The rent freeze for rent-stabilized apartments takes effect Thursday, meaning tenants renewing a rent-stabilized lease will receive a renewal offer at the same rent they paid last year.<\/p>\n

The city\u2019s Rent Guidelines Board voted in June to pause rent increases<\/a>, approving a 0% increase for one- and two-year leases.<\/p>\n

Freezing the rent was a key campaign promise for Mayor Zohran Mamdani<\/a>. But the decision faces an ongoing legal challenge<\/a> over whether the board was able to act independently.<\/p>\n

Some rent-stabilized tenants said the freeze makes it easier to budget and plan for the future.<\/p>\n

\u201cIt makes us think a little further in advance and not have to worry about how much it might go up for at least two years, which is really nice considering how everything is going up right now.\u201d<\/p>\n

The freeze applies to the city\u2019s approximately 1 million rent-stabilized apartments.<\/p>\n

Last month, a Staten Island judge ruled that all written communications between mayor\u2019s office personnel and board personnel from Jan. 1 to June 25 of this year must be turned over<\/a>.<\/p>\n

The order stemmed from the lawsuit seeking to overturn the board\u2019s decision. The suit argues that the board\u2019s decision was influenced by Mamdani, who repeatedly promised during his mayoral campaign that he would freeze rents if elected.<\/p>\n

Judge Brendan T. Lantry wrote that the lawsuit\u2019s allegations \u201chave raised significant concern to this court regarding the lawfulness of the Board\u2019s procedure\u201d in voting for a freeze.<\/p>\n

Landlords are hoping the court\u2019s ultimate decision will force the Rent Guidelines Board to reconsider the freeze and implement a rent increase.<\/p>\n

Landlord advocates argue that a rent freeze will do more harm than good.<\/p>\n

\u201cWhen you restrain and restrict the revenue and finances of a building and they have no ability for the costs that continue to go up, especially on an unprecedented two year rent freeze as if we know what\u2019s going to happen in two years, this is going to cause a lower quality housing for so many tenants,\u201d said Kenny Burgos.<\/p>\n
