{"id":51474,"date":"2025-11-25T11:11:09","date_gmt":"2025-11-25T11:11:09","guid":{"rendered":"https:\/\/www.newsbeep.com\/us-ny\/51474\/"},"modified":"2025-11-25T11:11:09","modified_gmt":"2025-11-25T11:11:09","slug":"staten-island-councilmember-demands-protections-as-nese-pipeline-moves-forward","status":"publish","type":"post","link":"https:\/\/www.newsbeep.com\/us-ny\/51474\/","title":{"rendered":"Staten Island councilmember demands protections as NESE pipeline moves forward"},"content":{"rendered":"<p class=\"article__paragraph article__paragraph--left\" id=\"QJPPC5DNJFB45LR7O4FMYMMGIQ\">STATEN ISLAND, N.Y. \u2014 South Shore Councilmember Frank Morano is seeking \u201cironclad commitments\u201d as the Northeast Supply Enhancement pipeline lumbers towards fruition. <\/p>\n<p class=\"article__paragraph article__paragraph--left\" id=\"AXOERSVAO5G57O5AVOE54GKBP4\">In early November, the state Department of Environmental Conservation issued a Clean Water Act Section 401 Water Quality Certification, an Excavation &amp; Fill Permit, and State Pollutant Discharge Elimination System permit for the NESE pipeline, which would include a 17.4-mile underwater segment through the Raritan and Lower New York bays, passing Staten Island\u2019s shores.<\/p>\n<p class=\"article__paragraph article__paragraph--left\" id=\"XOOTHQNS65HZ5OM34GQKF2FJEI\">The pipeline failed thrice in the past to get its Section 401 certificate due to concerns about pollutants being stirred up from the seabed during construction in New York City\u2019s waters. <\/p>\n<p class=\"article__paragraph article__paragraph--left\" id=\"EIKEXND7QJHS5CVTBUNIFYTHMQ\">As a result, there is a deep divide between New Yorkers on what the best course of action should be. <\/p>\n<p class=\"article__paragraph article__paragraph--left\" id=\"3HUFUY3FINH2XEQCGOWDKE6ZII\">In an interview with the Advance\/SILive.com, Morano detailed the need for \u201ccost protections\u201d and \u201coversight on construction safeguards.\u201d <\/p>\n<p class=\"article__paragraph article__paragraph--left\" id=\"VZQQQYZACFG7DE6XB2XLHF3SEE\">\u201cThere\u2019s two aspects of it that I\u2019m keeping an eye on and that I\u2019m concerned about. One is cost, right? Because we don\u2019t want Staten Islanders to be asked to pay more without real tangible benefits. So, I don\u2019t want to accept a scenario where Staten Islanders pay higher utility bills for a project that doesn\u2019t deliver gas to Staten Island,\u201d Morano explained.<\/p>\n<p class=\"article__paragraph article__paragraph--left\" id=\"W2GUM5NTPBAMPBZF265TEXKXB4\">He continued: \u201cThen the other aspect&#8230;is environmental protection still matters\u2026 I want to see the exact monitoring plan, the independent oversight and the enforcement mechanisms that DEC says will be in place.\u201d <\/p>\n<p><img fetchpriority=\"low\" loading=\"lazy\" decoding=\"async\" alt=\"Frank Morano\" class=\"article__image-content\" src=\"https:\/\/www.newsbeep.com\/us-ny\/wp-content\/uploads\/2025\/11\/BHBCGVKC3VBOVK7QT65GPU7NOU.jpg\"  \/>Frank Morano, a Republican candidate for the special election for the South Shore City Council seat, speaks to the Advance\/SILive.com editorial board in the Bloomfield newsroom on Thursday, Apr. 3, 2025. Jason PaderonJason Paderon<\/p>\n<p class=\"article__paragraph article__paragraph--left\" id=\"LFY2GPZMRBBXBARJ4LBUPS5HQ4\">\u201cMy position has been the same from day one, which is I\u2019d like to do what\u2019s in the best interest of the Staten Islanders \u2014 financially, environmentally, and in terms of neighborhood quality of life. But the DEC\u2019s decision, in terms of the permit approval, it doesn\u2019t end the conversation. It raises the stakes,\u201d Morano said. <\/p>\n<p class=\"article__paragraph article__paragraph--left\" id=\"PSXUUKRL2ZFYPGOWTTXFZQNQZE\">But