In addition, she joined discussions hosted by Food Tank and the Ag Policy Forum, where she underscored the growing challenges facing farmers and reaffirmed CDFA\u2019s priority of fostering a climate-smart, resilient, and regenerative food system. The partnership will build upon our shared commitment to sustainable growth, accelerate the transition to zero-emission transportation, and expand opportunities for the next generation.<\/p>\n<p class=\"x_skipProofing\" role=\"presentation\">Brazil (2025): California signed a <a id=\"OWA326aad63-8191-5d89-e6bf-d993e6e3a338\" class=\"x_OWAAutoLink\" title=\"https:\/\/www.gov.ca.gov\/2025\/09\/23\/california-and-brazil-ink-new-climate-partnership-to-cut-pollution-protect-public-health-strengthen-economy\/\" href=\"https:\/\/www.gov.ca.gov\/2025\/09\/23\/california-and-brazil-ink-new-climate-partnership-to-cut-pollution-protect-public-health-strengthen-economy\/\" data-auth=\"NotApplicable\" data-linkindex=\"8\" rel=\"nofollow noopener\" target=\"_blank\">memorandum of understanding with<\/a> the Brazilian federal government to scale up cooperation on climate, clean energy, cutting pollution, and job-creating climate opportunities. This new partnership, announced in September 2025, will advance market-based carbon pricing programs, expand clean transportation, including zero-emission vehicles and low-carbon fuels, and strengthen air quality management through enhanced monitoring and regulatory controls. The partnership also focuses on conserving 30% of lands and coastal waters by 2030, including nature-based solutions and biodiversity protection. In 2025, California also advanced a<a id=\"OWA32b97f67-a491-a906-aca5-cd68d497c97d\" class=\"x_OWAAutoLink\" title=\"https:\/\/www.gov.ca.gov\/wp-content\/uploads\/2025\/11\/Final_Para-CA-MOU_11.10.25.pdf\" href=\"https:\/\/www.gov.ca.gov\/wp-content\/uploads\/2025\/11\/Final_Para-CA-MOU_11.10.25.pdf\" data-auth=\"NotApplicable\" data-linkindex=\"9\" rel=\"nofollow noopener\" target=\"_blank\"> partnership with the State of Par\u00e1 to strengthen cooperation on wildfire prevention and response<\/a> \u2014 enhancing forest monitoring, identifying areas most at risk, and sharing research and expertise to improve firefighting and emergency management.\u00a0<\/p>\n<p class=\"x_skipProofing\" role=\"presentation\">Kenya (2025): California signed a partnership focused on cutting pollution and supporting trade. <a id=\"OWAe73c3b84-f010-da16-b2b6-9779225aad90\" class=\"x_OWAAutoLink\" title=\"https:\/\/www.gov.ca.gov\/2025\/09\/25\/california-and-kenya-join-in-a-historic-partnership-to-curb-emissions-and-boost-trade\/\" href=\"https:\/\/www.gov.ca.gov\/2025\/09\/25\/california-and-kenya-join-in-a-historic-partnership-to-curb-emissions-and-boost-trade\/\" data-auth=\"NotApplicable\" data-linkindex=\"10\" rel=\"nofollow noopener\" target=\"_blank\">The partnership advances medium- and long-term low-carbon development<\/a>, policy research, development, and innovation in sustainable land use and urban planning that reduces long commutes and urban sprawl, while promoting integrated land use and transport systems.\u00a0<\/p>\n<p class=\"x_skipProofing\" role=\"presentation\">Noord-Holland (2024): California and Noord-Holland signed a Letter of Intent advancing next-generation air mobility \u2014 from drones to zero-emission aircraft. Joint innovation missions are producing pilot projects that inform California\u2019s Advanced Air Mobility Implementation Plan and readiness for major global events.<\/p>\n<p class=\"x_skipProofing\" role=\"presentation\">Australia (2023): <a id=\"OWA031152d0-cfb2-a4ee-dc1d-cf0d069ab4a1\" class=\"x_OWAAutoLink\" title=\"https:\/\/www.gov.ca.gov\/2023\/08\/15\/governor-newsom-announces-new-climate-partnership-with-australia\/\" href=\"https:\/\/www.gov.ca.gov\/2023\/08\/15\/governor-newsom-announces-new-climate-partnership-with-australia\/\" data-auth=\"NotApplicable\" data-linkindex=\"11\" rel=\"nofollow noopener\" target=\"_blank\">California signed a memorandum of understanding with Australia<\/a> that helped inform the country\u2019s first-ever vehicle emissions standards through input from the California Air Resources Board. The California Public Utilities Commission and California ISO have also advised Australia on electricity market reform to better align incentives for renewable energy.