{"id":56221,"date":"2025-11-30T11:02:08","date_gmt":"2025-11-30T11:02:08","guid":{"rendered":"https:\/\/www.newsbeep.com\/us-ny\/56221\/"},"modified":"2025-11-30T11:02:08","modified_gmt":"2025-11-30T11:02:08","slug":"immense-industrial-development-on-staten-island-how-accurate-are-the-traffic-projections","status":"publish","type":"post","link":"https:\/\/www.newsbeep.com\/us-ny\/56221\/","title":{"rendered":"Immense industrial development on Staten Island: How accurate are the traffic projections?"},"content":{"rendered":"<p class=\"article__paragraph article__paragraph--left\" id=\"TN7VK6I63RGLVNO2XFINV7RNRU\">STATEN ISLAND, N.Y. \u2014 Four major developments could bring a total of 89 loading docks, parking for 184 tractor-trailer trailers, and an additional 109 municipal vehicles to a winding segment of Arthur Kill Road.<\/p>\n<p class=\"article__paragraph article__paragraph--left\" id=\"EDRSOSVOAFBNJHVNDHLW3IDYBA\">This 2.7-mile stretch \u2014 which already <a href=\"https:\/\/www.silive.com\/news\/2025\/10\/massive-projects-planned-for-arthur-kill-rd-see-how-trucks-already-clog-this-narrow-strip-on-staten-island.html\" target=\"_blank\" rel=\"nofollow noopener\" title=\"https:\/\/www.silive.com\/news\/2025\/10\/massive-projects-planned-for-arthur-kill-rd-see-how-trucks-already-clog-this-narrow-strip-on-staten-island.html\">sees heavy traffic from a bus depot, salvage yards, towing companies, car storage, and commercial space<\/a> \u2014 will eventually be home to an additional 1.4 million square feet of warehouses and vehicle storage.<\/p>\n<p class=\"article__paragraph article__paragraph--left\" id=\"KZB2VWQOOVF4HALUECECWAWPH4\">According to design documents for the projects, such as the 1 Nassau Place environmental assessment, the developments will not have a serious impact on the local roads and surrounding communities.<\/p>\n<p class=\"article__paragraph article__paragraph--left\" id=\"MPHW3V4CYBAMVMH6IDQJ7DW3BI\">\u201cWith modest signal timing modifications at the intersection of Arthur Kill Road and Richmond Valley Road, the Proposed Development would not result in significant adverse traffic impact,\u201d stated the assessment. <\/p>\n<p class=\"article__paragraph article__paragraph--left\" id=\"YTUWZ76QZRHGDCZFKJFONPCL5Y\">However, Kevin Garcia, senior transportation planner for the nonprofit group New York City Environmental Justice Alliance, said he believes there will be an impact on area roads.<\/p>\n<p class=\"article__paragraph article__paragraph--left\" id=\"XSDTCVS6PRFBRCVEFSUPXI2CNU\">\u201cIn neighborhoods where we\u2019re seeing these facilities cluster, we are seeing increases in vehicular traffic congestion,\u201d said Garcia.<\/p>\n<p class=\"article__paragraph article__paragraph--left\" id=\"TCO4Z7XIOBCD3DEXWMAV6G3RUI\">\u201cIt\u2019s not just during traditional peak hours, it\u2019s all day, every day that we\u2019re seeing increases in this vehicular traffic,\u201d he continued. <\/p>\n<p class=\"article__paragraph article__paragraph--left\" id=\"ZW4Y34XELBGCDH34LUQOIX6HCI\">Overall, Garcia said that many parts of the city have seen an increase in truck traffic, specifically in the last five to six years.<\/p>\n<p class=\"article__paragraph article__paragraph--left\" id=\"LHNJ6OMFRBF43DIXTVDC3NIEFE\">These increases have been primarily driven by a rise in online shopping and the industries that support it \u2014 like last-mile warehouses and trucking hubs.<\/p>\n<p class=\"article__paragraph article__paragraph--left\" id=\"PKZSE6D4BVBD5PU2XWG5ZP6FFA\">As Garcia explained, these projects usually appear in areas that already have an extensive footprint of industry and pollution, such as bus depots, power plants, and major roadways.<\/p>\n<p class=\"article__paragraph article__paragraph--left\" id=\"SAD4UEO2WNHIRIINAOKPMXWNJ4\">These developments are also typically located as close as possible to highways, bridges, and major streets, Garcia explained.<\/p>\n<p><img fetchpriority=\"low\" loading=\"lazy\" decoding=\"async\" alt=\"DOT\" class=\"article__image-content\" src=\"https:\/\/www.newsbeep.com\/us-ny\/wp-content\/uploads\/2025\/11\/VYL5GUBQF5C25AOI5BK4RQDNSU.JPG\"  \/>A drone image shows the lot of the former Pathmark in Rossville where the Department of Transportation plans to build a construction maintenance operation site. Friday, Oct. 10, 2025.