The steps, months after almost half of House Democrats voted to cut off aid to Israel, are the latest sign of an expanding appetite in the party to move beyond expressions of disapproval and toward measures that could reorder the U.S.-Israeli relationship.

“While I was pleased so many of my Democratic colleagues joined this effort, it’s clear the United States must do more,” said Senator Chris Van Hollen, Democrat of Maryland and the author of the human rights measure. “It is our responsibility to ensure recipients of U.S. taxpayer dollars act in line with our laws and our values.”

He added that “this resolution was an opportunity to shed light on a reality that flies in the face of that principle.”

The measure was blocked on a vote of 51 to 47. But it attracted support from almost the entire Democratic caucus, including from Senator Chuck Schumer of New York, the minority leader and a staunch supporter of Israel. The sole Democratic “no” vote was from Senator John Fetterman of Pennsylvania, who is an unequivocal backer of Israel.

One Republican, Senator Rand Paul of Kentucky, voted with Democrats in favor of the resolution.

The issue of Israel and Gaza has repeatedly exposed divisions in the Democratic Party throughout this year’s midterm campaign. But in this case, the vote demonstrated near unity on an issue that drew far less support just two years ago.

In 2024, when Senator Bernie Sanders, the Vermont independent, forced a vote on a similar resolution seeking a State Department report on whether human rights violations had occurred in Gaza, just 11 Democrats voted to move the resolution forward.

Mr. Van Hollen’s measure invoked a never-tested section of the Foreign Assistance Act that allows Congress to demand information about the human rights practices of countries receiving U.S. security aid, and to cut off the money if an administration refuses to disclose it.

It would have required the State Department to produce an unclassified report examining Israel’s human rights record in the West Bank, including any effort to investigate the cases of nine U.S. citizens “killed by violent Israeli settlers or Israeli security forces.”

Coming just weeks before the midterm elections that have been shaped by Democratic voters’ mounting hostility toward Israel, it was seen by some senators in the party as a way to register opposition to the conduct of Netanyahu government without going as far as cutting off military aid. Still, it marked a clear break with the past, when most Democrats would reflexively vote against any measure that challenged Israel.

“That we’ve gotten to the point of a unanimous rebuke is astounding,” said Jeremy Ben-Ami, the president of J Street, the center-left lobbying group. “It used to be there was unanimous Democratic support for every pro-Israel resolution. Now it’s unanimous to take on their human rights violations.”

The debate has taken on new urgency during another burst of violence in the West Bank, where attacks by Israelis and Palestinians have fueled an increasingly volatile cycle.

Earlier on Tuesday, more than 100 Israeli settlers attacked Palestinians and soldiers in the West Bank when the military tried to return a Palestinian family to its home months after being forced out following a long campaign of violence.

As the violence continues, some Democrats are moving beyond investigations and are instead seeking to impose direct consequences on Israelis involved in expanding settlements.

Last week, Senator Chris Coons, the Delaware Democrat who would be in line to become the chairman of the Foreign Relations Committee if his party were to win control of the Senate, introduced legislation that would impose sanctions on Israel for the construction of settlements in the E1 area of the West Bank, a strategically significant patch of land that would split the West Bank in two and complicate the potential creation of a Palestinian state.

The move was notable for Mr. Coons, who has joined with Republicans to oppose his party’s bids to block U.S. weapons sales to Israel, saying that he would not “abandon our steadfast ally.”

Representative Joaquin Castro of Texas, a senior Democrat on the Foreign Affairs Committee, on Thursday is set to introduce a broader bill that would punish Israel for the construction of any new settlements throughout the West Bank and Gaza, as well as the expansion of existing ones. It also would prohibit the import of goods made in the settlements.

The bill is expected to be cosponsored by Democratic Representatives Don Beyer of Virginia, Madeleine Dean of Pennsylvania, Greg Casar of Texas and Sara Jacobs of California.

In a statement to The New York Times, Mr. Castro said that the record expansion of West Bank settlements was one of the top impediments to peace.

“Democrats must face this with urgency — act now or watch the prospect of Palestinian self-determination slip away forever,” he said. “Congress should and can be using every tool we have available, including sanctions.”

The recent moves come just weeks after Britain, France and Canada announced coordinated sanctions on Israeli settlements in the occupied West Bank.

Democrats in Congress are increasingly adopting a more punitive approach to dealing with Israel, taking a series of…

[36
83493,98,100,99,85643,133971,80642,133970,1448,651,133972,88103,662,859,60,38701,17073,46937,9,24,63,40923,24727,855,1554,1876,80641
post-360360","post","type-post","status-publish","format-standard","has-post-thumbnail","category-brooklyn","tag-bernard","tag-brooklyn","tag-brooklyn-headlines","tag-brooklyn-news","tag-charles-e","tag-christopher-a","tag-christopher-jr","tag-coons","tag-defense-and-military-forces","tag-democratic-party","tag-e1-west-bank","tag-foreign-aid","tag-gaza-strip","tag-house-of-representatives","tag-israel","tag-israeli-settlements","tag-law-and-legislation","tag-midterm-elections-2026","tag-new-york","tag-new-york-city","tag-nyc","tag-sanders","tag-schumer","tag-senate","tag-united-states-international-relations","tag-united-states-politics-and-government","tag-van-hollen
["GET
