It has already weakened."},"content":{"rendered":"<p class=\"default__StyledText-sc-1px4eze-0 egVxCn body-paragraph\">Sign up for <a href=\"https:\/\/ckbe.at\/4g9eqIV\" target=\"_self\" rel=\"nofollow noopener\" title=\"https:\/\/ckbe.at\/4g9eqIV\">Chalkbeat New York\u2019s free daily newsletter<\/a> to get essential news about NYC\u2019s public schools delivered to your inbox.<\/p>\n<p class=\"default__StyledText-sc-1px4eze-0 egVxCn body-paragraph\">Zohran Mamdani campaigned on ending mayoral control of New York City\u2019s public school system \u2014 by far his <a href=\"https:\/\/www.chalkbeat.org\/newyork\/2025\/07\/01\/zohran-mamdani-give-upmayoral-control-nyc-public-schools-mayor-race\/\" rel=\"nofollow noopener\" target=\"_blank\">most significant education promise<\/a>.<\/p>\n<p class=\"default__StyledText-sc-1px4eze-0 egVxCn body-paragraph\">As debate intensifies over whether the mayor-elect should follow through on that pledge, a significant shift has flown under the radar: Under Mayor Eric Adams, the chief executive\u2019s power over the school system has weakened.<\/p>\n<p class=\"default__StyledText-sc-1px4eze-0 egVxCn body-paragraph\">On paper, the city\u2019s mayor still exerts near-complete authority over the city\u2019s schools. The mayor hires and fires the head of the school system and appoints a majority of the school board, known as the Panel for Educational Policy, or PEP.<\/p>\n<p class=\"default__StyledText-sc-1px4eze-0 egVxCn body-paragraph\">But from his first months in office, Adams struggled to manage the board, which voted against several <a href=\"https:\/\/www.chalkbeat.org\/newyork\/2022\/3\/23\/22993910\/pep-rejects-contract-adams-mayoral-control\/\" rel=\"nofollow noopener\" target=\"_blank\">administration<\/a> <a href=\"https:\/\/www.chalkbeat.org\/newyork\/2022\/4\/28\/23045950\/pep-fair-student-funding-formula-vote-eric-adams\/\" rel=\"nofollow noopener\" target=\"_blank\">proposals<\/a>. During his term, state lawmakers <a href=\"https:\/\/www.chalkbeat.org\/newyork\/2022\/6\/3\/23153132\/nyc-schools-eric-adams-mayoral-control-albany-lower-class-sizes\/\" rel=\"nofollow noopener\" target=\"_blank\">diluted the mayor\u2019s power<\/a>, adding new parent representatives to the panel while preventing the mayor from removing appointees who vote against the administration\u2019s proposals.<\/p>\n<p class=\"default__StyledText-sc-1px4eze-0 egVxCn body-paragraph\">More recently, as a lame duck, Adams has ceded more power. He has allowed three of his 13 mayoral seats on the 24-member board to go unfilled, handing the majority to board members selected by others.<\/p>\n<p class=\"default__StyledText-sc-1px4eze-0 egVxCn body-paragraph\">And in recent months, the panel has repeatedly voted against City Hall\u2019s proposals \u2014 an extraordinary departure from boards under previous administrations that only occasionally bucked the mayor. On Wednesday, in an unusual move, they voted down the Education Department\u2019s budget.<\/p>\n<p class=\"default__StyledText-sc-1px4eze-0 egVxCn body-paragraph\">\u201cThe idea that we are rubber stamps and aren\u2019t making judgements \u2014 that\u2019s in the past,\u201d Greg Faulker, the <a href=\"https:\/\/www.chalkbeat.org\/newyork\/2024\/09\/14\/mayor-eric-adams-picks-gregory-faulkner-for-panel-for-educational-policy-chair\/\" target=\"_self\" rel=\"nofollow noopener\" title=\"https:\/\/www.chalkbeat.org\/newyork\/2024\/09\/14\/mayor-eric-adams-picks-gregory-faulkner-for-panel-for-educational-policy-chair\/\">chair of the board who was appointed by Adams<\/a>, said of the board\u2019s larger role.<\/p>\n<p class=\"default__StyledText-sc-1px4eze-0 egVxCn body-paragraph\">Six months after Mamdani takes office, it will be up to lawmakers in Albany whether to extend mayoral control in its current form. The question for Mamdani is whether he will lobby lawmakers for sweeping reforms or embrace a PEP that has become detached from City Hall.