New York City just froze the rent on roughly 1 million apartments<\/a>. So if you’re not already living in one, good luck getting in. <\/p>\n

Kay Dean pays about $1,480 a month for a stabilized apartment in Crown Heights, Brooklyn. She’s a 30-year-old public school teacher, and it took her close to two years to find her place, she told local outlet Patch<\/a>. Starting Oct. 1, stabilized leases like hers renew with a 0% increase. <\/p>\n

The vote, on the night of June 25, 2026, actually looked more like a rally than a board meeting, because hundreds of tenants<\/a> filled up a theater at El Museo del Barrio in East Harlem, chanted at the Rent Guidelines Board the whole way through and cheered when the last yes came in. The board voted 7-1<\/a> to freeze one- and two-year stabilized leases starting between Oct. 1, 2026 and Sept. 30, 2027. It had <\/a>never frozen two-year leases<\/a> before. <\/p>\n

Zohran Mamdani (New York City’s present Mayor) named six of the board’s nine members<\/a> in February. He called<\/a> the vote “a historic victory for New York City tenants.” <\/p>\n

But Christina Smyth, who is one of the board’s landlord representatives, quit that morning<\/a> instead of voting, saying the result had been locked in during the 2025 mayoral race. Landlord groups<\/a> fought the freeze and lost, even with the board’s own cost index<\/a> up 5.3% for the year. <\/p>\n

So if you’re still looking, here’s what you’re up against, and how people like Dean are getting in. <\/p>\n

Why a stabilized lease is worth fighting for <\/p>\n

For starters, there’s almost nothing on the market: board chair Chantella Mitchell put the citywide rental vacancy rate at 1.41% in her June statement<\/a>, and 0.98% for stabilized apartments. <\/p>\n

As for rent: In May, the city’s Independent Budget Office estimated<\/a> the median stabilized rent at around $1,600 per month. On the open market, Manhattan’s median for a new lease hit a record $5,000 in July<\/a>, according to appraisal firm Miller Samuel’s report for The Real Deal, and some renters are paying brokers thousands<\/a> just to see apartments that never reach the listing sites. <\/p>\n

Older New Yorkers seem to hold more of the cheap leases, too, because the city Comptroller’s office found in October 2025<\/a> that baby boomers and Gen Xers are far more likely than millennials and Gen Z to have a stabilized apartment. Also, the pool has shrunk: stabilized units were 28% of the city’s housing in 2023, down from 36% in 1991, the report says. <\/p>\n

Still, they do come back on the market. Allia Mohamed, CEO of Openigloo, a New York renter data platform, told Patch<\/a> that stabilized tenants move for the same reasons anyone does \u2014 a new job, family, a bigger place \u2014 and that the $800 apartment nobody ever leaves is a tiny slice of the stock. By February 2026, 35% of Openigloo’s users were filtering for stabilized listings, up from about 10% a year earlier. <\/p>\n

How some renters are getting in <\/p>\n

Dean grew up in Crown Heights. Listings that looked good online fell flat in person, and she ran into many scammers during her search. She stayed at her mother’s to save and picked up summer work on top of teaching first grade. A broker she hired eventually found the place. <\/p>\n

The Wall Street Journal recently profiled<\/a> other young New Yorkers who landed stabilized units, and some got there by knowing someone, others by moving before everyone else did. StreetEasy’s guide<\/a> says to keyword-search listings for “rent-stabilized.” <\/p>\n

Since Jan. 26, 2026, any building with stabilized units has also had to say so on a notice in its common areas under Local Law 86<\/a>, and the Rent Guidelines Board publishes lists of registered buildings by borough<\/a>. Keep in mind, though, that a building on the list can still have some apartments that aren’t stabilized. <\/p>\n

And once your name is on the lease<\/a>, you can request the apartment’s rent history<\/a> from New York State Homes and Community Renewal for free. It lists what the landlord has registered as the legal rent for every year it has been on file. Renters upload theirs to Openigloo, Mohamed said<\/a>, and the site has caught landlords overcharging for years \u2014 one tenant’s rent went from $3,400 a month to $1,800 once the record showed the apartment was stabilized. <\/p>\n

Dean’s own search ended after two years of rejections. “Don’t give up,” she said<\/a>. “The nos can’t defeat you.” <\/p>\n
