man on fire\u201d on the subway<\/a> and \u201cthree large black men were raping a woman\u201d are among the claims made in the calls, police sources said.<\/p>\nIn others, he told 911 operators the Proud Boys placed \u201ca bomb under a car\u201d at the 46th Precinct stationhouse, that six Jewish males were beating up one black male and that five male whites shot a 5-year-old child, the sources said.\u00a0Some days he called more than 30 times, the sources said.<\/p>\n
The 911 operators frequently note that he\u2019s using racial slurs or ranting to them, the sources said.<\/p>\n
One police source said the calls were putting everyone in danger.\u00a0<\/p>\n
\u201cHe\u2019s putting not only officers at risk, he\u2019s putting civilians at risk,\u201d the source said. \u201cWe\u2019re activating lights and sirens on these calls.\u201d<\/p>\n

In one recent call, he told responding officers white men were chasing people, police sources said.<\/p>\n
When police officers found nothing at the location, a cop called him on the phone, the sources said.<\/p>\n
\u201cThe whites are chasing the f\u2014\u2013g monkeys,\u201d he told the officer, and then demanded to speak to a supervisor before calling the police officer a \u201cdumb n\u2014-r,\u201d according to the sources.<\/p>\n

The calls have been made from three different numbers and \u201cdiverted thousands of police officer hours and substantial public resources,\u201d delaying responses \u201cto actual victims,\u201d according to the documents<\/p>\n
His conduct, which has been referred to the Bronx District Attorney\u2019s Office, constitutes \u201ca continuous and deliberate course of criminal conduct,\u201d the sources said.<\/p>\n
He has 19 prior arrests, but most of those are sealed, police sources said.\u00a0<\/p>\n

He was arrested on Dec. 29, 2022, for throwing an egg at police officers at the 46th Precinct stationhouse in Fordham Heights, according to a criminal complaint. <\/p>\n
At the same time, he was charged with making terroristic threats for the alleged bogus Proud Boys bomb threat, the document shows.<\/p>\n
The Bronx District Attorneys Office didn\u2019t immediately respond when asked for the outcome of that case.<\/p>\n

He was also arrested in 2019 for squeezing a 55-year-old woman\u2019s buttocks at 8th Avenue and 14th Street in Manhattan\u2019s West Village, according to a criminal complaint.<\/p>\n
He was arrested in that case on May 22, 2019, and charged with misdemeanor harassment and second-degree physical contact, the record shows. He pleaded guilty to forcible touching and was ordered to complete a program, officials said.<\/p>\n

He could be charged with falsely reporting an incident, reckless endangerment, aggravated harassment and disorderly conduct for the callous calls, police sources said.<\/p>\n
\u201cHe gets put in a psych ward and they ask him if he\u2019s thinking about hurting himself or anyone else,\u201d one aggravated police source said. \u201cHe\u2019ll answer \u201cno\u201d to all those questions and he\u2019s out in an hour. Mental illness shouldn\u2019t be an excuse for committing crimes.\u201d<\/p>\n
Messages left at two numbers for Kharlamov weren\u2019t returned.<\/p>\n