<\/p>\n<p>PEP seen as \u2018mere formality\u2019 under some mayors<\/p>\n<p class=\"default__StyledText-sc-1px4eze-0 egVxCn body-paragraph\">During the campaign, Mamdani pledged to end mayoral control and replace it with a system that shares power with families and educators, though he has not said what that means.<\/p>\n<p class=\"default__StyledText-sc-1px4eze-0 egVxCn body-paragraph\">His critique of mayoral control has zeroed in on the PEP, which he contends does not take community input into account, especially on contentious <a href=\"https:\/\/www.chalkbeat.org\/newyork\/2025\/05\/01\/pep-votes-to-close-ms-394-open-central-brooklyn-literacy-academy\/\" rel=\"nofollow noopener\" target=\"_blank\">school closure<\/a>, <a href=\"https:\/\/www.chalkbeat.org\/newyork\/2024\/10\/25\/nyc-quietly-accelerates-mergers-of-small-schools-as-enrollment-drops\/\" rel=\"nofollow noopener\" target=\"_blank\">mergers<\/a>, or <a href=\"https:\/\/www.chalkbeat.org\/newyork\/2024\/03\/20\/banks-teachers-disagree-aftermath-controversial-building-swap\/\" rel=\"nofollow noopener\" target=\"_blank\">re-location proposals<\/a>.<\/p>\n<p class=\"default__StyledText-sc-1px4eze-0 egVxCn body-paragraph\">\u201cThey go to a hearing about the future of a school that their children go to \u2014 eight hours of testimony,\u201d Mamdani <a href=\"https:\/\/www.ms.now\/morning-joe\/watch\/zohran-mamdani-time-for-us-to-have-a-politics-that-puts-the-people-first-251284549775\" target=\"_self\" rel=\"nofollow noopener\" title=\"https:\/\/www.ms.now\/morning-joe\/watch\/zohran-mamdani-time-for-us-to-have-a-politics-that-puts-the-people-first-251284549775\">said in a recent television interview<\/a>. \u201cMeanwhile, the decision was actually made weeks and months prior, and this is just a mere formality.\u201d<\/p>\n<p class=\"default__StyledText-sc-1px4eze-0 egVxCn body-paragraph\">Former Mayor Michael Bloomberg won mayoral control of the school system in 2002. He did not tolerate dissent from the PEP \u2014 and famously fired two of his own appointees for opposing a plan to end \u201csocial promotion\u201d of students from one grade level to the next. After replacing them in what was dubbed the <a href=\"https:\/\/www.chalkbeat.org\/newyork\/2019\/3\/1\/21109256\/michael-bloomberg-is-running-for-president-what-you-should-know-about-the-billionaire-s-education-re\/\" rel=\"nofollow noopener\" target=\"_blank\">\u201cMonday night massacre,\u201d<\/a> the proposal passed. <\/p>\n<p class=\"default__StyledText-sc-1px4eze-0 egVxCn body-paragraph\">Ultimately, Bloomberg\u2019s board passed numerous controversial proposals, including dozens of school closures despite community resistance. <\/p>\n<p class=\"default__StyledText-sc-1px4eze-0 egVxCn body-paragraph\">Former Mayor Bill de Blasio, who ran in opposition to many of Bloomberg\u2019s education policies, vowed to <a href=\"https:\/\/www.chalkbeat.org\/newyork\/2014\/1\/22\/21103344\/pledging-real-debate-de-blasio-appoints-five-pep-members\/\" rel=\"nofollow noopener\" target=\"_blank\">give the board\u2019s mayoral appointees more independence<\/a>. But little changed in practice. The board typically voted in lockstep with the administration\u2019s wishes, with only a <a href=\"https:\/\/www.chalkbeat.org\/newyork\/2021\/1\/28\/22253729\/nyc-testing-gifted-admissions\/\" rel=\"nofollow noopener\" target=\"_blank\">few exceptions<\/a>. In one episode, a mayoral appointee <a href=\"https:\/\/www.chalkbeat.org\/newyork\/2018\/3\/1\/21104423\/in-stunning-rebuke-oversight-board-rejects-two-of-de-blasio-s-school-closure-plans\/\" rel=\"nofollow noopener\" target=\"_blank\">cast a decisive vote against two school closures<\/a> proposed by the administration. In short order, <a href=\"https:\/\/www.chalkbeat.org\/newyork\/2018\/3\/9\/21104469\/after-voting-down-school-closures-de-blasio-appointee-to-education-panel-is-out\/\" rel=\"nofollow noopener\" target=\"_blank\">she was off the board<\/a>.