in terms of energy generation, be it fossil fuel like the pipeline, or renewable like battery energy storage sites, Morano has concerns. <\/p>\n<p class=\"article__paragraph article__paragraph--left\" id=\"MK4U24H5YVEL7BLJW76FUWWPGM\">He said, \u201c&#8230;we can\u2019t ignore the explosion of battery storage facilities on Staten Island. There\u2019s a real and growing concern about massive battery energy storage system being placed in residential areas. So if this pipeline meaningfully reduces that pressure, that\u2019s something I have to consider.\u201d<\/p>\n<p class=\"article__paragraph article__paragraph--left\" id=\"Q7WMMFX2MJERZGLQMA3JOK6I3M\">The pressure he references is the amount of energy needed to power the borough. <\/p>\n<p class=\"article__paragraph article__paragraph--left\" id=\"33BOO3XO4BGI5KYN4HN355545I\">The battery sites are designed <a href=\"https:\/\/www.silive.com\/news\/2025\/11\/just-horrendous-concrete-walls-around-staten-island-battery-energy-storage-system-spark-outrage.html\" target=\"_blank\" rel=\"nofollow noopener\">to remove the burden from the city\u2019s stressed grid<\/a>, using rechargeable batteries to store electrical energy from various sources, and then releasing that stored energy when needed.<\/p>\n<p class=\"article__paragraph article__paragraph--left\" id=\"DRN34GE5GFARXFRUH6X5XFEZSI\">Still, the BESS sites are worrisome to residents and elected officials who fear fires and their proximity to people-populated areas. <\/p>\n<p class=\"article__paragraph article__paragraph--left\" id=\"67OBCH5WDJFS3GJ2FJNFIO5XWU\">\u201cI\u2019m trying to approach it with an open mind. I\u2019m trying to hear arguments on both sides, and I\u2019m genuinely listening, and I know it\u2019s a rare thing in politics and in government; but there are environmental groups that are raising red flags. There are ratepayers that are worried about their bills. There are energy experts saying this increases reliability,\u201d Morano listed. <\/p>\n<p>Lawsuit filed<\/p>\n<p class=\"article__paragraph article__paragraph--left\" id=\"MC4R6UEW7ZANBNILQK2FSEEG3Q\">The Protectors of Pine Oak Woods, Staten Island\u2019s largest environmental protection organization, alongside Food &amp; Water Watch, Surfrider, and Sierra Club, <a href=\"https:\/\/www.silive.com\/news\/2025\/11\/we-will-continue-to-fight-staten-island-environmental-group-sues-state-over-nese-pipeline.html\" target=\"_blank\" rel=\"nofollow noopener\">filed a lawsuit against the Department of Environmental Conservation<\/a> for approving a certification that the pipeline failed three times prior. <\/p>\n<p><img fetchpriority=\"low\" loading=\"lazy\" decoding=\"async\" alt=\"Pipeline\" class=\"article__image-content\" src=\"https:\/\/www.newsbeep.com\/us-ny\/wp-content\/uploads\/2025\/11\/6VW6HLPTNZB4JI4QTKWMUS5OPM.jpg\"  \/>The NESE pipeline is a hot topic in New York&#8217;s political, environmental, and residential spheres. (Advance\/SILive.com | Jason Paderon) Jason Paderon\u2018Would not meet New York State\u2019s rigorous water standards\u2019<\/p>\n<p class=\"article__paragraph article__paragraph--left\" id=\"WWCJI3TW2NER3FBFFWFDOAF3T4\">In its 2020 failure to pass the standards needed to obtain the certification, the state Department of Environmental Conservation (DEC) <a href=\"https:\/\/apps.cio.ny.gov\/apps\/mediaContact\/public\/view.cfm?parm=0342AE26-BE81-7A2F-5D15E3CF31CD658D\" target=\"_blank\" rel=\"nofollow noopener\">wrote the following<\/a>:<\/p>\n<p class=\"article__paragraph article__paragraph--left\" id=\"5ODNW524CZAXDAOA2I4MEPMMRU\">\u201cDEC has determined construction of the NESE pipeline project would not meet New York state\u2019s rigorous water quality standards. Construction of the proposed project would result in significant water quality