<\/p>\n<p class=\"x_skipProofing\" role=\"presentation\">British Columbia (2023): California and British Columbia signed a memorandum of understanding on mutual wildfire assistance that is delivering results. British Columbia sent incident management experts to support California\u2019s Palisades Fire in 2025, while CAL FIRE deployed personnel during British Columbia\u2019s 2025 fire season. These exchanges established a lasting framework for cross-border wildfire support.<\/p>\n<p class=\"x_skipProofing\" role=\"presentation\">China (2023): California signed five memoranda of understanding with China\u2019s National Development and Reform Commission, the provinces of Guangdong and Jiangsu, and the municipalities of Beijing and Shanghai to advance cooperation in cutting greenhouse gas emissions, transitioning away from fossil fuels, and developing clean energy.<\/p>\n<p class=\"x_skipProofing\" role=\"presentation\">Denmark (2021): California and Denmark signed a memorandum of understanding to collaborate on groundwater mapping, leak detection, and water efficiency, which has modernized California\u2019s data systems and informed key state programs, like the Airborne Electromagnetic Survey. Danish technologies and expertise have helped strengthen drought and water-supply resilience statewide.<\/p>\n<p class=\"x_skipProofing\" role=\"presentation\">Mexico (Baja California &amp; Sonora): California signed memoranda of understanding with the Mexican states of Baja California and Sonora to advance zero-emission freight corridors, clean ports, and battery manufacturing \u2014 strengthening North American supply chains and workforce readiness. Joint forums have already produced new research collaborations and training programs advancing clean-tech.<\/p>\n<p>California\u2019s clean energy leadership<\/p>\n<p class=\"x_skipProofing\">Since Governor Newsom took office in 2019, California has <a id=\"OWA7eb5489a-0b83-419a-a618-7fdcf9bf7996\" class=\"x_OWAAutoLink\" title=\"https:\/\/www.cpuc.ca.gov\/trackingenergy\" href=\"https:\/\/www.cpuc.ca.gov\/trackingenergy\" data-auth=\"NotApplicable\" data-linkindex=\"12\" rel=\"nofollow noopener\" target=\"_blank\">added<\/a> more than 37,000 megawatts of utility-scale clean and renewable energy to serve the California grid \u2014 and battery storage has ramped up from fewer than 700 MW to more than <a id=\"OWAa167155d-653f-e8dd-400a-c1ac2b958011\" class=\"x_OWAAutoLink\" title=\"https:\/\/www.energy.ca.gov\/news\/2026-08\/california-surpasses-21000-megawatts-battery-resources-supporting-states\" href=\"https:\/\/www.energy.ca.gov\/news\/2026-08\/california-surpasses-21000-megawatts-battery-resources-supporting-states\" data-auth=\"NotApplicable\" data-linkindex=\"13\" rel=\"nofollow noopener\" target=\"_blank\">21,000 MW<\/a>, helping make the grid more reliable and pushing the state further along its clean energy transition.<\/p>\n<p class=\"x_skipProofing\">Batteries play a key role in California\u2019s goal of getting all of its electricity from clean sources by 2045. The most recent numbers, from the end of 2024, show real progress: 67% of retail electricity sales in the state already come from clean energy. Last year, clean energy met <a id=\"OWA8ac9e340-b253-643a-5b88-631048115c80\" class=\"x_OWAAutoLink\" title=\"https:\/\/www.energy.ca.gov\/data-reports\/clean-energy-serving-california\/tracking-progress-toward-100-clean-energy\" href=\"https:\/\/www.energy.ca.gov\/data-reports\/clean-energy-serving-california\/tracking-progress-toward-100-clean-energy\" data-auth=\"NotApplicable\" data-linkindex=\"14\" rel=\"nofollow noopener\" target=\"_blank\">100% of the state\u2019s electricity needs<\/a> for at least part of the day on 279 separate days. So far in 2026, that\u2019s happened on more than nine out of 10 days during the first half of the year.<\/p>\n<p class=\"x_skipProofing\">Clean energy is also good for the economy. California leads the nation in total clean energy jobs, with 552,300 workers employed across clean energy technologies, nearly twice as many as the second-ranked state, Texas, according to a <a id=\"OWA4ad4b0c6-26ff-d5a4-7c8f-9fbaab489251\" class=\"x_OWAAutoLink\" title=\"https:\/\/e2.org\/reports\/clean-jobs-california-2025\/\" href=\"https:\/\/e2.org\/reports\/clean-jobs-california-2025\/\" data-auth=\"NotApplicable\" data-linkindex=\"15\" rel=\"nofollow noopener\" target=\"_blank\">2025 report from E2<\/a>.
