ALBANY, NY (WNYT) \u2014 New York is moving ahead with a major overhaul of its high school graduation system, including a shift away from requiring students to pass a prescribed set of Regents exams to earn a diploma.<\/p>\n
The change is part of the state Education Department\u2019s \u201cNY Inspires\u201d education transformation, a multi-year plan aimed at rethinking how students learn, are assessed and demonstrate their readiness for life after high school.<\/p>\n
Beginning with students graduating in 2028, New York will move from its current system of Local, Regents and Regents with Advanced Designation diplomas to one New York State high school diploma.<\/p>\n
The Regents with Advanced Designation will become a seal or endorsement recognizing additional academic achievement.<\/p>\n
Regents exams will not be eliminated. Instead, they will continue to serve as rigorous statewide measures of student achievement of New York\u2019s learning standards, but students will no longer have to pass a prescribed set of those exams to graduate.<\/p>\n
The state says the new approach will also change how students can demonstrate what they have learned.<\/p>\n
Schools will use a range of local assessment strategies, including classroom assessments, student work, performance-based learning and educator observations. State assessments will also be part of the overall picture.<\/p>\n
The goal, according to Education Commissioner Betty A. Rosa, is to strengthen teaching and learning while creating deeper, more meaningful educational experiences for students.<\/p>\n
Rosa says maintaining rigorous standards while giving students more opportunities to apply their knowledge, think critically, solve problems and demonstrate what they know and can do will better prepare them for college, careers, civic life and the future.<\/p>\n
She also says the changes will give educators more opportunities to engage students in high-quality learning and provide a more complete picture of student growth and achievement.<\/p>\n
The new diploma system is one of four major transformations included in NY Inspires. The state also plans to adopt a \u201cPortrait of a Graduate,\u201d redefine credits and learning experiences, and sunset separate diploma assessment requirements.<\/p>\n
The state\u2019s timeline calls for regulatory changes to be discussed in 2027, with the new requirements taking effect for the 2027-28 school year.<\/p>\n
Federal law will still require statewide high school assessments in English Language Arts, math and science. New York also includes social studies in its federal accountability plan. Those assessments will remain separate from the requirements for earning a high school diploma.<\/p>\n
The state says additional guidance will be provided to school districts as the new system is developed and implemented.<\/p>\n
