That’s above the city’s target but still nearly 7% down from the prior 12-month period.

The report covers every city agency over the last six months of the Adams administration and the first six months of the Mamdani administration.

“There are new policy tools available to them that the previous administration didn’t have,” said Ben Wetzler of Open New York, a group that advocates for more housing development. “There’s going to be a huge increase in the amount of affordable housing that the city is going to create. As a result of that, you’re going to see, regardless of whatever is accounting for that small decrease.”

The administration is targeting 28,000 units by the end of next June, as part of a larger goal to build more than 200,000 new affordable units over 10 years, costing $22 billion.

Still, the share of projects where applicants were approved within three months shrank to 7%; within six months, it was down to 26%.

Median time to approve an application increased 26 days over a year, to 236 days.

“We’re seeing those units taking almost a month longer to fill those buildings once they’re done,” Andrew Rein, president of the Citizens Budget Commission, said. “We have to get people approved, and those buildings filled as soon as possible.”

On early childhood education, Mamdani is trying to reverse a trend of dwindling interest.

More parents applied for 3-K programs, and the city made over 5% more offers of seats for the 2025 school year that began under Mayor Adams.

Yet, enrollment declined more than 2% to 43,678 — a figure that fell below the city’s target. Enrollment also declined for pre-K.

The report cites declining birth rates, families moving out of the city and lack of outreach from the Adams administration.

But the number suggests parents were disinterested in taking an offer.

“Why did that happen? What did they end up doing instead? That may help inform the city’s areas of focus and outreach moving forward,” Grace Rauh of Citizens Union told NY1.

The report expects enrollment to improve for this school year that just began under Mayor Mamdani, with more seats added to the program.

An annual report on the performance of city agencies shows that Mayor Zohran Mamdani and his administration have…

[35
109,25,13408,75,84,83,9,24,12,63,87,27,200
post-350738","post","type-post","status-publish","format-standard","has-post-thumbnail","category-manhattan","tag-app-local-state-politics","tag-app-top-stories","tag-dan-rivoli","tag-manhattan","tag-manhattan-headlines","tag-manhattan-news","tag-new-york","tag-new-york-city","tag-news","tag-nyc","tag-politics","tag-top-stories","tag-vod
["GET
