{"id":61683,"date":"2025-12-05T11:12:09","date_gmt":"2025-12-05T11:12:09","guid":{"rendered":"https:\/\/www.newsbeep.com\/us-ny\/61683\/"},"modified":"2025-12-05T11:12:09","modified_gmt":"2025-12-05T11:12:09","slug":"a-developer-abandoned-one-staten-island-city-of-yes-project-after-backlash-but-is-now-trying-again-nearby","status":"publish","type":"post","link":"https:\/\/www.newsbeep.com\/us-ny\/61683\/","title":{"rendered":"A developer abandoned one Staten Island \u2018City of Yes\u2019 project after backlash, but is now trying again nearby"},"content":{"rendered":"<p class=\"article__paragraph article__paragraph--left\" id=\"NSZTXQFGYNER3EES7ZSSJSDGEM\">STATEN ISLAND, N.Y. &#8212; A local developer who recently <a href=\"https:\/\/www.silive.com\/news\/2025\/11\/developer-scraps-controversial-city-of-yes-project-on-staten-island-after-community-backlash.html\" target=\"_blank\" rel=\"nofollow noopener\" title=\"https:\/\/www.silive.com\/news\/2025\/11\/developer-scraps-controversial-city-of-yes-project-on-staten-island-after-community-backlash.html\">scrapped plans to replace a single, one-family home with five, multi-family homes on Uncas Avenue<\/a> is now eying a similar project in Great Kills.<\/p>\n<p class=\"article__paragraph article__paragraph--left\" id=\"ASHAOYFMRVHUHBLJJEMO6Y5BCA\">On Wednesday, Borough President Vito Fossella held a press conference in Great Kills to blast plans to demolish an existing single-family home on the corner of Oakdale Street and Ramblewood Avenue and build five, two-family homes in its place.<\/p>\n<p class=\"article__paragraph article__paragraph--left\" id=\"C5NS4MS3LRD67AHKHSUMJE5KOE\">Christopher Stout, a New York City developer who owns the Oakdale Street property, <a href=\"https:\/\/www.silive.com\/news\/2025\/10\/first-city-of-yes-development-on-staten-islands-south-shore-sparks-community-outcry.html\" target=\"_blank\" rel=\"nofollow noopener\" title=\"https:\/\/www.silive.com\/news\/2025\/10\/first-city-of-yes-development-on-staten-islands-south-shore-sparks-community-outcry.html\">had previously planned a nearly identical project on Uncas Avenue<\/a>, but recently abandoned those plans amid fierce community backlash.<\/p>\n<p class=\"article__paragraph article__paragraph--left\" id=\"6VTSBQ5ZE5C2XGAQ3HWUFHUP2E\">The borough president, who is a Great Kills resident, blamed the proposed plan on the City of Yes for Housing Opportunity zoning text amendment, which aims to create more housing units by loosening some zoning restrictions, including permitting higher-density development in transit hubs and town centers.<\/p>\n<p class=\"article__paragraph article__paragraph--left\" id=\"HYH3T43ETFHUTEHMEDE6MWIUAA\">\u201cI\u2019m not a big fan of the expression we told you so, but we\u2019re seeing today the results of we told you so with respect to the City of Yes. We fought as much as we could on behalf of the people of Staten Island, on behalf of the people in this community, to prevent what\u2019s about to happen here and elsewhere across the South Shore,\u201d Fossella said.<\/p>\n<p class=\"article__paragraph article__paragraph--left\" id=\"UJ7G53D2O5EBVIXKUTJKWHSO3M\">\u201cWe said then and we are finding out now what\u2019s going to happen is that one home could be knocked down&#8230; and now the plan is to replace this one home with five, two-family houses. (Advance\/SILive.com | Erik Bascome)Advance\/SILive.com | Erik Bascome<\/p>\n<p class=\"article__paragraph article__paragraph--left\" id=\"DNV2WGQWSBHLJGCPIYQJOV3W6E\">The borough president was joined by several neighbors of the property, many of whom voiced concerns that the project would upset the character of the existing neighborhood.<\/p>\n<p class=\"article__paragraph article__paragraph--left\" id=\"WFPMXIH35VGI3IXPKURMANDOBQ\">\u201cI bought a family home and I\u2019m just so appalled as to what\u2019s going on with the City of Yes because it\u2019s allowing these builders to come in and knock down beautiful homes that are in our neighborhood. And we are now going to get a row house put here. It\u2019s just doesn\u2019t fit into our neighborhood,\u201d said Linda Minucci.