Two other new elevators connect the mezzanine to the subway platforms.

The $106 million project is about more than just adding elevators. In an exclusive interview with the Brooklyn Eagle, MTA Construction and Development President Jamie Torres-Springer described the agency’s accomplishments and challenges at the historic station, and revealed some of the behind-the-scenes issues the agency faced in modernizing a subway station built at the turn of the 20th century.

<img loading="lazy" decoding="async" class="size-medium wp-image-404034" src="https://www.newsbeep.com/us-ny/wp-content/uploads/2026/07/Borough-Hall-ADA-upgrade-02-Mary-Frost-600x450.jpeg" alt="The subway construction under Joralemon Street required propping up Borough Hall, which shares a wall. Brooklyn’s Downtown Business District is one of the city’s top business districts, and Borough Hall is the fourth busiest subway station in Brooklyn, with an average of 21,143 weekday riders, he said.

While the 2- and 3-train section of the station has long been accessible via an elevator in Columbus Park, only the 4 and 5 trains to Manhattan were accessible. These latest renovations bring accessibility to the 4 and 5 trains in both directions.

<img loading="lazy" decoding="async" class="size-medium wp-image-404033" src="https://www.newsbeep.com/us-ny/wp-content/uploads/2026/07/Borough-Hall-ADA-upgrade-04-Mary-Frost-600x450.jpeg" alt="This mosaic and subway tile wall has been meticulously restored. Photo: Mary Frost/Brooklyn Eagle

Making a station ADA accessible is not just about providing an elevator to get folks down to the platform, he said. “We also have to make the whole, what we call ‘path of travel,’ ADA accessible.”

That means that someone who’s using a mobility device like a wheelchair has to be able to get from the street down to the train, and then be able to get onto the train. To do that, MTA creates an “ADA boarding area” on the platform, where the platform level lines up exactly with the opening of the train, with minimal gap.

“But in order to do that, because the platform was so old, we had to replace almost the whole platform on both sides,” Torres-Springer said.

<img loading="lazy" decoding="async" class="size-medium wp-image-404032" src="https://www.newsbeep.com/us-ny/wp-content/uploads/2026/07/Borough-Hall-ADA-upgrade-05-Mary-Frost-600x450.jpeg" alt="The Borough Hall subway station opened on Jan. 9, 1908 as the first subway initing the boroughs of Manhattan and Brooklyn, according to this restored plaque. As one of the oldest stations in the system, Borough Hall had “a huge slate of good-repair issues,” he said.

“At one point (in 2018), the ceiling fell in. That was because of the failure of the waterproofing and some of the system elements,” he said. “And so that meant there was actually a lot more structural work, a whole lot of ceiling, column and girder work.” This included redoing the waterproofing and replacing the entire ceiling, and paving the road surface above the station with protective layers to prevent water infiltration.

<img loading="lazy" decoding="async" class="size-medium wp-image-404030" src="https://www.newsbeep.com/us-ny/wp-content/uploads/2026/07/Borough-Hall-ADA-upgrade-06-Mary-Frost-600x450.jpeg" alt="This plaque and restored mosaic commemorate the first Rapid Transit Railroad constructed in Brooklyn, completed in 1908.
