NEW YORK \u2013 Today, Mayor Zohran Kwame Mamdani and Department of Finance (DOF) Commissioner Richard Lee began notifying property owners that they may be subject to the new \u201cpied-\u00e0-terre\u201d tax via mail. This\u202fmarks\u202fthe first step\u202fin implementing the tax \u2013 proposed in partnership with Governor Kathy Hochul and the State of New York \u2013 which applies to one- to three-family homes, condominiums,\u202fand co-ops when owners have a separate primary residence.<\/p>\n
To support property owners throughout the process, DOF has launched a dedicated webpage (nyc.gov\/npsurcharge<\/a>) featuring frequently asked questions, an eligibility tool, detailed guidance, and instructions for\u202fsubmitting\u202fdocumentation. The administration\u202falso funded 13 additional positions within DOF to implement the program and\u202fassist\u202fproperty owners and 11 additional staff positions at the Office of Administrative Tax Appeals (OATA) to support the administration of the surcharge.<\/p>\n The \u201cpied-\u00e0-terre\u201d tax was first announced alongside Governor Hochul this past April, as part of the Mayor\u2019s efforts to close a historic budget gap without slashing essential services or offsetting the cost onto working New Yorkers.<\/p>\n \u201cWhen I came into office, I made clear that our City would need long-term solutions to our city\u2019s long-term fiscal challenges,\u201d said Mayor Mamdani. \u201cOn Tax Day earlier this year, I promised that we would tax the rich, and with our new pied-\u00e0-terre tax, that is exactly what we have done. Today is the first step in implementing this tax and collecting critical revenue to fund our parks, schools and libraries.
