The fiscal year it captures also represents the final six months of the Eric Adams administration.

The more than 500-page report highlights the nitty-gritty data points that all add up to making the city run.

As he continues to push for his larger affordability and housing goals, Mayor Mamdani has focused on smaller concerns — like potholes.

Last fiscal year, which ran from July 2025 through June 2026, there were 21% more pothole work orders, and 27% more were repaired.

City workers and supporters held signs at the Knockdown Center in Queens supporting Mayor Zohran Mamdani’s “pothole politics” after his first 100 days in office, April 12, 2026. The 29,996 assaults tallied in fiscal 2026 mark a five-year high, up nearly 20% from fiscal 2022.

The number of transit-related summonses issued (most often for fare-beating) continued to rise, hitting an all-time high of 181,143 in fiscal 2026. Adams had made turnstile jumpers a key priority.

Commuters pay their subway fare at Bowling Green in Manhattan, May 4, 2026. But since Mamdani announced in November he was keeping Commissioner Tisch, nearly all of these cases — 93% — have resulted in sanctions.

Response Times Continue to Rise for FDNY and EMS

Though the number of life-threatening medical emergencies dipped slightly, the Fire Department continued to struggle with response times due to a decrease in ambulance crews as EMTs were called off the promotions list to become firefighters.

As a result, the time it took for ambulances and fire companies to respond to life-threatening medical emergencies rose from 7:45 minutes in fiscal 2025 to 9:13 minutes.

Looking just at ambulances, the delay was even longer, from 8 minutes, 49 seconds to 10 minutes, 32 seconds, a 20% increase.

Playgrounds Are Aging and Harder to Repair

Last winter’s record-breaking cold didn’t just shatter records. The below-zero temperatures caused “significant damage to plumbing systems in a large number of public restroom buildings” operated by the Parks Department, the report said.

Repairs couldn’t be made until things warmed up and both “supply chain and fiscal constraints” delayed parts to fix them.

A rendering shows a proposed modular bathroom for Fort Washington Park’s Discovery Playground, which has been stalled by a series of bureaucratic hurdles. At the same time, it took DCAS an average of 101 business days — or nearly six months — to deliver those results. Most of that stems from a Dec. 2025 agreement with Starbucks totaling $38.9 million for thousands of workers who claimed the coffee giant messed with their schedules. That settlement, the largest of its kind in city history, was announced in the final weeks of the Adams administration.

More Snow, More Trash

This winter the city saw 45.5 inches of snowfall — almost five times more than in the prior fiscal year and the highest amount in more than a decade.

The amount of salt used on city streets increased by 115%, to 504,811 tons.

People trudge through the snow while buses run along empty Brooklyn streets during a blizzard, Feb. 23, 2026. In fiscal 2026, it fell even further to 59.8%.

With more than 6,000 empty apartments and a waiting list that hovers around 170,000, NYCHA also continued to struggle in turning around vacant units. The average turnaround time in Fiscal 2026 was just over a year — 357 days. That’s up from 160 days in 2022.

Fiscal Year 2026 saw a 30% jump in the number of privately owned apartments that left programs meant to improve tenants’ poor housing conditions, such as the Alternative Enforcement Program: from 4,857 units to 6,346.