impacts resulting from the re-suspension of sediments and other contaminants, including mercury and copper, and would disturb sensitive habitats, including shellfish beds and other bottom-dwelling marine life, clearly demonstrating that a default mixing zone is not appropriate for this project. (Advance\/SILive.com | Jason Paderon) Jason Paderon<\/p>\n<p class=\"article__paragraph article__paragraph--left\" id=\"AKYVM7CIEJFF7PEHC3QJNLXRNA\">The Clean Water Act is the basis for federal water regulations, including \u201cthe basic structure for regulating discharges of pollutants into the waters of the United States and regulating quality standards for surface waters,\u201d <a href=\"https:\/\/www.epa.gov\/laws-regulations\/summary-clean-water-act\" target=\"_blank\" rel=\"nofollow noopener\">according to the EPA<\/a>.<\/p>\n<p>Deep divisions<\/p>\n<p class=\"article__paragraph article__paragraph--left\" id=\"GCH55YKYTVFX7M3MCSXUZM62IQ\">The pipeline\u2019s proposal and subsequent approvals stirred deep divisions between environmental groups, businesses, residents, and city agencies. <\/p>\n<p class=\"article__paragraph article__paragraph--left\" id=\"YQADQSJDLBER5FXK5GNY2MLTQE\">Paying for the pipeline will come in the form of a 3.5% boost to National Grid bills across New York City and Long Island, despite several areas not receiving any of the energy that will be generated from it.<\/p>\n<p class=\"article__paragraph article__paragraph--left\" id=\"GNM5JLNR2JG7LNMMCC6WLRJ4IE\">Staten Island is one of those areas that will not benefit from the gas transferred in the pipeline, though National Grid is firm in their stance that the pipeline will help keep the gas that is on the Island already, on the Island.<\/p>\n<p class=\"article__paragraph article__paragraph--left\" id=\"P3T5G73QQBGIXLZ6YNEHSYXFNM\">\u201cCurrently gas is being shared across Brooklyn, Queens, and Staten Island. Additionally, National Grid emphasized the possibility for $2.5 billion in energy savings for New York\u2019s downstate residents, like Staten Islanders, over the next 15 years,\u201d a National Grid spokesperson said.<\/p>\n<p><img fetchpriority=\"low\" loading=\"lazy\" decoding=\"async\" alt=\"Pipeline\" class=\"article__image-content\" src=\"https:\/\/www.newsbeep.com\/us-ny\/wp-content\/uploads\/2025\/11\/E2FDECQBEZGWRFUSU4IGHV33JY.jpg\"  \/>The NESE pipeline is a hot topic in New York&#8217;s political, environmental, and residential spheres. (Advance\/SILive.com | Jason Paderon) (Advance\/SILive.com | JJason Paderon)<\/p>\n<p class=\"article__paragraph article__paragraph--left\" id=\"6XKYI6MJL5BALPWUTIN5M6B23U\">National Grid touted the news that <a href=\"https:\/\/www.nationalgridus.com\/News\/2025\/11\/Ninety-Six-Organizations-Representing-1-7-Million-New-Yorkers-Statewide-Sign-On-in-Support-of-the-Northeast-Supply-Enhancement-NESE-Project\/\" target=\"_blank\" rel=\"nofollow noopener\">96 organizations<\/a>, representing 1.7 million people, signed on in approval for the pipeline. <\/p>\n<p class=\"article__paragraph article__paragraph--left\" id=\"H2ZMLYMKWZAUZE6L2LZYPLAPRI\">However, <a href=\"https:\/\/www.silive.com\/news\/2025\/08\/130-ny-officials-oppose-trump-revived-pipeline-project-off-staten-island-shores.html\" target=\"_blank\" rel=\"nofollow noopener\">130 elected officials from across the state<\/a> voiced their own issues with the project in a letter penned to Gov. Kathy Hochul. <\/p>\n<p class=\"article__paragraph article__paragraph--left\" id=\"MF2P4P5DMVBGXIAKE2YDW7GA5I\">\u201cWhat\u2019s changed in the years since these pipelines were denied? Certainly not the science or the environmental dangers posed by the pipelines. The only difference now is that Trump and the gas industry are joining together in an attempt to bully New York into approving the pipelines.