<\/p>\n<p class=\"article__paragraph article__paragraph--left\" id=\"PFFHYWKGGNHP5KKX3UGJHLYGZ4\">\u201cOur neighborhood isn\u2019t just land to be developed. We are a community built on connection, history and stability. We\u2019re fighting to protect its character before it\u2019s gone for good. In my opinion, the City of Yes benefits developers and destroys the character of our communities,\u201d added Gabrielle Montana.<\/p>\n<p class=\"article__paragraph article__paragraph--left\" id=\"WEIQK4XARFHQPDZHDXPT4TML7U\">Stout confirmed to the Advance\/SILive.com that he intends to replace the single-family home with five, two-family homes and has no plans to reverse course in the way he did with the Uncas Avenue property.<\/p>\n<p class=\"article__paragraph article__paragraph--left\" id=\"ZF5GBCA5GFHZBMMZQRYIKKMKO4\">The developer, who grew up in a semi-detached home in Great Kills, noted that he is legally permitted to build an apartment building on the Oakdale Street lot due to the zoning changes implemented through the City of Yes, but elected instead to build two-family homes.<\/p>\n<p class=\"article__paragraph article__paragraph--left\" id=\"DW7642HVRBC6NDBG6DAMFTVWS4\">The Department of Buildings has already approved <a href=\"https:\/\/a810-bisweb.nyc.gov\/bisweb\/JobsQueryByNumberServlet?requestid=2&amp;passjobnumber=520471980&amp;passdocnumber=01\" target=\"_blank\" rel=\"nofollow noopener\" title=\"https:\/\/a810-bisweb.nyc.gov\/bisweb\/JobsQueryByNumberServlet?requestid=2&amp;passjobnumber=520471980&amp;passdocnumber=01\">an application<\/a> to reallocate the existing one zoning lot and one tax lot into one zoning lot and five tax lots, paving the way for the project to move forward.<\/p>\n<p class=\"article__paragraph article__paragraph--left\" id=\"MITYRJLPWZHTTEPSM4WFU5HJ4E\">A tax lot is a parcel of land identified for property tax purposes. A zoning lot is one or more adjacent tax lots within a block.<\/p>\n<p class=\"article__paragraph article__paragraph--left\" id=\"DK3NBNFF4NGMPL7QVMOYCN4VI4\">Fossella has long been one of the most outspoken critics of the zoning changes brought forth by the City of Yes.<\/p>\n<p class=\"article__paragraph article__paragraph--left\" id=\"IWNKMBSG75FIRKIJXFAIZ5FPPQ\">The borough president, alongside other elected officials and community groups, had sued the city in an effort to overturn the changes, <a href=\"https:\/\/www.silive.com\/news\/2025\/11\/staten-island-judge-dismisses-lawsuit-against-controversial-city-of-yes.html\" target=\"_blank\" rel=\"nofollow noopener\" title=\"https:\/\/www.silive.com\/news\/2025\/11\/staten-island-judge-dismisses-lawsuit-against-controversial-city-of-yes.html\">but the lawsuit was recently dismissed<\/a> after a Staten Island judge ruled the city\u2019s land-use approval process \u201cfunctioned as intended and created a voluminous and diverse record.\u201d<\/p>\n<p class=\"article__paragraph article__paragraph--left\" id=\"VFA2TLCG3ZDSZMKAJBH3STIW6U\">With the lawsuit now dismissed, Fossella said his approach moving forward is two-fold; making sure builders are complying with all rules and regulations and convincing the city to evaluate zoning changes on Staten Island on a contextual, block-by-block basis.<\/p>\n<p class=\"article__paragraph article__paragraph--left\" id=\"REVJSEEKABAZZJYPC2GMRZZPQY\">\u201cThe city of New York owes it to these people here in Great Hills and across the South Shore and Staten Island to step up and know what they did was wrong, what they did was wrong and they need to fix it,\u201d Fossella said.<\/p>\n<p class=\"article__paragraph article__paragraph--left\" id=\"R4QVRILBAVG4NBZ7AYYB23MGHE\">A representative from the Department of City Planning noted that there are already existing semi-detached homes around the corner from the Oakdale Street property and defended the City of Yes as a necessary initiative to address the city\u2019s ongoing housing crisis.<\/p>\n<p class=\"article__paragraph article__paragraph--left\" id=\"WF3X67ERYZGUBCBBQI7JFHBZVY\">\u201cNew York City faces perhaps the worst housing crisis in the city\u2019s history, and New Yorkers demand action.
