Sandy pushed salt water through the Rockaways, Broad Channel and Howard Beach in 2012. On Sept. 29, 2023, JFK Airport logged its wettest day on record and the Grand Central Parkway was shut down. On July 31, 2025, a flash flood submerged cars on the Clearview Expressway and along Northern Boulevard in Bayside. Storms like these leave behind cars that can resurface years later on a used-car listing, looking fine.

Where you shop is the first filter. One advantage of starting at a Honda dealership serving Queens instead of a private listing is that dealers must post the FTC’s Buyers Guide on every used car they sell, and a certified pre-owned car arrives with an inspection and a history report behind it. A private seller owes you far less. The checks below are worth doing yourself anywhere in the borough, from Astoria to Arverne.

Two kinds of flood car to watch for

Queens buyers face two versions of the problem. The first is the out-of-state car. TheFTC warns that after hurricanes, storm-damaged cars are sometimes cleaned up and taken out of state for sale, which puts distance between the car and anyone who saw it underwater. The second is closer to home. A flash flood like the one on the Clearview can put water over the door sills without totaling a car, and if the owner never files a claim, no database may ever record it. Either way, damage to wiring, computers, airbag systems and the transmission can take months to show.

A five-step flood check

Run the VIN. The National Insurance Crime Bureau’s VINCheck is free and flags reported salvage or flood history, though it only knows about damage an insurer reported. The federal site vehiclehistory.gov adds title and odometer records.
Read the title itself. In New York, a title issued for a rebuilt salvage vehicle carries the brand “REBUILT SALVAGE: NY,” and a seller who hides salvage history can be fined up to $2,000.
Smell before you look. Mold, decay or an overpowering scent of cleaning products are all warning signs.
Look where detailers skip. Check the seat rails, door hinges and the metal under the dashboard for rust, and pull up a corner of the carpet. In a car that has spent summers near Rockaway Beach, a little sand under the seats is normal. Fine silt, a dried waterline or carpet that looks newer than the rest of the interior is not.
Pay for an inspection. A mechanic can find corrosion in connectors and modules that no history report will ever mention.

Take a typical Howard Beach buyer who finds a clean-looking crossover through a private listing in northeast Queens. The history report comes back clear. But the cabin smells heavily of air freshener, the seat bolts are orange with rust, and the carpet under the floor mats is a different shade from the trunk lining. The buyer walks away before paying for an inspection, which is the right call. A clean report only shows what someone reported.

Buying where the paperwork is in writing

Plaza Honda is part of Plaza Auto Mall, family-owned on Nostrand Avenue in Brooklyn since 1975, and sells new, used and Certified Pre-Owned vehicles with a free CARFAX report on every used and CPO car. Its certified inventory is listed atwww.plazahonda.com/certified-inventory. For Queens buyers, the borough line matters less than it looks: delivery is free within 25 miles, a radius that covers all five boroughs, from Astoria and Flushing to Jamaica and the Rockaways. The service department offers pickup and drop-off across the five boroughs as well, with factory-trained technicians and genuine OEM parts, so routine maintenance doesn’t mean a drive to Brooklyn.

The takeaway

In a borough that floods from the Rockaways to Bayside, treat a clean history report as a starting point, not a verdict. Run the VIN, read the title, trust your nose and get the car on a lift before you pay. Buying from a seller who has to put disclosures in writing removes one more unknown from the deal.

Queens gets a lesson in flooded cars every few years.