<\/p>\n<p>Adams loses his grip on mayoral control<\/p>\n<p class=\"default__StyledText-sc-1px4eze-0 egVxCn body-paragraph\">From his first months in office, Adams lost the tight grip on the PEP that other mayors have enjoyed.<\/p>\n<p class=\"default__StyledText-sc-1px4eze-0 egVxCn body-paragraph\">Adams was <a href=\"https:\/\/www.chalkbeat.org\/newyork\/2022\/4\/26\/23043615\/eric-adams-nyc-schools-pep-vacancy-mayoral-control\/\" rel=\"nofollow noopener\" target=\"_blank\">slow to appoint panel members early in his term<\/a> and was forced to hastily withdraw one of them after her anti-gay writing came to light. With a vacant slot, City Hall <a href=\"https:\/\/www.chalkbeat.org\/newyork\/2022\/4\/28\/23045950\/pep-fair-student-funding-formula-vote-eric-adams\/\" rel=\"nofollow noopener\" target=\"_blank\">lost a routine vote<\/a> to approve the city\u2019s funding formula. (It was <a href=\"https:\/\/www.chalkbeat.org\/newyork\/2022\/5\/18\/23126194\/new-york-schools-banks-student-funding-high-needs\/\" rel=\"nofollow noopener\" target=\"_blank\">approved at the next month\u2019s meeting<\/a> after the chancellor vowed to review the funding scheme.)<\/p>\n<p class=\"default__StyledText-sc-1px4eze-0 egVxCn body-paragraph\">But managing the board has also grown more complex. The PEP has nearly doubled in size since 2019 \u2014 a response from state lawmakers to concerns that the governance system is not responsive to community input.<\/p>\n<p class=\"default__StyledText-sc-1px4eze-0 egVxCn body-paragraph\">It now includes 24 voting members, including five selected by parent leaders, one chosen by each of the five borough presidents, 13 mayoral appointees, and a chair selected by the mayor from a list devised by state lawmakers. (The schools chancellor, a secretary, two students, and a representative from the comptroller\u2019s office serve as non-voting members.)<\/p>\n<p><img decoding=\"async\" data-chromatic=\"ignore\" alt=\"A photograph of a large group of people sitting at a long table on a stage with a large screen hanging from the ceiling.\" class=\"c-image\" loading=\"lazy\" src=\"https:\/\/www.newsbeep.com\/us-ny\/wp-content\/uploads\/2025\/11\/HYHGHG3HPFAQ3IDIT5EJNKCEHE.jpg\"  width=\"800\" height=\"533\"\/>The city&#8217;s Panel for Educational Policy has voted down some Adams administration proposals at recent meetings. (Alex Zimmerman \/ Chalkbeat) <\/p>\n<p class=\"default__StyledText-sc-1px4eze-0 egVxCn body-paragraph\">Members serve one-year terms, and the mayoral appointees can\u2019t be removed if they vote against the administration\u2019s wishes, a change state lawmakers made <a href=\"https:\/\/www.chalkbeat.org\/newyork\/2022\/6\/3\/23153132\/nyc-schools-eric-adams-mayoral-control-albany-lower-class-sizes\/\" rel=\"nofollow noopener\" target=\"_blank\">just months after Adams took office<\/a>.<\/p>\n<p class=\"default__StyledText-sc-1px4eze-0 egVxCn body-paragraph\">\u201cHaving PEP members who can\u2019t be summarily dismissed as Bloomberg did is an important structural difference,\u201d said Jeffrey Henig, a political science professor at Columbia University. \u201cIt can be a more vital body that sometimes stands up to the mayor.\u201d<\/p>\n<p class=\"default__StyledText-sc-1px4eze-0 egVxCn body-paragraph\">The larger board means more panel members are weighing in on any given decision, making it harder to forge a majority if there are more dissenting voices. City Hall must also devote more effort to recruiting panel members to fill the mayor\u2019s 13-member majority.