The man accused of setting a fire outside a federal building in Manhattan and firing a BB gun toward it was arrested in Brooklyn last year after slashing the tires of a vehicle during a protest, a source close to the investigation told News 12.<\/p>\n
New video obtained by News 12 shows Andrew Arrabaca being arrested following the August 2025 incident at Grand Army Plaza.<\/p>\n
A source close to the investigation said a vehicle became stuck during a protest when Arrabaca approached it and slashed its tires.<\/p>\n
The video begins after the alleged tire slashing and shows a van with two flat tires. The driver is then seen getting out of the vehicle and confronting Arrabaca, who was wearing a green hat and holding a vulgar sign.<\/p>\n
Arrabaca was arrested about a half mile away from Prospect Park. The video appears to show officers holding a knife they recovered, along with identification with Arrabaca\u2019s name.<\/p>\n
A source told News 12 that Arrabaca was charged with criminal mischief and a hate crime. The hate crime charge was later dropped.<\/p>\n
Arrabaca was ordered to attend anger management classes, complete community service, and pay restitution to the victim. He ultimately received a disorderly conduct violation, according to the source.<\/p>\n
The Brooklyn District Attorney\u2019s Office said it could not comment because the case is sealed.<\/p>\n
Arrabaca, 43, was arrested again Monday<\/a> after federal prosecutors said he carried out an attack outside the Jacob K. Javits Federal Building in Manhattan.<\/p>\n
