NEW YORK\u00a0\u2013 Today, ahead of the 25th Anniversary of the September 11th terrorist attacks, Mayor Zohran Kwame Mamdani will sign two Executive Orders to honor the victims, first responders, survivors, City workers and families whose lives were forever changed by the tragedy while strengthening City government\u2019s ability to protect New Yorkers and maintain essential services during emergencies.\u00a0\u00a0<\/p>\n
\u201cI am honored to\u00a0establish\u00a0the City\u2019s first Day of Remembrance and Service on September 11th to remember those we lost on that horrific day and the first responders,\u00a0families\u00a0and City workers whose lives were irrevocably changed in the aftermath. Through this Executive Order, we are calling on New Yorkers to honor their memory through service and deep reflection,\u201d said\u00a0Mayor Zohran Mamdani. \u201cWe must also recognize that remembrance carries a responsibility to strengthen our city, protect New Yorkers and ensure that government is prepared to deliver for people no matter the circumstances. ‘Never Forget’ is not a slogan. It is a commitment that we must carry forward through action. And that is precisely what these two Executive Orders\u00a0demonstrate.\u201d<\/p>\n
The first Executive Order\u00a0establishes\u00a0September 11th as an official Citywide Day of Remembrance and Service. It directs the administration to\u00a0designate\u00a0time that day for a moment of silence in honor of those who were killed in the attacks and those who suffered health consequences in the years since. City agencies are also encouraged to hold memorial ceremonies, educational\u00a0programming\u00a0and other activities to honor those lost, their families and the first responders who answered the call.\u00a0\u00a0<\/p>\n
The Mayor\u2019s Office will work with NYC Service to promote community service and volunteer opportunities for New Yorkers and encourage City agencies to\u00a0participate. While similar Days of Remembrance exist at the State and Federal levels, this is the first such action taken by a New York City mayor.\u00a0<\/p>\n
The second Executive Order\u00a0strengthens and modernizes the City\u2019s Continuity of Operations planning for the first time since 2007, helping ensure that City government can\u00a0continue delivering\u00a0essential services and protecting New Yorkers during an emergency.\u00a0\u00a0<\/p>\n
The Executive Order establishes\u00a0the City\u2019s first Continuity and Mission Assurance Team (CMAT), a senior interagency body chaired by the Deputy Mayor for Operations and composed of leadership from NYC Emergency Management (NYCEM), the Office of Technology and Innovation (OTI), the Department of Citywide Administrative Services (DCAS) and the Office of Management and Budget. The team will meet regularly to strengthen operational preparedness, coordinate continuity\u00a0planning\u00a0and ensure City government is ready to deliver for New Yorkers, no matter the circumstances.<\/p>\n
\u201cBy\u00a0designating\u202fSeptember 11\u202fas a Day of Service and Remembrance, we remember those we lost and carry forward the spirit that defined our\u00a0City\u00a0in its darkest hours. Service was the legacy of those who answered the call on September 11, 2001, and those who have died since. The greatest tribute we can pay them is to continue serving one another with compassion,\u00a0courage\u00a0and a shared commitment to building a stronger New York,\u201d said\u00a0New York City\u00a0Fire\u00a0Department\u00a0Commissioner Lillian Bonsignore.\u00a0<\/p>\n
\u201cSeptember 11 is a day to remember the lives we lost, honor the heroes who answered the call, and renew our commitment to serving our communities,\u201d said\u00a0NYC Emergency Management Commissioner Christina Farrell.\u00a0\u201cDeclaring September 11 an official Day of Remembrance and Service ensures that we carry that legacy of service forward. We are putting that same commitment into action by strengthening our Continuity of Operations Program. It will make sure that the\u00a0City\u00a0is prepared to keep essential services available when New Yorkers need them most. Together, these actions reflect what resilience means for New York City: remembering where we have been, supporting each other and preparing for what may come next.\u201d\u00a0<\/p>\n
\u201c25 years ago, we experienced the unimaginable\u00a0\u2014\u00a0and New Yorkers and city workers came together to rebuild our city,\u201d said DCAS\u00a0Commissioner Yume Kitasei.\u00a0\u201cOn this upcoming Day of Remembrance and Service, we will join the mayor in recommitting to our promise to never forget the sacrifices made that day and the months after, and as a core member of the Continuity and Mission Assurance Team, DCAS stands ready and prepared.\u201d\u00a0<\/p>\n
\u201cAs we reflect on the solemn legacy of\u202fSeptember 11th\u202fand honor those we lost, we are reminded that preparedness is essential to keeping New Yorkers safe,\u201d said\u202fChief Technology Officer and OTI Commissioner Lisa Gelobter. \u201cTechnology powers the City\u2019s critical response capabilities, and modernizing our operational preparedness is essential to keeping New Yorkers safe.\u202fThrough this Executive Order, OTI is deepening our interagency collaboration with agency partners and City Hall to ensure our systems, communications and emergency playbooks are resilient and built for any challenge.<\/p>\n
\u201c9\/11 is a significant day in New York City history \u2013 a day of tremendous loss and tragedy, and also a day when New Yorkers of all backgrounds came forward to serve each other,\u201d said\u00a0Chief Service Officer Laura Rog. \u201cOver the last 25 years, our city and country have made the commitment to show up for each other even in the darkest, hardest hours. Every act of service by every New Yorker since 2001 has not only honored the first responders, family and friends and recovery workers impacted, but each act has also woven the legacy of service across generations to turn our grief into a spirit of service that carries us forward.\u201d<\/p>\n
\u201cOn the 25th anniversary of September 11, we remember the brave first responders who answered the call in the face of unspeakable tragedy,\u00a0participated\u00a0in rescue and recovery operations and succumbed to illnesses or suffer from illnesses until this very day.\u00a0We also honor the thousands of victims who lost their lives on that fateful day, and the family and friends who carry their legacy. And we recognize and appreciate the OMB employees who were working on that day and experienced the aftermath,\u201d said\u00a0Mayor’s Office of Management and Budget Director Sherif Soliman. \u201cOMB is proud to partner with other City agencies in order to leverage our expertise and institutional knowledge in support of the Mayor’s Continuity of Operations Program, and to ensure that the City’s resources are appropriately marshaled to strengthen the city\u2019s emergency preparedness posture and service delivery capabilities.\u201d<\/p>\n