<\/p>\n<p class=\"default__StyledText-sc-1px4eze-0 egVxCn body-paragraph\">Asked why the mayor has not filled three vacancies on the board, a City Hall spokesperson said it can be difficult to quickly find qualified people. The position is unpaid and requires attending monthly public meetings that sometimes stretch past midnight. <\/p>\n<p class=\"default__StyledText-sc-1px4eze-0 egVxCn body-paragraph\">\u201cOur administration continues to work hard to ensure this panel is well-staffed,\u201d City Hall spokesperson Zachary Nosanchuk wrote in an email.<\/p>\n<p class=\"default__StyledText-sc-1px4eze-0 egVxCn body-paragraph\">Notably, Mamdani may not be able to appoint a majority to the PEP when he takes office because the current members\u2019 terms won\u2019t expire until June.<\/p>\n<p>\u2018You need to listen to us\u2019: A more independent PEP opposes the administration<\/p>\n<p class=\"default__StyledText-sc-1px4eze-0 egVxCn body-paragraph\">No issue has reflected the changing power dynamics between the mayor and the PEP more than the <a href=\"https:\/\/www.chalkbeat.org\/newyork\/2025\/10\/21\/nyc-school-bus-companies-threaten-shutdown-layoffs-in-contract-dispute\/\" rel=\"nofollow noopener\" target=\"_blank\">recent negotiations<\/a> over school bus contracts, which cost nearly $2 billion each year.<\/p>\n<p class=\"default__StyledText-sc-1px4eze-0 egVxCn body-paragraph\">After the contracts expired over the summer, city officials agreed to a five-year extension with the bus companies. But dozens of parents and advocates flooded PEP meetings to argue that they should approve a shorter extension to give officials more room to overhaul the troubled system entirely. <\/p>\n<p class=\"default__StyledText-sc-1px4eze-0 egVxCn body-paragraph\">\u201cDon\u2019t reward bad behavior,\u201d parent Christi Angel said at the September PEP meeting. \u201cThis is a broken system.\u201d<\/p>\n<p class=\"default__StyledText-sc-1px4eze-0 egVxCn body-paragraph\">Despite the companies\u2019 handshake agreement with the city for a five-year contract, the PEP passed a resolution saying they wouldn\u2019t support it \u2014 including the mayoral appointees. The bus companies <a href=\"https:\/\/www.chalkbeat.org\/newyork\/2025\/10\/21\/nyc-school-bus-companies-threaten-shutdown-layoffs-in-contract-dispute\/\" rel=\"nofollow noopener\" target=\"_blank\">later threatened to lay off their workers<\/a>, potentially grinding the whole system to a stop. The PEP held firm.<\/p>\n<p class=\"default__StyledText-sc-1px4eze-0 egVxCn body-paragraph\">\u201cOnce that resolution passed, it was game over,\u201d Faulkner said, noting the administration encouraged the PEP to approve a five-year deal. \u201cAnd the fact that it passed unanimously was a further indication that you need to listen to us.\u201d<\/p>\n<p class=\"default__StyledText-sc-1px4eze-0 egVxCn body-paragraph\">On Wednesday evening, the PEP <a href=\"https:\/\/www.chalkbeat.org\/newyork\/2025\/11\/20\/panel-for-educational-policy-approves-three-year-school-bus-contract\/\" rel=\"nofollow noopener\" target=\"_blank\">approved a three-year extension<\/a> of the contracts.<\/p>\n<p class=\"default__StyledText-sc-1px4eze-0 egVxCn body-paragraph\">Shortly after, the chancellor, <a href=\"https:\/\/www.chalkbeat.org\/newyork\/2025\/10\/17\/mamdani-is-open-to-keeping-eric-adams-schools-chancellor-melissa-aviles-ramos\/\" rel=\"nofollow noopener\" target=\"_blank\">who is in the running to keep her job <\/a>under Mamdani, signaled her support of a more independent PEP.<\/p>\n<p class=\"default__StyledText-sc-1px4eze-0 egVxCn body-paragraph\">\u201cWith an incoming administration that has really spoken about its values around community engagement, it\u2019s a great time to reset,\u201d Aviles-Ramos said.