A judge in Staten Island sided with homeowners to delay the implementation of New York City\u2019s pied-\u00e0-terre tax, dealing a blow to the city\u2019s rollout of the levy.<\/p>\n

New York State Supreme Court Justice Wayne Ozzi ordered the city to replace a list of of thousands of properties that it says are potentially subject to the tax on second homes. The ruling also rescinds notices mailed to property owners in July, Chris Dolmetsch reports<\/a>. <\/p>\n
