Fernando is a seasoned financial services litigator with more than a decade of experience advising banks and other financial institutions. His practice focuses on litigation involving foreclosures, declaratory judgments, quiet title, and breach-of-contract actions, as well as matters before the New York State Department of Financial Services.<\/p>\n
He regularly defends financial institutions against claims under federal and state consumer protection statutes, including TILA, RESPA, FDCPA, New York General Business Law \u00a7 349, and New York Banking Law \u00a7\u00a7 6-l and 6-m.<\/p>\n
Fernando is also a recognized leader in the legal community. He has held significant leadership roles in several professional organizations, including serving as the Hispanic National Bar Association\u2019s Region II Governor (2026-2028), a 2026 Fellow of the Leadership Council on Legal Diversity, and as a former Next Generation Lideres Mentor with LatinoJustice PRLDEF. He is also active in the Conference on Consumer Finance Law, the Mortgage Bankers Association, and the Puerto Rican Bar Association.<\/p>\n

A former official at the US Department of Housing & Urban Development and assistant general counsel and executive director at JPMorgan Chase, he brings more than two decades of litigation and transactional experience to regulatory and enforcement matters across a variety of consumer finance products and services, including credit cards, auto, student, and mortgage loans, deposit accounts, buy-now-pay-later, and payments.<\/p>\n
