>\n
Moon was issued an appearance ticket on all charges and was advised to return to the Town of Java Court at a later date.<\/p>\n
