LINCOLN, Vt. (WCAX) – Town administrators in Lincoln have been fighting a parking ticket for months, saying there\u2019s no way the citation, issued by New York City, makes sense.<\/p>\n
That ticket was for the town\u2019s 5-ton excavator, which they say hasn\u2019t even left the garage often, much less been to the Big Apple.<\/p>\n
\u201cThis is totally wrong, this is totally incorrect,\u201d Lincoln Town Administrator Trish Waugh said about the ticket that came in the mail.<\/p>\n
The fine claimed the town\u2019s excavator was parked illegally in Queens and came with a $115 fine.<\/p>\n

Trish Waugh: No, I\u2019ve been on New York City streets, especially Queens. How does this get parked on a street and anybody able to get by it?<\/p>\n
Waugh said things aren\u2019t adding up, especially because it would be nearly impossible for the large vehicle to make a near-300-mile trip south. Traffic-free, it would take 12 hours.<\/p>\n
\u201cMax speed is 25 miles per hour. I\u2019m pretty sure you would run out of gas,\u201d Waugh said.<\/p>\n
She said the excavator\u2019s main use is to move the sand pile out back, and it rarely leaves the vicinity of the garage, where it\u2019s kept under lock and key.<\/p>\n
\u201cWe don\u2019t have a trailer that can trail it. You can\u2019t drive it on the road. And even if somebody had backed up a trailer to grab it while we weren\u2019t around, it lives in the garage; there\u2019s no way anybody could have gotten in to get it,\u201d Waugh said.<\/p>\n
Waugh said she also mailed New York City a check for the parking ticket, but it hasn\u2019t been cashed. And the town had now racked up late fines on top of the original cost.<\/p>\n
\u201cIt\u2019s not even a matter of the money. It\u2019s taken more money to fight this thing than the actual cost of the ticket, but it\u2019s not right,\u201d Waugh said.<\/p>\n
The whole process has taken months, something the town says is eating up valuable time.<\/p>\n
\u201cSomething else isn\u2019t getting done because I\u2019m dealing with this. I\u2019m not getting a grant or I\u2019m not applying for needed funding,\u201d Waugh said.<\/p>\n
WCAX News contacted New York City\u2019s Department of Finance for more information about the process but had not yet heard back when this story was published.<\/p>\n
Waugh said they\u2019ll have a meeting in the next few weeks to appeal the decision.<\/p>\n
