Projects have been proposed. <a href=\"https:\/\/ccxmedia.org\/news\/brooklyn-center-opportunity-site-project-in-holding-pattern-due-to-financing\/\" data-wpel-link=\"internal\" target=\"_self\" rel=\"follow noopener noreferrer nofollow\">Proposals have fallen through<\/a>.<\/p>\n<p>Now a new concept plan has come forward that has city leaders optimistic about the possibilities.<\/p>\n<p>\u201cIt is a huge, huge undertaking,\u201d said Brooklyn Center City Council Member Dan Jerzak about the proposal at the city\u2019s July 27 economic development authority meeting. \u201cIt could be monumentally game-changing for the city.\u201d<\/p>\n<p>The Opportunity Site is an <a href=\"https:\/\/www.brooklyncentermn.gov\/government\/departments\/community-development\/opportunity-site\" target=\"_blank\" rel=\"noopener nofollow external noreferrer\" data-wpel-link=\"external\">80-acre area west of Highway 100, east of Shingle Creek Parkway, and between Bass Lake Road and Summit Drive<\/a>. The city has long envisioned creating a new walkable downtown for the area.<\/p>\n<p>Now a relatively new development group, Minneapolis-based Novarum Development Partners, is putting its ideas into the large site.\u00a0<\/p>\n<p>While new, Novarum says its team has more than 50 years of experience collectively in entrepreneurship. Its partners include Minneapolis-based RiverNorth Development Partners and DJR Architecture. The group is behind the <a href=\"https:\/\/www.mprnews.org\/story\/2026\/06\/22\/investor-group-plans-to-turn-former-wells-fargo-campus-into-multiuse-complex\" target=\"_blank\" rel=\"noopener nofollow external noreferrer\" data-wpel-link=\"external\">large-scale redevelopment of the vacant 24-acre Wells Fargo Home Mortgage campus in Minneapolis<\/a>.\u00a0<\/p>\n<p>Novarum said it specializes in \u201crepositioning underutilized properties into vibrant, mixed-use destinations.\u201d Its vision for Brooklyn Center is to have a community of owners transform the area with the company making sure design guidelines are followed.<\/p>\n<p>\u201cInstead of a community of renters, we would have a community of urban owners,\u201d said Dean Devolis, CEO of Novarum.<\/p>\n<p><img loading=\"lazy\" decoding=\"async\" aria-describedby=\"caption-attachment-205599\" class=\"wp-image-205599 size-full\" src=\"https:\/\/www.newsbeep.com\/us-ny\/wp-content\/uploads\/2026\/07\/Novarum-concept.jpg\" alt=\"Novarum concept plan for Brooklyn Center Opportunity Site.\" width=\"496\" height=\"769\"  \/><\/p>\n<p id=\"caption-attachment-205599\" class=\"wp-caption-text\">Novarum concept plan for Brooklyn Center Opportunity Site includes a waterway running through mixed-use development.<\/p>\n<p>Development with \u2018A Thousand Hands\u2019<\/p>\n<p>Ian Alexander, Brooklyn Center\u2019s economic development manager, said at the July 27 meeting that Novarum has worked on the concept with the city over the past couple months.<\/p>\n<p>\u201cThey\u2019re looking at doing some pretty innovative work in the the city,\u201d said Alexander.<\/p>\n<p>That concept calls for mixed-use planning that offers dense owner-occupied housing, retail and green space. The Novarum proposal features a waterway flowing through the development as a main feature, taking advantage of the area\u2019s high water table.<\/p>\n<p>What makes it innovative, according to Dovolis and Alexander, is the project isn\u2019t meant to have a single developer, but many, especially with the housing component that could bring in hundreds of prospective homeowners.<\/p>\n<p>\u201cThe idea instead of a single hand putting all this together, could be a thousand hands creating this,\u201d said Dovolis.\u201dBasically, hopefully, by the residents of the city investing, putting money into it.\u201d<\/p>\n<p>According to Dovolis, property owners would be given a set amount of time to build to avoid land speculation.
