ENERGY: Maryland Gov. Wes Moore (D) has signed an executive order imposing new regulations on large data centers. The order requires data centers that consumer at least 25 megawatts of electricity to meet five policy principles to win expedited permitting, including a review to ensure the centers don\u2019t overwhelm the grid and that they pay for the power they consume. The coalition is touting model legislation known as the Stopping Abuse and Fraud Enabled by Platforms Act, which creates liability for platforms that don\u2019t do enough to combat fraud, requires safer design features and easy reporting for victims of fraud. Pritzker (D) signed an executive order establishing an AI Cabinet made up of experts and representatives of state agencies to formulate policy proposals to analyze and assess risks to residents and critical infrastructure. The group will formulate policies and procedures to protect water systems, education and IT systems. (Associated Press<\/a>)<\/p>\n MORE: California Gov. Newsom has signed an executive order to recruit a panel of experts to enhance AI safeguards, including the possible creation of a \u201ckill switch\u201d to shut down technology in emergency situations. The executive order calls for third-party oversight of safety and security risks. (State Affairs<\/a>)<\/p>\n EDUCATION: A New Mexico task force has recommended a screen time moratorium for K-2 students. The Public Education Department currently requires computer-based testing in elementary schools, including an AI program for those in kindergarten through second grade.
