Josh Riley (NY-19) introduced the <a href=\"https:\/\/ocasio-cortez.house.gov\/sites\/evo-subsites\/ocasio-cortez-evo.house.gov\/files\/evo-media-document\/ocasny_062_xml.pdf\" target=\"_self\" rel=\"nofollow noopener\" title=\"https:\/\/ocasio-cortez.house.gov\/sites\/evo-subsites\/ocasio-cortez-evo.house.gov\/files\/evo-media-document\/ocasny_062_xml.pdf\">Restoring Essential Plan Coverage Act<\/a> to restore federal funding for New York\u2019s Essential Plan.<\/p>\n<p class=\"text | article-text\">The bill seeks to reestablish coverage for nearly 15,000 people in NY-19 and more than 450,000 New Yorkers statewide, according to Riley\u2019s <a href=\"https:\/\/riley.house.gov\/2026\/10\/06\/riley-introduces-bill-to-restore-health-coverage-for-450000-new-yorkers\/\" target=\"_self\" rel=\"nofollow noopener\" title=\"https:\/\/riley.house.gov\/2026\/10\/06\/riley-introduces-bill-to-restore-health-coverage-for-450000-new-yorkers\/\">website<\/a>.<\/p>\n<p class=\"text | article-text\">The Essential Plan provides inclusive health coverage at affordable rates for working families.<\/p>\n<p class=\"text | article-text\">Riley says funding was reduced under <a href=\"https:\/\/www.congress.gov\/bill\/119th-congress\/house-bill\/1\" target=\"_self\" rel=\"nofollow noopener\" title=\"https:\/\/www.congress.gov\/bill\/119th-congress\/house-bill\/1\">H.R. 1<\/a>, Republicans\u2019 One Big Beautiful Bill Act. He says the change pushes some Upstate New Yorkers toward more expensive private insurance or loss of coverage.<\/p>\n<p class=\"text | article-text\">\u201cUpstate New Yorkers work hard, play by the rules, and deserve health care they can actually afford,\u201d Riley said. \u201cWashington politicians handed out massive tax breaks to the wealthy and big corporations, then paid for them by ripping health care away from working families. These cuts will drive up premiums, put more pressure on our rural hospitals, and leave thousands of Upstate New Yorkers without coverage. I\u2019m fighting to reverse them and restore the health care our communities depend on.\u201d<\/p>\n<p class=\"text | article-text\">The proposal follows Riley\u2019s prior health care actions. Those include supporting the <a href=\"https:\/\/www.congress.gov\/bill\/119th-congress\/house-bill\/2610\/all-info\" target=\"_self\" rel=\"nofollow noopener\" title=\"https:\/\/www.congress.gov\/bill\/119th-congress\/house-bill\/2610\/all-info\">Protecting Options for Seniors Act<\/a> in April 2025 for fairer rural hospital reimbursement and requesting over <a href=\"https:\/\/riley.house.gov\/2025\/05\/27\/riley-requests-funding-15-community-projects-across-upstate-new-york\/\" target=\"_self\" rel=\"nofollow noopener\" title=\"https:\/\/riley.house.gov\/2025\/05\/27\/riley-requests-funding-15-community-projects-across-upstate-new-york\/\">$55 million<\/a> for rural infrastructure and community health projects in May 2025.<\/p>\n<p class=\"text | article-text\">In July 2025, he opposed H.R. 1 over Medicaid cuts and potential hospital closures.<\/p>\n<p class=\"text | article-text\">In August 2025, he co-sponsored the <a href=\"https:\/\/www.congress.gov\/bill\/119th-congress\/house-bill\/3063\/text\" target=\"_self\" rel=\"nofollow noopener\" title=\"https:\/\/www.congress.gov\/bill\/119th-congress\/house-bill\/3063\/text\">Rural Hospital Stabilization Act<\/a> to provide $500 million in emergency support for rural hospitals.<\/p>\n<p class=\"text | article-text\">In November 2025, he <a href=\"https:\/\/riley.house.gov\/2025\/11\/13\/riley-demands-answers-insurance-companies-cutting-medicare-advantage-plans\/\" target=\"_self\" rel=\"nofollow noopener\" title=\"https:\/\/riley.house.gov\/2025\/11\/13\/riley-demands-answers-insurance-companies-cutting-medicare-advantage-plans\/\">sent letters<\/a> to UnitedHealth Group, Humana and CVS Health over dropped Medicare Advantage plans in rural Upstate communities.<\/p>\n<p class=\"text | article-text\">In December 2025, he supported <a href=\"https:\/\/riley.house.gov\/2025\/12\/04\/riley-unveils-bipartisan-plan-to-lower-healthcare-costs-and-protect-coverage-for-upstate-new-york-families\/\" target=\"_self\" rel=\"nofollow noopener\" title=\"https:\/\/riley.house.gov\/2025\/12\/04\/riley-unveils-bipartisan-plan-to-lower-healthcare-costs-and-protect-coverage-for-upstate-new-york-families\/\">CommonGround2025<\/a> to address premium hikes and coverage affordability.<\/p>\n<p>Copyright 2026 WBNG.