<\/p>\n<p class=\"default__StyledText-sc-1px4eze-0 egVxCn body-paragraph\">Her comments came at a remarkable moment. Minutes earlier, the board voted down the Education Department\u2019s budget after concerns surfaced about growing administrative spending, including on the chancellor\u2019s office. (The budget could be approved at a future meeting.)<\/p>\n<p>Growing PEP independence stirs debate<\/p>\n<p class=\"default__StyledText-sc-1px4eze-0 egVxCn body-paragraph\">The panel\u2019s newfound power has earned varied reactions.<\/p>\n<p class=\"default__StyledText-sc-1px4eze-0 egVxCn body-paragraph\">Last month, the board voted down more than $4 million in technology contracts after families and educators raised concerns at a PEP meeting about the companies\u2019 use of artificial intelligence.<\/p>\n<p class=\"default__StyledText-sc-1px4eze-0 egVxCn body-paragraph\">One of them was a deal with an AI company launched by former football star Colin Kaepernick, who appeared at a conference alongside Aviles-Ramos a week before the vote. It was an embarrassing setback for the chancellor, who has recently <a href=\"https:\/\/www.chalkbeat.org\/newyork\/2025\/09\/29\/nyc-chancello-aviles-ramos-launches-transparency-tool-state-of-our-schools\/\" target=\"_self\" rel=\"nofollow noopener\" title=\"https:\/\/www.chalkbeat.org\/newyork\/2025\/09\/29\/nyc-chancello-aviles-ramos-launches-transparency-tool-state-of-our-schools\/\">touted efforts to bring AI into schools<\/a>.<\/p>\n<p class=\"default__StyledText-sc-1px4eze-0 egVxCn body-paragraph\">\u201cI was really surprised and thrilled,\u201d said Leonie Haimson, a student privacy advocate who criticized the AI contracts before the vote at last month\u2019s panel meeting. Still, Haimson believes the PEP should have even more independence from the mayor, noting that the board has still <a href=\"https:\/\/www.chalkbeat.org\/newyork\/2024\/03\/20\/banks-teachers-disagree-aftermath-controversial-building-swap\/\" rel=\"nofollow noopener\" target=\"_blank\">approved<\/a> proposals under Adams despite intense community pushback. <\/p>\n<p class=\"default__StyledText-sc-1px4eze-0 egVxCn body-paragraph\">\u201cA lot of important decisions are made without the transparency and accountability that should be required,\u201d she added.<\/p>\n<p class=\"default__StyledText-sc-1px4eze-0 egVxCn body-paragraph\">Others have been frustrated that the mayor has lost power over the PEP, arguing the increasingly sprawling board doesn\u2019t always have expertise in what they\u2019re voting on. One technology contract they voted down was a $1.5 million deal with Kiddom, a digital platform that helps teachers access curriculum materials.<\/p>\n<p class=\"default__StyledText-sc-1px4eze-0 egVxCn body-paragraph\">Abbas Manjee, Kiddom\u2019s cofounder and chief academic officer, said the company\u2019s use of artificial intelligence is teacher-facing and felt the PEP members didn\u2019t seem familiar with the platform before lumping it in with other AI companies.<\/p>\n<p class=\"default__StyledText-sc-1px4eze-0 egVxCn body-paragraph\">He noted the company helps schools access reading and math materials that are at the center of Adams\u2019 <a href=\"https:\/\/www.chalkbeat.org\/newyork\/2025\/04\/21\/nyc-reads-solves-curriculum-mandate-middle-school-expansion-eric-adams\/\" rel=\"nofollow noopener\" target=\"_blank\">curriculum mandates<\/a>, a top mayoral education priority. <\/p>\n<p class=\"default__StyledText-sc-1px4eze-0 egVxCn body-paragraph\">\u201cIt\u2019s almost like you\u2019re shooting yourself in the foot,\u201d Manjee said. \u201cWhere is mayoral control?\u201d<\/p>\n<p class=\"default__StyledText-sc-1px4eze-0 egVxCn body-paragraph\">Alex Zimmerman is a reporter for Chalkbeat New York, covering NYC public schools.
