It shows NYPD officers arrive on scene, where 28-year-old Oscar Belgal is on the ground, wounded and cuffed, surrounded by ICE agents.<\/p>\n<p data-rich-text-paragraph=\"true\">The shooting happened around 4 p.m. near Marble Hill Avenue and West 225th Street. The NYPD responded minutes later.<\/p>\n<p data-rich-text-paragraph=\"true\">As the officers first drive up to the scene, one officer is heard stating, &#8220;He has a gun,&#8221; referring to one of the ICE agents, who was wearing a construction vest and wielding a long gun.<\/p>\n<p data-rich-text-paragraph=\"true\">Belgal suffered a gunshot wound to the neck, according to NYPD Commissioner Jessica Tisch. She says the officers opened fire while Belgal sat inside his Honda CRV with his 5-year-old son in the back seat.<\/p>\n<p data-rich-text-paragraph=\"true\">The bodycam video shows NYPD officers rendering aid to Belgal, who The Department of Homeland Security referred to as a &#8220;criminal illegal alien&#8221; from the Dominican Republic. <\/p>\n<p data-rich-text-paragraph=\"true\">The footage then captures NYPD officers carrying Belgal to an unmarked police car, placing him in the backseat and driving him to New York Presbyterian Allen Hospital.<\/p>\n<p data-rich-text-paragraph=\"true\">DHS said the ICE officers &#8220;immediately rendered aid&#8221; to Belgal.
