He was being held at the Outposted Therapeutic Housing Unit at Bellevue. The 104-bed unit was announced in April by Mayor Zohran Mamdani to facilitate the <a data-ylk=\"slk:closure of Rikers Island.;elm:context_link;itc:0;sec:content-canvas;\" data-yga=\"{&quot;yLinkElement&quot;:&quot;link&quot;,&quot;yLinkElementType&quot;:&quot;article_link&quot;}\" href=\"https:\/\/pix11.com\/news\/local-news\/two-rikers-island-inmates-die-24-hours-apart-officials\/\" rel=\"noopener noreferrer nofollow\" target=\"_blank\">closure of Rikers Island.<\/a> The facility opened after &#8220;years of delays,&#8221; city officials said in April.<\/p>\n<p class=\"mb-4 text-lg md:leading-8 break-words\">&#8220;For too long, people with serious medical needs have been left to suffer in a system that was never designed to care for them.
