The maniac who allegedly slapped two kids<\/a>, one only a toddler, in a disturbing outburst on the High Line was arrested Thursday.\u00a0<\/p>\n

Rammy Lopez, 32, of Brooklyn, allegedly whacked a 7-year-old boy as he walked with his 3-year-old sister and babysitter on a day off from school, around 12:30 p.m. Wednesday, according to his mom, who declined to give her name.\u00a0<\/p>\n

\u201cThey were walking on the High Line to go to the Whitney,\u201d his mom told The Post by phone. \u201cAnd from what he told me, the guy walked by him and hit him in the mouth, jaw area with his phone.\u201d\u00a0<\/p>\n

\u201cHe said, \u2018Don\u2019t you dare do that again\u2019 or something equally nonsensical,\u201d the boy\u2019s mom added. \u201c[He] just hit him and left.\u201d\u00a0<\/p>\n

The babysitter made sure the shaken boy was \u201csafe and calm\u201d \u2013 and then called his mom, who rushed to the scene from work in Brooklyn.\u00a0<\/p>\n

\u201cHe said he was fine, but he was crying pretty hysterically,\u201d she said. \u201cIt\u2019s scary, you know.\u201d<\/p>\n

\u201cHe said his jaw hurt, and that one of his teeth [was] loose, but he was more startled than injured,\u201d his mom added.\u00a0<\/p>\n

A short time after the attack on the 7-year-old, the deranged stranger allegedly slapped a 2-year-old girl in the face as she sat with her father nearby, cops and sources said.<\/p>\n

The attack left the tot \u2013 who is from Israel and joined her dad on a trip to the Big Apple \u2013 with bruising, redness and swelling, sources said.\u00a0<\/p>\n

\"WestLopez was charged with two counts of felony assault, police said. Google Maps<\/p>\n

Lopez \u2013 who sources described as an \u201cemotionally disturbed person\u201d \u2013 took off and stayed on the lam until cops caught up to him in Brownsville Thursday morning, police said.\u00a0<\/p>\n

The older victim\u2019s mom credited the responding cops, saying they did all they could to help.\u00a0<\/p>\n

\u201cThe police were excellent,\u201d she said. \u201cThey made all of us feel very confident they were going to find him. And they did.\u201d<\/p>\n

Lopez was most recently arrested on forcible touching charges from late August, also in Manhattan, according to sources and online records.\u00a0<\/p>\n

He was released on his own recognizance during that arraignment, the records show.\u00a0<\/p>\n

\u201cMy guess is that we probably should do something better for getting people options when they get back on the street, or getting them the mental help that they need,\u201d the boy\u2019s mom said.<\/p>\n

Meanwhile, she said it can be difficult to protect kids from harm on the streets of the city.\u00a0<\/p>\n

\u201cI\u2019m a small woman, right? My son is almost as big as me,\u201d she said. \u201cHow do you keep them safe? You know?
