Peter Stein, the so-called \u201cBoss of the Beach,\u201d now collecting a $570,000 pension<\/a> after careers with the Department of Education and Parks Department, is just the poster boy for corrupt abuse of New York public-employees benefits \u2014 and union leaders\u2019 complete lack of shame at these absurdities is damning.<\/p>\n

And that it\u2019s (mostly) completely legal doesn\u2019t make it any less corrupt.<\/p>\n

Stein worked as a full-time middle school gym teacher and (since teachers get summers off) as chief lifeguard, crucially also wielding power as a United Federation of Teachers chapter leader and the iron-fisted boss of the lifeguard supervisors\u2019 union, an affiliate of District Council 37.<\/p>\n

He left the job amid a Department of Investigation probe over allegations of mismanagement, retaliation, and inaction on sexual harassment \u2014 getting out in time to safely score that absurd payout.<\/p>\n

He\u2019s one of 62 new retirees who scored pensions of at least $200,000 last year<\/a>, per data on the Empire Center\u2019s SeeThroughNY<\/a> website; 490 got six-figure payouts.<\/p>\n

And the total pension payout to retired city workers was about $6.2 billion \u2014 including more than $52.7\u00a0million in \u201cback pay.\u201d <\/p>\n

The core system is not an outrage: Most \u201cfull career\u201d city retirees receive modest payouts \u2014 averaging $62,582 last year.<\/p>\n

But bigwigs and insiders exploit the rules to win obscene retirement amounts, notes the Empire Center\u2019s Abdullah Ar Rafee: \u201cBetween overtime spiking and legacy benefit rules, New York\u2019s pension design rewards benefit padding at the explicit expense of the public.\u201d <\/p>\n

And the corruption is growing worse: The number of six-figure retirees has doubled from about 1,600 in 2020 to 3,200 in 2025.<\/p>\n

Meanwhile the total pensioner population grew 7%, from 150,563 to 160,982 in 2025, while total payouts jumped 24%, more than three times as fast.\u00a0<\/p>\n

You\u2019ll never hear the leaders of the UFT, DC 27 or any other municipal union (including the police and fire ones) express outrage at these abuses, let alone offer to cooperate in reforms that could end them.<\/p>\n
