A multi-billion budget deficit is looming for New York City – and Mayor Zohran Mamdani is seemingly trying to get ahead of it.

The mayor instructed all city agencies to find “2.5% in savings for FY27, FY28 and the outyears,” and offered a survey employees can take to help the government find inefficiencies.

Just months ago, Mamdani delivered a $124.7 billion executive budget for FY2027.

But the work isn’t done. Next year, the city is expecting a shortfall of “at least $6 billion,” according to Comptroller Mark Levine, just as Mamdani had heavily relied on the state’s help to dig itself out of a hole in the last budget.

“Budget season may have just ended, but our work to build a government that delivers more for New Yorkers is never finished. Every dollar we save by making government work better is a dollar we can put toward services New Yorkers rely on,” Mamdani said in a release on the savings plan.

“By setting these ambitious savings targets early, we’re giving agencies ample time to thoughtfully review their operations, eliminate inefficiencies and strengthen the important work they do without compromising service.”

The city says they’ve already found $1.77 billion in savings after hiring chief savings officers at each agency. Mamdani also recently announced the creation of COGE, a commission that the city at the time said would “examine how the New York City Charter can better support public excellence by improving efficiency, modernizing city government and ensuring government keeps pace with New Yorkers’ needs.”

Some New York officials applauded the move by Mamdani as he looks for more savings ahead of the budget crunch time.

“These kind of measures are never easy,” Levine wrote on X.

“Launching a savings program now, early in the fiscal year, is the right thing to do. Kudos to the mayor for this prudent step.”
