{"id":358725,"date":"2026-09-28T12:22:10","date_gmt":"2026-09-28T12:22:10","guid":{"rendered":"https:\/\/www.newsbeep.com\/us-ny\/358725\/"},"modified":"2026-09-28T12:22:10","modified_gmt":"2026-09-28T12:22:10","slug":"monstrous-ny-shopping-mall-that-aimed-to-spark-troubled-downtown-devolves-into-bane-of-dem-run-city","status":"publish","type":"post","link":"https:\/\/www.newsbeep.com\/us-ny\/358725\/","title":{"rendered":"Monstrous NY shopping mall that aimed to spark troubled downtown devolves into bane of Dem-run city"},"content":{"rendered":"<p>It\u2019s a New Roc pity.<\/p>\n<p>The 1.2 million-square-foot New Roc City shopping center was supposed to be the cornerstone of a revitalization of the long-neglected downtown in New Rochelle when it opened to great fanfare in 1999.<\/p>\n<p>Nearly three decades later, the mall is an eyesore in disrepair, with few tenants, fewer customers and occasional roving bands of rowdy young toughs that scare away shoppers and families. <\/p>\n<p>Several New Roc City escalators, elevators and exits were blocked or broken on Labor Day. James Messerschmidt for NY Post<\/p>\n<p>\u201cIt just sucks,\u201d one New Roc retailer told The Post. \u201cIt was a really bad idea and it didn\u2019t work. They were trying to make it cool, but it just sucks. It\u2019s a pain in the ass.<\/p>\n<p>\u201cNew Roc City just sucks,\u201d he reiterated. \u201cIt\u2019s obviously been a big flop.\u201d<\/p>\n<p>The shopping center at 33 LeCount Place cost nearly $200 million to build, once boasting the county\u2019s first IMax movie theater, fitness and education businesses, and dining and recreation, including a thrill-ride called the Space Shot that drew families and youngsters.<\/p>\n<p>New Roc City in New Rochelle was open for business on Labor Day, but was largely abandoned. Several of the storefronts remain vacant after COVID,  James Messerschmidt for NY Post<\/p>\n<p>Yet, over the years the mall\u2019s design and location spelled doom.<\/p>\n<p>\u201cNew Roc City was supposed to be the ultimate hangout spot for friends, couples and single people,\u201d said DC Andino, a county resident who once took classes at a Monroe College campus nearby. \u201cBut now it\u2019s dead. I grew up coming here and it used to be so lively. Now, it\u2019s all dim and dead.\u201d<\/p>\n<p>Community leaders said several factors played a role in the mall\u2019s decline, including an enclosed design, changes in entertainment and shopping trends, and a shift in New Rochelle\u2019s downtown redevelopment strategy, which focused on luring New York City commuters who don\u2019t frequent local haunts.<\/p>\n<p>\u201cIt\u2019s like Oz, and Oz isn\u2019t real,\u201d Jim Killoran, a longtime New Rochelle activist and executive director of the Fuller Center for Housing of Greater New York City, said of the mall. \u201cAnd who\u2019s the wizard?<\/p>\n<p>New Roc City in New Rochelle is suffering from abandoned stores, disrepair and safety concerns. . Bloomberg via Getty Images<\/p>\n<p>\u201cIt\u2019s a mall next to a main street, and they call themselves separate,\u201d Killoran said. \u201cThere\u2019s New Roc City and then there\u2019s the rest of us. You don\u2019t have people saying, \u2018Hey, let\u2019s go to New Roc tonight.\u2019 It\u2019s antithetical to a successful project. It\u2019s like a whole different world to downtown.\u201d<\/p>\n<p>Security and safety has been another concern, with several disturbing incidents in recent years despite a New Rochelle police outpost inside the shopping center. <\/p>\n<p>Last year, a 47-year-old man was arrested on federal charges after a<a href=\"https:\/\/nypost.com\/2025\/04\/07\/us-news\/westchester-hotel-fire-leads-cops-to-breaking-bad-wannabe-drug-lab\/\" rel=\"nofollow noopener\" target=\"_blank\"> fire caused by a drug lab<\/a> in a room at the Residence Inn hotel at New Roc City. <\/p>\n<p>In July 2024, police arrested a pair of gun-toting thugs in the New Roc parking garage after a nearby shooting, four months after shots were fired during a scuffle outside a Burger King inside the mall. <\/p>\n<p>New Roc City cost nearly $200 million when it opened, but has since been in long decline.  Bloomberg via Getty Images<\/p>\n<p>Today, groups of youngsters occasionally roam the mall, intimidating patrons and families, while signs of disrepair and neglect are visible throughout the facility. <\/p>\n<p>\u201cThe smell of urine, elevators not working, rats and plenty of homeless in areas of the garage,\u201d said local activist and past candidate for elected office James O\u2019Toole. \u201cThe fire system does not work after the city just installed a new one, most of the doors to the stairwells don\u2019t work and most exit signs are not lit.<\/p>\n<p>\u201cThere are plenty of abandoned cars on all levels of the garage,\u201d he said. \u201cThe garage entrance near the Hotel has been closed off for over three months. The bottom level is littered with construction debris.\u201d<\/p>\n<p>New Rochelle, which has a population of about 80,000 residents has seen a number of high-rise residential buildings spring up in recent years with its Democrat-run City Council embracing redevelopment of the area with a walkable, transit-oriented focus around its Metro-North station.<\/p>\n<p>Originally developed by Cappelli Enterprises, New Roc was sold nearly a decade ago to EPR Properties, a Kansas City-based real estate investment firm that still owns the facility. <\/p>\n<p>A spokesperson for the firm maintained that the shopping center \u201cremains an active entertainment and mixed-use destination with tenants spanning entertainment, recreation, fitness, dining and hospitality.<\/p>\n<p>New Roc City on Labor Day was almost entirely vacant, with many shuttered stores and few shoppers.  James Messerschmidt for NY Post<\/p>\n<p>\u201cIt has evolved over the years as consumer preferences and surrounding downtown have changed,\u201d the rep said. \u201cWe continue to operate and invest in the property while evaluating opportunities to enhance its long-term role in New Rochelle.\u201d<\/p>\n<p>The spokesperson said EPR does not consider the mall unsafe or in disrepair, noting that the COVID epidemic impacted retailers and entertainment centers, but that New Roc \u201crebounded,\u201d with new tenants that include an Audi dealership and Soccer Roof.<\/p>\n<p>\u201cOur focus is not on what might have been done differently, but on how New Roc City can evolved with the downtown,\u201d he added. <\/p>\n<p>Likewise, a rep for New Rochelle City Hall said the mall \u201chas long been an important part of New Rochelle\u2019s downtown and continues to evolve\u201d alongside \u201csignificant growth investment\u201d in the area.<\/p>\n<p>New Roc City is pictured on Labor Day. James Messerschmidt for NY Post<\/p>\n<p>They said New Roc remains an important part of the city\u2019s downtown plans.<\/p>\n<p>Despite the rosy outlook, shopping center retailers and city residents don\u2019t share the optimism.<\/p>\n<p>\u201cIt\u2019s abandoned,\u201d New Rochelle resident Keith Collins said. \u201cWe talk about this all the time.<\/p>\n<p>\u201cThey need a medium level store like an Old Navy, maybe a Uniqlo or H&amp;M,\u201d Collins said. \u201cFor a mall, you need foot traffic.\u201d<\/p>\n<p>Additional reporting by Mark Lungariello<\/p>\n","protected":false},"excerpt":{"rendered":"It\u2019s a New Roc pity.
