Vehicles traveling through the area sent waves of water onto nearby curbs, with drivers moving cautiously to avoid stalling in the deepest sections.<\/p>\n<p data-rich-text-paragraph=\"true\">Traffic slowed considerably as motorists took turns navigating the flooded roadway near a traffic light, waiting for oncoming vehicles to clear before proceeding. Drivers described the conditions as stressful, warning that heavy rain can cause vehicles to fail if drivers are not careful.<\/p>\n<p data-rich-text-paragraph=\"true\">City officials warned the heaviest rain would fall between 10 a.m. and 6 p.m., with downpours capable of producing up to two inches of rain an hour &#8211; enough to trigger flash flooding.