(Advance\/SILive.com | Jason Paderon)<\/p>\n<p class=\"article__paragraph article__paragraph--left\" id=\"BHWB6EVJDBDQREI7D7A7Q4BJ6E\">The increased truck traffic that typically follows these facilities, he said, places additional stress on both public infrastructure and budgets.<\/p>\n<p class=\"article__paragraph article__paragraph--left\" id=\"3JGS7IZ2BVE2DF26FTL5XJ5RZM\">\u201cWhat this is leading to is more wear and tear on our highways, more traffic congestion for everyday people. This is also going to lead to more maintenance on these roads, and the funding [for the maintenance] &#8230; comes from taxpayers,\u201d Garcia said.<\/p>\n<p class=\"article__paragraph article__paragraph--left\" id=\"T6ZRUNUUJ5GGLHHZC2JRUCJSMU\">As part of the land use process, developers typically assess a project\u2019s impact on the surrounding area, including local traffic. Friday, Oct. 10, 2025.(Advance\/SILive.com | Jason Paderon)<\/p>\n<p class=\"article__paragraph article__paragraph--left\" id=\"B4OV5WMYDBH4FPWPHBGVS52BNU\">The builders behind these industrial projects on Arthur Kill Road, <a href=\"https:\/\/www.silive.com\/news\/2025\/09\/massive-truck-freight-terminal-proposed-for-staten-island-sparks-environmental-traffic-concerns.html\" target=\"_blank\" rel=\"nofollow noopener\" title=\"https:\/\/www.silive.com\/news\/2025\/09\/massive-truck-freight-terminal-proposed-for-staten-island-sparks-environmental-traffic-concerns.html\">such as the planned freight terminal with space for 184 tractor trailers<\/a>, estimated that the projects will bring a relatively low number of trucks once open. <\/p>\n<p class=\"article__paragraph article__paragraph--left\" id=\"VNOXN3ROCBH7VCJ7FJAH3YV6AM\">When planners for the trucking terminal <a href=\"https:\/\/www.silive.com\/news\/2025\/09\/staten-islanders-pack-meeting-about-trucking-terminal-coming-to-borough-pronounce-this-project-has-to-be-stopped.html\" target=\"_blank\" rel=\"nofollow noopener\" title=\"https:\/\/www.silive.com\/news\/2025\/09\/staten-islanders-pack-meeting-about-trucking-terminal-coming-to-borough-pronounce-this-project-has-to-be-stopped.html\">presented their proposal to Staten Island\u2019s Community Board 3<\/a>, they cited a vehicle count from other truck terminal facilities in Queens and the Bronx.<\/p>\n<p class=\"article__paragraph article__paragraph--left\" id=\"SPKWLUL76ZFUJEDGMAGUZBYSEY\">\u201cTraffic engineers had to go out there with a clicker. They found that on a worst-case scenario the [number of] trips during peak hours were like 33 at the worst. So that\u2019s 15 going in, 17 to 18 going out,\u201d explained Phil Rampulla, an urban planner with Rampulla Associates Architects \u2014 the firm that drafted plans for the trucking terminal project.<\/p>\n<p class=\"article__paragraph article__paragraph--left\" id=\"MOJRPMWASJBEHPZKE22FMSB7PA\">Similarly, <a href=\"https:\/\/www.silive.com\/business\/2025\/07\/massive-staten-island-warehouse-project-slated-to-open-in-2025.html\" target=\"_blank\" rel=\"nofollow noopener\" title=\"https:\/\/www.silive.com\/business\/2025\/07\/massive-staten-island-warehouse-project-slated-to-open-in-2025.html\">the 1 Nassau project \u2014 which features 331,700 square feet of warehouse space and 60 loading docks<\/a> \u2014 is estimated to bring only between 11 and 15 trucks during peak weekday hours.<\/p>\n<p class=\"article__paragraph article__paragraph--left\" id=\"WBCWEKDYWFCF5LSX7GS2WX24T4\">While planning documents stated that some assumptions were made based on information relating to the Matrix Global Logistics Park in Bloomfield, many of the projections deferred to <a href=\"https:\/\/www.nyc.gov\/assets\/oec\/technical-manual\/16_Transportation_2021.pdf\" target=\"_blank\" rel=\"nofollow noopener\" title=\"https:\/\/www.nyc.gov\/assets\/oec\/technical-manual\/16_Transportation_2021.pdf\">guidelines in technical manuals<\/a>. <\/p>\n<p class=\"article__paragraph article__paragraph--left\" id=\"DJRAOJIIEJBE7JAQISPEGQKQQQ\">\u201cWhat I do know is that it\u2019s really hard to calculate the number of trucks and vans, or even vehicles in general, that are going to and leaving the facility,\u201d Garcia explained, when asked about the planning documents. <\/p>\n<p class=\"article__paragraph article__paragraph--left\" id=\"4K77R5SL5VFVLLI5TPPRZ5UQVU\">This story is part of series investigating the rapid industrial development of Arthur Kill Road.
