ALBANY- More than 55,000 New York State employees represented by the Civil Service Employees Association have ratified new five-year labor agreements with the state, Governor Kathy Hochul announced.

The contracts, covering four CSEA bargaining units, run from April 2, 2026, through April 1, 2031. CSEA members overwhelmingly approved the agreements.

The contracts provide annual wage increases of 4.5 percent, 4 percent, 3.5 percent, 3 percent, and 3 percent over the five-year term. They also include increases in location pay and several other payments specific to individual bargaining units.

Other provisions include 20 hours of paid prenatal leave and an increase in the amount of sick leave members may accumulate.

The agreements also make changes to health insurance, including eliminating certain co-pays and offering incentives for employees who use in-network providers. The union and state said the changes are intended to reduce health care costs for members.

“Every day, dedicated CSEA members perform essential work to keep New York moving, and these agreements recognize those efforts while also serving as a fair deal for New York’s taxpayers,” Hochul said in announcing the ratification.

CSEA President Mary E. Sullivan said the contracts recognize the work performed by state employees in a wide range of jobs, including maintaining roads, caring for vulnerable residents, maintaining parks, and college campuses, protecting communities, and providing other public services.

“I thank Governor Hochul for working with CSEA to reach an agreement that reflects the value of our members and the vital services they provide,” Sullivan said.

CSEA represents more than 55,000 state workers in four bargaining units. The new agreements will remain in effect through April 1, 2031.
